Mercer and Rock Island Counties
.Runoff from rains today and higher flows coming in from upstream
has caused the forecasts to rise from previous forecasts. Therefore,
water is expected to reach a higher category of flooding in the
Dubuque and Muscatine areas.
River forecasts include past precipitation and forecast rainfall for

Issued at 329 AM CDT Tue Jun 26 2018
Upper level low pressure was over eastern Nebraska early this
morning. Attendant surface low was located north of Sioux City
with a warm front extending from the low through northeast
Missouri into south central Illinois. Very moist airmass resides
along/s of the warm front with dew points pooling near 70 to the
lower 70s. Several areas or clusters of convection were ongoing
early this morning focused mainly on the edges or outside of the
CWA at the moment. However, as the low moves across the region
will see shower and storm chances increase today lingering this
evening before the system departs. Locally heavy rain and a few
strong to severe storms are possible.

.SHORT TERM...(Today and Tonight)
ISSUED AT 329 AM CDT Tue Jun 26 2018
Shower and storm chances look to increase today as low pressure
surface and aloft moves across the region. SPC has a slight
risk for severe storms near and east of the Mississippi River.
More favored threat zones potentially would be across far
northeast Iowa and northwest Illinois in vicinity of the surface
warm front, and along/south of I-80 from southeast Iowa into west
central Illinois within corridor of stronger deep layer shear and
instability. Could be fairly messy on storm modes with 0-6km
bulk shear 30-35 kts lending to multicell with some embedded
supercell structures possible, thus all range of hazards appear
in play (large hail, damaging winds, and threat of a few tornadoes
along warm front and with any supercells south given low LCLs and
sufficient 0-1 km shear 10-15+ kts). Should any small line
segments form then 0-3km shear vectors are such that any
northeastward surge will also harbor some low tornado potential.
The main window for any severe potential appears to be from 2 pm
to 8 pm. In addition to severe weather, there is also some risk
for locally heavy rainfall given somewhat slower Meso-Beta
velocities around 10 kts, warm cloud depths increasing to
near 13kft, and abundant moisture with PWATs of 1.5 to 1.75
inches. This threat appears greatest over northern Illinois
positioned within deep moist conveyor in southeast flank of low
pressure system and within zone of greatest synoptic scale lift.
Precipitation should look to taper off from west to east this
evening, as flow veers through deep layer abating any forcing
and advecting in drier air.
.LONG TERM...(Wednesday through Monday)

Wednesday
Seasonable late June day with highs in the 80s, dewpoints in the
upper 60s, and light winds. Ridging at 850mb and surface high
pressure will keep the area dry.
Thursday
The high pressure system will exit to the east, causing a very warm
and moist southeast low-level flow to develop during the morning. As
dewpoints rise into the mid to upper 70s, surface instability will
rapidly increase -- likely establishing a strong CAPE gradient
through the forecast area. Model consensus has the gradient running
roughly along, or slightly south, of I-80. The NAM and GFS have
extremely high SBCAPE across the southern third to one half of the
forecast area -- on the order of 4000+ J/kg. Despite modest deep
layer and low-level shear, if an MCS were to form to our west and it
had instability of this magnitude to work with, severe weather would
certainly be possible.
Confidence and Model Variability:
Typical for this lead time, confidence is low on storms affecting
our area. The NAM is most aggressive tracking an MCS right through
the central and southern CWA during the afternoon. The GFS shows a
similar scenario but is not as strong, and is a little further
south. And finally, the ECMWF is completely dry. Forecast storm
chances are low for now until we have greater confidence on location
of initiation over the Central Plains late Wednesday night into
early Thursday morning near the nose of a nocturnal low-level jet.
There is also potential for high heat indices between 100-105 F
south of I-80, which is completely conditional on the absence of
storms or having very low coverage of storms. So if confidence
increases on little in the way of convection, heat headlines would
likely be necessary for portions of the CWA.
Friday
Strong warm air advection downstream of a seasonably strong Northern
Plains low will spread anomalously high 850mb temperatures, in the
mid 20s Celsius, over the Upper Mississippi River Valley. These are
2.5 to 3 standard deviations above the climatological mean per
NAEFS. Accordingly, we are expecting the hottest temperatures and
heat indices to be on Friday. Forecast highs are in the low to mid
90s and peak heat indices are 100 to 110 F. Heat Advisories or
Excessive Heat Warnings may be needed, assuming convection stays
well north as currently forecast.
Saturday On
Continued hot conditions for Saturday with 100+ F heat indices. A
cold front should bring scattered storms Saturday night and Sunday.
High moisture along the front with PWATs around 2 inches and
dewpoints in the mid to upper 70s are favorable for very heavy
rainfall rates from any storms. We'll get a break from the extreme
heat indices by Sunday and Monday. Uttech

Periods of showers and scattered storms are expected into early
this evening as low pressure moves across the region. A few
of the storms could become strong to severe this afternoon
into early evening accompanied by IFR/MVFR conditions and erratic
and gusty winds. Otherwise, warm front accompanied by IFR to
MVFR conditions this morning will lift northward into the
afternoon. Drier air on westerly winds will bring an end to the
precipitation tonight. As winds drop off late tonight there could
be some fog.

.HYDROLOGY...
Issued at 329 AM CDT Tue Jun 26 2018
No major changes to the rivers with latest guidance. However, have
canceled the flood watch for Dubuque L&D 11 as confidence has
increased the river will crest around 15.5 ft (half a foot below
flood stage). Flood watches continue for Fulton and Le Claire.
Rain chances this week could change the flood forecasts and prolong
crests on the Mississippi River and other area tributaries.
Areas to monitor closely over the next 24 hours for the potential
of additional heavy rainfall will be the Rock and Pecatonica
river basins. Slow moving storms and the potential for several
rounds will lead to a risk of heavy rainfall over portions of
northern Illinois, with amounts of 1 to 3 inches possible. Thus,
a flash flood watch is in effect for much of northern Illinois
this afternoon and evening. These heavy rainfall amounts look to
be localized, but should they occur over any river basin then
potential for impacts and changeable forecasts with the Rock and
Pecatonica rivers most susceptible to this localized heavy rain
threat.
