Area Forecast Discussion

.SYNOPSIS...
A warm front will move north across the area tonight, with warming
temperatures from south to north. Freezing rain will continue across
the North Country through much of tonight before changing to rain.
A slow moving cold front will produce moderate to heavy rain across
Western New York tonight, reaching areas east and southeast of Lake
Ontario on Monday. Colder air will then move back into the region
Monday night through midweek, with occasional rain and snow showers.
Some minor snow accumulation is likely across higher terrain.

&&

.NEAR TERM /THROUGH MONDAY/...
Main area of precipitation that caused the sleet-freezing rain is
slowly tracking off to the north and northeast into Canada this
evening. A brief break will continue into tonight before another
round of heavier precipitation over Ohio associated with the cold
front moves into Western New York. Otherwise, expected mainly dry
conditions for the most part with only a few areas of light
precipitaton across far Western New York this evening. No additional
freezing precipitation is expected as temperatures have climbed into
the mid-upper 40s across the Western Southern Tier with low-mid 30s
from the Finger Lakes west into the Niagara Frontier, lone except
east of lake Ontario where temperatures remain near to just below
freezing with continued northeast flow.

Tonight and Monday a strong mid level closed low will move east into
the Ohio Valley, with an associated complex surface low moving into
the central and eastern Great Lakes. The warm front will move
northward across the region tonight, with rising temperatures under
increasing warm advection, and increasing southeasterly downslope
flow. Forcing for ascent will increase ahead of the mid level closed
low, with a strong low level jet enhancing convergence along the
slowly moving, negatively tilted cold front advancing east across
the region. A narrow plume of deep moisture with Gulf of Mexico
origins will be available for the strong forcing to work with.

Expect an area of moderate rain ahead of the cold front to move
slowly into Western NY this evening, then spread east into the
Genesee Valley late tonight and early Monday, finally reaching the
eastern Lake Ontario region Monday afternoon. 12Z model guidance
continues the downward trend on expected rainfall, with totals of
0.75 to 1.5 inches across the region. Southeasterly downslope winds
will bring the lower end of that range for portions of the Genesee
Valley and north of the Tug Hill, with the greater amounts across
the higher terrain and also Niagara County.

Meanwhile, temperatures will remain below freezing for much of
tonight across the North Country, with northeast flow locked in
coming up the Saint Lawrence Valley. Another wing of stronger warm
advection will develop this evening, with freezing rain becoming
more widespread once again. The freezing rain will begin to change
to rain across Lewis and southern Jefferson county first, and last
near the Saint Lawrence River. There may be additional freezing rain
amounts of a tenth to a quarter inch during this time frame. Given
what has already occurred, this may lead to a few more issues with
downed tree limbs and powerlines. The Winter Storm Storm Warning
remains in effect for Jefferson and Lewis counties.

Winds will also increase tonight as a very strong southeasterly low
level jet crosses the region. Winds will develop along the Lake Erie
shore and other northwest facing slopes of Chautauqua and southern
Erie counties by early this evening, with gusts up to 50 mph. Winds
will also become quite gusty on the higher terrain from the Southern
Tier to the western Finger Lakes overnight with gusts of 35 to 40
mph as the low level jet propagates east. The low level jet will
strengthen further as it reaches the eastern Lake Ontario region
late tonight and early Monday, with NAM based guidance suggesting
80 knots at 3K feet. The boundary layer will remain stable east of
Lake Ontario, with favorable thermodynamics to support a downslope
wind storm for portions of Lewis and Jefferson counties. The
strongest winds are typically in the Black River Valley to near Fort
Drum, and also on the northwest facing slopes of the Tug Hill. Wind
gusts may reach or exceed 60 mph in this area. Winds may also gust
to 50 mph in Oswego County. The wind will quickly diminish later
Monday afternoon as the low level jet moves east of the area.

.SHORT TERM /MONDAY NIGHT THROUGH WEDNESDAY NIGHT/...
A large upper-level low will pinwheel slowly eastward across the
northeast US during the Monday night through Wednesday night period.
The overall result will be continued below normal temperatures with
lingering snow showers, particularly east of Lakes Erie and Ontario.

As the core of the cold air crosses us Tuesday morning, 850 mb
temperatures of -6 to -9C will bring some lake enhanced snows off
the lakes. Minor accumulations of an inch or two is possible over
the higher terrain, but with the strong April sun activity should
become more cellular and unorganized through the day. However,
persistent moist northwest upslope flow into the Tug Hill and
northern Adirondacks will assure continued light snow accumulations
across the higher terrain through the day and into Wednesday night.
With this, the Tug Hill could pick an inch or two every 12 hours
from Monday night through Tuesday night, enough to bump up seasonal
snowfall totals but be of little impact. Temperatures Tuesday will
be some 15 to 20 degrees below normal with highs in the mid to upper
30s across the region. Some clearing Tuesday night will allow for
temperatures to drop into the upper 20s to lower 30s.

Temperatures will start to moderate Wednesday as the upper level low
pinwheels farther eastward, allowing a southwesterly return flow to
develop. Any lingering snow showers will diminish with warm
advection and weak ridging building into the region. High
temperatures will return to the mid to upper 40s, with a few low 50s
reading in the Genesee Valley. By Wednesday night the next a storm
system will approach the area from the western Great Lakes spreading
rain across the region.

.LONG TERM /THURSDAY THROUGH SUNDAY/...
While it will still be unsettled at the start of this period...
conditions will improve as we head into the weekend. This includes
temperatures that are expected to finally climb back to normal
levels by Sunday.

The medium range ensembles are in general agreement with the overall
pattern during this period...however they are still at odds with the
timing and placement of a compact storm system that will be absorbed
by the remnants of a large...slow moving storm system over the
Canadian maritimes. The ECMWF ensembles are slower and somewhat
further south with the pcpn from this next system than the GEFS
ensembles...but in either case...some mixed rain and wet snow will
be likely across the region. Given the time of year and diurnal
timing of the mixed pcpn...am not anticipating any issues. Max temps
will be in the low to mid 40s.

The main forcing associated with the initial mid western shortwave
will push to our east Thursday night...but there will still be
plenty of moisture over the region within a chilly northwest flow to
generate mixed rain and snow showers. This will especially be the
case for the Eastern Lake Ontario region where another robust
shortwave rotating south from Quebec will enhance an upslope flow
that will already be in place for that region. Given that
temperatures are not forecast to drop much (if at all) below
freezing...am again not anticipating impactful snowfall.

Friday and Friday night...the newly formed closed low over Maine
will push east across the Canadian maritimes while ridging from the
Upper Great Lakes will grudgingly push east. This along with
significant mid level drying will prompt the leftover mixed showers
to taper off from west to east with gradual clearing expected as
well.

For the weekend...there is strong consensus between the various
medium range ensembles that a large surface high will take up
residence over the Great Lakes region. While this should support
fair weather...there will be a storm system over the Tennessee
Valley that will have to be watched for Sunday and Sunday night. It
is not out of the question that moisture from this advects northward
across Pennsylvania to our 'doorstep' by late weekend...although the
aforementioned high should effectively block the advance of any real
cloud cover/pcpn. Temperatures for the weekend will climb back to
near normal levels...which include daytime highs in the 50s.

.AVIATION /00Z MONDAY THROUGH FRIDAY/...
Low pressure will slowly track north into Central-Eastern Great
Lakes tonight. As it does so, abundant moisture will stream north
into Western tonight and then North Central New York Monday. A
continued mixture of MVFR-IFR will prevail across the forecast area
this evening. While most of the precipitation has briefly tapered
off across the forecast area this evening, an area of moderate to at
times heavy rain will arrive with the cold front as it enters the
region tonight. This rain will move slowly east into the Genesee
Valley by late tonight, and then eastern Lake Ontario Monday. There
is a low chance of a thunderstorm or two within this area of
moderate-heavy rain. MVFR to IFR CIGS will continue across the
region as this area of rain slowly crosses the area. VSBY will
deteriorate to at least MVFR, with some IFR possible in areas of
somewhat heavier rain.

Low level wind shear will develop tonight across the western
Southern Tier, including KJHW.

Outlook...

Tuesday through Wednesday...Rain and snow showers with MVFR/IFR.
Thursday...Areas of MVFR with rain showers likely.
Friday...Mainly VFR with a chance of rain/snow showers.

.MARINE...
A strong gradient between strong surface high pressure over northern
Ontario and low pressure moving through the midwest states will
gradually diminish tonight. Gales on Lake Ontario will continue into
this evening before diminishing overnight. Winds will become
southwest and increase later Monday on Lake Erie, with increasing on
Lake Ontario as well Monday night and Tuesday. This may produce a
round of Small Craft Advisory conditions on both lakes.

&&

.HYDROLOGY...
There is a marginal risk of flooding later tonight through
Tuesday as an area of moderate to locally heavy rain crosses the
region. Model guidance continues to back off on rainfall
potential, with a consensus of 0.75 to 1.5 inches. Southeasterly
downslope winds will help keep totals on the low end of that
range in the Genesee Valley and north of the Tug Hill.

There is a low risk of minor flooding in poor drainage areas
tonight through Monday. Larger creeks and rivers will see rises,
but latest river forecasts from the RFC suggest most river
points will remain below flood stage. If current model trends
continue, the Flood Watch may be ended early.

.TIDES/COASTAL FLOODING...
Northeasterly winds have become more easterly this afternoon,
keeping the greater wave action just offshore. With this in
mind, the Lakeshore Flood Warning has been allowed to expire,
with diminishing risk of Lakeshore Flooding and shoreline
erosion.
