.SYNOPSIS...
High pressure will strengthen over western and north-central New
York today then move off the East Coast tonight. Deepening low
pressure will move across the central Great Lakes by late Tuesday
pushing a pair of fronts across our region. Expect widespread rain
Tuesday and Tuesday night then becoming very windy by Wednesday
behind a cold front. Our weather will turn colder with chances for
snow late this week.

.NEAR TERM /THROUGH TONIGHT/...
Satellite imagery early this morning shows a cirrus shield extending
north across much of New York state associated with a wave of low
pressure moving across the Mid-Atlantic region. Across western New
York, skies are clearing west to east as much drier air associated
with high pressure centered to our west shifts east. Expect this
clearing trend to continue through the morning hours with most of
western and central NY seeing clear skies by daybreak. Our region
will remain shielded from any snow by the area of high pressure
centered over the Midwest states and extending east across New York.
The high clouds have limited radiational cooling but expect some
better cooling to develop with skies clearing. Current low temp
forecast is for low to mid 20s except teens in Lewis county. These
may have to be adjusted downward if radiational cooling effect turns
out stronger.

A 1023 mb area of high pressure will center over New York today.
This will yield nearly full sunshine with light and variable winds
becoming 5-10 southwest this afternoon. Perhaps some more high
clouds will arrive again late in the day from the southwest ahead of
our next storm system. Despite the sunny skies, a lingering cold air
mass aloft (850mb temps below 0C) surface temps today will only top
out in the lower to middle 40s.

This next storm will be shifting over the Central Plains states
tonight with a far reaching warm front lifting across the Midwest
and Ohio Valley overnight. After a dry first half of the night,
models indicate low level moisture will overrun this warm front
bringing overcast low clouds and some rain/snow north into New York
late tonight. Thermal profiles indicate a slight/low chance of light
snow at the start but a sharp push of warm air at low levels should
bring a change to plain rain by daybreak Tuesday. SREF plumes
indicate very low chance of any freezing rain in the western
Southern Tier at onset with 00z SPC HREF all plain rain through 12z
Tuesday. Lower clouds and incoming precip should keep overnight
surface temps limited to falling only into the low 30s.

.SHORT TERM /TUESDAY THROUGH WEDNESDAY NIGHT/...
This period will feature a return to rather unsettled weather...as a
rather large area of low pressure is forecast steadily deepen while
tracking from the lower Missouri Valley northeastward to near Detroit
on Tuesday...then across nearby Southern Ontario and into Quebec
Province Tuesday night and Wednesday. While there are still some
modest differences in track...the guidance continues to come into
increasingly better agreement on tracking this strengthening system
by to our north and west Tuesday night and Wednesday...both factors
that are climatologically favorable for strong to potentially damaging
winds across our region...the potential for which will be discussed in
more detail in just a few moments.

In terms of precipitation...this system will push its attendant warm
front northward across our region Tuesday into Tuesday evening...with
the timing of the warm front looking to be a little slower than it
appeared 24 hours ago. Nonetheless...strong warm air advection and
increasingly plentiful moisture will eventually make widespread
precipitation a certainty during this time frame...with this spreading
northward across our region during the course of Tuesday. While a
little bit of wet snow or sleet may be possible at the onset...the
strong warm advection pattern and somewhat latter start will allow
this to primarily fall in the form of plain rain...with any mix
quickly ending by mid to late Tuesday morning. As we push through
Tuesday afternoon...some weak instability may develop across the Southern
Tier...which may allow a few embedded thunderstorms to also develop
across that particular region. Otherwise...temperatures will steadily
warm into the mid to upper 40s across the North Country and eastern
portions of the Finger Lakes...and into the lower to mid 50s across
the remainder of the area.

Tuesday night and Wednesday the center of the low will make its closest
approach to our area...with the initial round of warm frontal rains
quickly giving way to one or more rounds of rain/rain showers associated
with the trailing cold front...which should pass across our region
sometime between later Tuesday night and early Wednesday morning...with
the various models still showing some differences in its timing. At the
same time...a few elevated thunderstorms could also become possible
across the entire area Tuesday night into early Wednesday...as weak
elevated instability continues to overspread the region from southwest
to northeast.

With the passage of the cold front...continued rather mild conditions
(temps in the mid 40s to mid 50s) Tuesday night will then give way to
strong cold air advection later Tuesday night and Wednesday...which will
result in rapidly falling temperatures and lingering synoptically-driven
rain showers also mixing with some wet snow as it winds down during the
day Wednesday...though at this point still do not expect much if any
accumulation given the high early April sun angle.

As stated above though...the most significant impacts from this system
look to come in the form of wind. As the strengthening low approaches our
longitude Tuesday night...it will be accompanied by an initial 60-70 knot
southwesterly low level jet with surface winds consequently turning
increasingly breezy to windy as the night progresses...though a low-level
inversion should at the same time help to mostly keep the strongest winds
confined aloft. This will change however with the passage of the cold front
late Tuesday night and Wednesday...when the arrival of colder air will help
to scour out the low level inversion and lead to a deepening low level mixed
layer in the wake of the front...which will in turn tap into a reservoir
of 40-60 knot winds that will still be in place between 1-3 kft AGL...and
should help to more effectively mix these down to the surface...particularly
during the day Wednesday when diurnal influences and subsidence in the wake
of the low will aid in mixing and downward momentum transport. As is typically
the case during such events...the axis of the strongest winds will be aligned
across Lakes Erie and Ontario...and this in combination with funnelling
effects and strong isallobaric pressure rises will result in an elevated
risk for some 50+ knot gusts from the Chautauqua county lakeshore
northeastward across the Niagara Frontier to Monroe county...and also across
Jefferson county east of Lake Ontario. Meanwhile further inland winds aloft
will be a bit weaker...however should still be sufficient for some gusts
to 40-45 knots or so...particularly during the day Wednesday as the flow
veers more westerly and some of the stronger winds aloft spread further
inland.

Putting all the above together in conjunction with increasing overall
confidence in a pattern favorable for high winds...we have decided to
issue an initial round of High Wind Warnings for the typical areas downwind
of both lakes for later Tuesday night into Wednesday...with the strongest
overall winds expected to come between late Tuesday night and early to mid
Wednesday afternoon depending upon location. Elsewhere where winds are
expected to not be quite as strong but still reach the advisory range...
a mention of such will be included in the Hazardous Weather Outlook.

In addition to the above synoptically-driven strong winds...it is also not
at all out of the question that any heavier showers/embedded thunderstorms
that form along the cold front Tuesday night/early Wednesday could also pose
a threat for some strong wind gusts...especially if such activity manages to
organize into a line of lower-topped convection right along the boundary.
This is something else that we will need to keep an eye on over the next
couple of days.

By the time we reach Wednesday night...the strong winds should be dying
down with both the loss of daytime heating/mixing and steady weakening
of the wind field aloft...which should lead to increasingly calmer
conditions as the night progresses. Otherwise the much colder but also
somewhat dry airmass will lead to temps falling back into the upper teens
to mid 20s areawide...along with some leftover modest lake effect snow
showers east and southeast of the lakes...with these likely producing
some minor accumulations.

.LONG TERM /THURSDAY THROUGH SUNDAY/...
Unfortunately...a persistent longwave trough will remain firmly in
place across the eastern half of the continent during this period.
This will maintain our below normal temperatures...particularly
during the day when the mercury will average more than 10 degrees
lower than early April norms. Unlike the days leading into this
period though...there should be no major weather systems to contend
with. As far as the day to day details...

As the base of the longwave trough crosses the Lower Great Lakes on
Thursday...surface based ridging will extend north from the Mid
Atlantic states. This will encourage the low level steering flow to
back to the west-southwest...which will push weakening lake snow
showers north from Oswego County to the north side of the Tug Hill
while the activity should come to an end east of Lake Erie.

The return to fair weather will be short lived...as a clipper low
will approach from the Upper Great Lakes. Warm advection ahead of
this fast moving feature will generate some light snow over our
region during the course of the night...but accumulations should
stay below an inch or so.

The clipper will then pass to our north on Friday...pushing its
associated cold front through our forecast area in the process. This
will touch off some more snow showers...but accumulations are
generally not anticipated.

High pressure building in behind the cold front should then support
fair dry weather for the weekend...although as mentioned the mercury
will remain below normal with highs generally in the mid to upper
30s.

.AVIATION /09Z MONDAY THROUGH FRIDAY/...
VFR conditions expected today and into this evening with lowering
cigs late tonight. Clearing skies occuring across WNY at 08z. Expect
all TAFs to be SKC by 09/10z. High cirrus shield will slowly erode
west to east across Central NY. A region of high pressure is
shielding NY from precipitation across PA this morning. The area of
high pressure will center over New York today then shift to New
England tonight. High/mid level clouds will move back over our
region this evening. Late tonight, after 06z, a warm front lifting
across the Ohio Valley will bring low clouds (MVFR/IFR) and chances
for rain/snow north into NY starting 09-12z Tuesday.

Outlook...
Tuesday and Tuesday night...Deterioration to MVFR then IFR with
rain developing.
Wednesday and Thursday...MVFR/IFR with rain and snow showers
likely.
Friday...VFR/MVFR with a chance of rain and snow showers.

Light winds and wave action will continue through today with high
pressure over the eastern Great Lakes region.

A deepening area of low pressure is forecast to shift across the
central Great Lakes later Tuesday. A sharp cold front associated
with this low will cross Lakes Erie and Ontario Tuesday night or
Wednesday morning with Gale Force winds looking more likely through
Wednesday. A Gale Watch will be needed if confidence improves more.
Winds will relax some by Wednesday night but Advisory level
conditions will be likely into Thursday morning.
