.SYNOPSIS...
Warm and windy conditions are expected today with rain showers
winding down through the morning hours. A more significant system
moves in tonight bringing messy conditions in the form of rain on
Friday, and a wintry mix Friday night through Saturday. Colder
conditions resume for early next week.

.NEAR TERM /THROUGH FRIDAY/...
As of 952 AM EST Thursday...Forecast remains in good shape with
all sections of the North Country above freezing. At 1430Z,
temperatures were rising through the low-mid 40s across the
Champlain and St. Lawrence Valleys, and generally in the mid 30s
to near 40F (depending on elevation) across the Adirondacks and
areas east of the Green Mtns. Anticipate just scattered light
rain showers or sprinkles through the remainder of the day,
under general low-level warm advection regime but in the
absence of much convergence or deep layer forcing with
anticyclonically curved flow/ridging aloft. May see a few breaks
of sunshine at times, mainly across the southern valleys.
Daytime highs will be late in the day as breezy south winds will
keep warm advection going all day; most locations will top out
in the mid 40s to around 50.

For tonight and Friday...Steady widespread rain will move into the
region tonight and Friday as moisture and warm advection surges on a
strong 850mb jet. Temperatures will rise overnight Thursday night
into Friday, peaking around 50F in most spots. PWATs approach 1-1.25
inches by Friday morning, quite a bit above what we would normally
expect for January. As such, rain totals Thursday night and Friday
of 0.50-1.25 inches, with locally higher amounts, seem reasonable.
This combined with snowmelt from the warm temperatures will result
in some runoff, though the snowpack should be able to absorb a good
amount of water. See the hydrology section below for more details.

A cold front will approach the Saint Lawrence Valley late Friday
afternoon, ushering colder air by dark. This will allow the rain to
begin to transition over to a wintry mix of snow, sleet, and
freezing rain for western portions of the forecast area by 6 or 7
pm, with minimal snow or ice accumulations.

.SHORT TERM /FRIDAY NIGHT THROUGH SATURDAY/...
As of 353 AM EST Thursday...Winter Storm Watch is now in effect
from 700 pm Friday to 700 pm Saturday for the entire area. Cold
air rapidly undercutting the warmer air aloft will set the
stage for a wide variety of weather types. Bottom line northern
New York and northwest Vermont will have the best chance at
heavy snow...4 to 8 inches with localized amounts to 10 inches
possible...with light mixed precipitation...less than 0.05
inches of ice...at the onset. Meanwhile over the remainder of
Vermont we continue with rain Friday evening and then transition
to a longer duration of mixed precipitation before changing
over to snow on Saturday. Thus the potential for icing will be
greatest over the central and southern sections of Vermont where
up to a quarter inch of ice is possible and minor snow
accumulations...1 to 3 inches...by Saturday afternoon. Weather
will be an impact everywhere based on the different weather
threats expected and thus the need for the winter storm watch.
Power outages will also be an issue given the icing potential
across the area.

.LONG TERM /SATURDAY NIGHT THROUGH WEDNESDAY/...
As of 353 AM EST Thursday...Storm comes to an end Saturday
night with drier weather expected Sunday into Monday. Upper
trough moves into the region for Tuesday and Wednesday and this
feature should be able to spread snow into the region during
this time period. Can see some accumulations from this system.
Main theme in the extended will be the return of below normal
temperatures but nowhere near as cold as the recent cold snap.

.AVIATION /18Z THURSDAY THROUGH TUESDAY/...
Through 18Z Saturday...Currently VFR with spots of MVFR across
northern NY. A few very light rain showers about, but aren't
causing any visibility restrictions. Gusty southerly surface
winds in the Champlain Valley as well. In general, these
conditions will continue into the early evening. Between 00z-
03z, rain will spread from west to east across the region and
continue into Friday morning at least. Surface temperatures are
warm enough that no freezing or frozen precipitation will
occur. Conditions will trend to MVFR and eventually fairly
widespread IFR. Strong winds 2000-5000 feet above the surface
will result in LLWS at many TAF locations, except at BTV where
some of those stronger winds will make it to the surface.
Expecting gusts to be at least 30kts at times at BTV. Not out of
the question that areas of fog with visibilities below 1sm form
as warm air moves across the snowpack. At this point have not
included such low visibilities in the TAF. A strong cold front
and windshift to the northwest will be approaching MSS just
about 18z, but that's just outside the TAF time period.

Friday Night: Mainly MVFR, with areas IFR possible. Definite SN,
Definite RA, Definite FZRA, Definite PL.
Saturday: Mainly VFR, with areas MVFR and IFR possible. Definite
SN, Definite FZRA.
Saturday Night: VFR. Chance SHSN.
Sunday: VFR. NO SIG WX.
Sunday Night: VFR. NO SIG WX.
Martin Luther King Jr Day: VFR. NO SIG WX.
Monday Night: Mainly VFR, with local MVFR possible. Slight chance
SHSN.
Tuesday: Mainly MVFR, with local IFR possible. Chance SN.

.HYDROLOGY...
Isolated ice jam concerns - mainly during Friday/Friday Eve -
following a 36-48hr period of above freezing temps and max
temps into the 50s late Friday morning in valley locations.
River ice breakup will not be widespread, but it appears that
the mild temperatures will exist long enough to get some ice
movement. Thus, rivers will need to be watched during this time
frame.

The bitterly cold temperatures we've seen over the past couple
of weeks have resulted in increasing river ice coverage and
strength across the North Country. We are anticipating
accumulated thawing degree hours between 300-500 Wednesday
through Friday, with high temperatures into the mid 40s Thursday
and upper 40s to mid 50s on Fri before a cold frontal passage.
Preliminary ice thickness reports/estimates indicate most rivers
have ice less than a foot thick, with some of the northern
waterways having ice perhaps as much as 18 inches thick in
spots. As a general rule, river rises of 2-3x the ice thickness
is needed to breakup river ice. Given potential QPF 0.25-0.50"
early Friday and snowpack SWE 2-4 inches, there is certainly
some isolated threat of getting river rises on the order of 2- 3
feet, with crests most likely during the daytime/eve hours on
Friday. If river ice movement does occur, issues may linger into
Friday night or Saturday, even as temperatures drop back below
freezing behind the cold front. Persons with interests along
rivers should continue to monitor this developing situation.

EVENING...

This Hazardous Weather Outlook is for northern New York, central
Vermont, northeast Vermont, northwest Vermont and southern Vermont.

.DAY ONE...Today and Tonight.

Scattered rain showers will continue across the region this morning,
and many locations along and east of the Green Mountains in Vermont
are still reporting road temperatures near or below freezing. Therefore,
any rain that falls on untreated surfaces could produce a glaze of
ice, resulting in potentially hazardous travel conditions. This is
true even in those locations where air temperatures have warmed above
freezing.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday.

   Winter Storm Watch.

All of northern New York and the northern tier of Vermont will have
the potential to receive 4 to 8 inches of snow with localized amounts
up to 10 inches. Before the snow a light coating of ice will be
possible. Over central and southern Vermont more sleet and freezing
rain is expected with a tenth to a quarter inch of ice accumulation
possible before changing to snow Saturday morning. One to three
inches of snow is expected over central and southern Vermont late
Saturday morning into Saturday afternoon.
