The Flash Flood Watch is now in effect for

* A portion of Deep South Texas, including the following areas, 
  Brooks, Coastal Cameron, Coastal Kenedy, Coastal Willacy, 
  Inland Cameron, Inland Kenedy, Inland Willacy, Northern 
  Hidalgo, and Southern Hidalgo. 

* Until 1 PM CDT this afternoon

* Substantial rain has fallen over much of deep south Texas and
  portions of the Rio Grande Valley since Monday. Some areas
  across Hidalgo and Brooks counties have received as much as 6 to
  10 inches of rain the last few days with isolated amounts of 10
  to 14 inches across northern portions of Hidalgo county.
  Saturated soils in those areas, as well as, other locations
  throughout the eastern two thirds of deep south Texas will not
  require much additional rainfall to produce excessive runoff.
  Additional rainfall of 1 to 2 inches can be expected through
  this afternoon. High rainfall rates with slow-moving showers 
  and thunderstorms could lead to possible flash flooding. 

* Low-lying and poorly-draining areas as well as urban locations 
  could see widespread street flooding with water depth of 
  several feet. Heavy rainfall in a short period of time will 
  cause small streams and arroyos to fill quickly to bankfull, 
  possibly resulting in overflowing. Driving may be difficult to 
  impossible, and motorists are urged to find alternative 
  routes.

portions of Deep South Texas this morning has moved north out of 
the area into the Coastal Bend region. Also, the tropical 
disturbance that brought the heavy rainfall to the area over the 
last couple of days continues to shift to the west lessening the 
heavy rain threat to the Lower Texas coastal counties.

.AVIATION...A coastal seabreeze is trying to develop along the
coast this afternoon, but shower coverage is struggling and has
been very isolated. This will continue through the afternoon with
a few showers possible across the RGV until sunset. Model guidance
is hinting at possible low ceilings and visibilities late tonight
and Sunday morning, but will maintain VFR conditions for now.

In addition, an approaching weak front is moving slowly into
South-Central Texas and may help initiate overnight convection in
the upper RGV near Zapata to Jim Hogg counties. There is a very
low possibility that showers or storms will make it into the MFE
area, but conditions will be monitored tonight and updated, if
necessary.

DISCUSSION...Updated for latest aviation discussion below.

AVIATION...The latest KBRO reflectivity indicates that some isold
marine conv has developed over the lower TX Gulf waters.  Expect
MVFR/VFR ceilings to prevail today this morning as IR satl imagery
shows the lower RGV remaining generally cld free at this moment.
Daytime heating and local sea breeze effects may help fire off
some additional conv later in the day Sat possibly reducing the
vsbys/ceilings briefly down to MVFR/IFR levels later where any of
the isold conv moves directly over one of the RGV airports. Short
term guidance keeps the conv potential fairly low today with the
conv potential increasing more on Sun/Sun Night degrading the
aviation conditions. Will handle the potential afternoon conv with
VCSH wording.

PREV DISCUSSION... /issued 430 AM CDT Sat Sep 8 2018/

SHORT TERM (Now through Sunday): The main forecast issue throughout
the short term period will be the increasing potential for conv and
hvy rainfall across Deep South TX and the RGV. A broad and deep 500
mb trough axis will dig steadily east and southeast across TX moving
into the western portions of the state today, eventually pushing
towards the TX coastline late Sat Night into Sun. The slow but
steady approach of this trough axis will in turn push a quasi-
stationary front towards the TX coastline throughout the weekend.
This surface boundary will also provide additional surface
convergence across south TX which will in turn help enhance the conv
and hvy rainfall potential over the area.

The 00z BRO sounding from last night was somewhat dry in comparison
to previous runs with a PWAT of only 1.8 inches. The approach of the
500 mb trough axis is expected to help advect in deeper tropical
moisture values from the west and south starting later today with
the deeper tropical moisture levels steadily increasing through Sun.

The GFS and ECMWF pops are in pretty good agreement through Sun with
both model steadily increasing the conv chcs across the region from
west to east through the period. The NAM is the drier outlier this
morning especially over the western counties where the ECMWF and GFS
continue to steadily ramp up the rain chcs. Will go closer to a
blend of the wetter ECMWF and GFS numbers through Sun. The
increasing pops will tend to hold down the temps especially heading
into Sunday. Will go with a blend of the GFS and ECMWF MOS numbers
for highs and lows.

Although the concern for heavy rainfall will be on the increase this
weekend, it may be a bit early to go with a Flash Flood Watch at
this time. Since most of Deep South TX is classified as D0 to D3 in
the Drought Monitor, the ground should absorb much of the initial
rainfall pretty quickly. So will hold off on issuing an FFA for now
and will revisit this issue later today and tonight.

WPC QPF estimates indicate a 2 to 3 inch max total centered over
much of Zapata, Jim Hogg and Starr Counties through early Mon
morning with amounts from 1 to 2 inches mainly across the mid Valley
and the lower TX Coastal Counties.

LONG TERM (Sunday Night through Friday): The main concern in
the long term will be the potential for locally heavy rainfall
across portions of deep south Texas Sunday night through Tuesday.
The models are in fairly good agreement with overall weather pattern
much of the forecast period. The combination of deep tropical
moisture, the mid to upper trough and a slow moving frontal boundary
will support high chances of rain Sunday night through Tuesday.
Ongoing widespread showers and thunderstorms across the western
Ranchlands Sunday night are expected to drift southeast and move
across the entire CWA through Monday. Stronger or slower moving
thunderstorms may produce locally heavy rainfall, leading to mainly
nuisance type flooding in poorly draining and low lying areas.
WPC has much of deep south Texas under a slight risk for excessive
rain Sunday night and a marginal risk of excessive rain for most of
the CWA Monday and Monday night. The 500 mb trough lifts out by mid
week but a mid level weakness will remain over the western Gulf of
Mexico through late week. Unsettled weather will continue through
the period as moisture lingers across the region. Temperatures will
likely remain near or below normal Sunday night through Tuesday due
to increase clouds and rain chances. Near to above normal
temperatures are expected mid to late week as rain chances gradually
lower.

MARINE (Now through Sunday): The current surface obs and buoy data
from across the Laguna Madre and the offshore Gulf waters indicates
fairly light SE winds and low seas continue early this morning. The
PGF is expected to remain pretty weak across the region throughout
the weekend as broad and weak surface ridging prevails over the Gulf
of Mex. This will maintain pretty benign conditions across the lower
TX marine locations through Sun. No SCEC/SCA conditions expected at
this time. However, any of the stronger conv that forms up and moves
over the Bay and Gulf Waters may produce localized stronger winds
and rougher seas. Special Marine Warnings will be possible for any
of the stronger conv that forms up.

Sunday night through Wednesday night: A generally weak pressure
gradient will continue through mid week which will maintain light
to moderate winds and low seas. Abundant tropical moisture will
lead to periodic showers and thunderstorms, with possible brief
heavy down pours, strong, gusty winds, and isolated to occasional
cloud to water lightning. No SCEC/SCA conditions expected through
the period.
