portions of the Connecticut and Farmington Rivers.

* Minor flooding is forecast.
* Forecast...The river will rise above flood stage by tomorrow
evening and continue to rise to near 22.3 feet by Sunday evening.
* Impact...At 22.0 feet...Flooding affects some residential areas
below Hartford through Rocky Hill, including some roadways.
Upstream of Hartford, flooding is likely to affect Windsor Locks,
East Windsor and Windsor. Should localized evacuations be
necessary, act quickly. Further downstream flooding will likely
result in the evacuation of low lying area along River Road in
Cromwell and Meadow Road in Portland. Flooding increases from
Middletown and Portland to the river mouth at Old Saybrook.

flooding is likely in the vicinity of Meadow Road, Route 17A, in

will likely be closed. This includes the Exchange Club of Portland
Fairgrounds. Boating interests should prepare for a period of swift

.SYNOPSIS...
A strong low pressure passing west of the region will bring heavy
rainfall and strong coastal winds into tonight. Low pressure
departs on Saturday followed by mainly dry and seasonably cold
conditions Sunday through Thursday. Another low pressure system
may bring rain late next week along with milder temperatures.

.NEAR TERM /UNTIL 6 AM SATURDAY MORNING/...
4 PM Update...
Record highs were broken for today's date at Boston, Hartford and
Worcester. See RERs for more details.
Surface low pressure was centered over the eastern Great Lakes
region this afternoon, with a second low to the south over the
central Appalachians. The upper level trough had a remarkable
extent, stretching N-S from the Great Lakes Region south to Florida.
Moisture plume taps into the tropical Atlantic, streaming S to N
into our region. As of 3 pm, temps and in some cases surface
dewpoints were in the 60s in SNE, with PWATs late this afternoon at
1.5 to 1.8", which is near or at record highs for the month of Dec.
LLJ of 60 to 80 kts providing low level moisture convergence in our
area.
Periods of rain and a slight chance for thunder expected to continue
thru early this evening. Overall, the heaviest rain had shifted E of
the CT River Valley and into central/E portions of our area as of
330 pm. This eastward trend of the heaviest precip will continue
over the next several hours, as the LLJ shifts to the east of SNE
during the evening, and PWATs also decrease. Then as the evening
wears on, the rain will become more scattered in nature. Have pops
gradually diminishing from SW to NE between 7 pm and midnight,
eventually down to chance/slight chance pops. A renewed chance for
showers is expected towards daybreak Sat as cold front approaches
from the west.
Flood Watch continues until 1 am tonight. Even though rainfall
intensity/coverage will be diminishing as the evening progresses,
the runoff will still be working into area rivers and streams which
could still go above Flood Stage as the evening wears on. Some of
the larger tributary and main stem rivers will take longer to crest.

Strong winds...Wind headlines continue into this evening for much of
the area, with High Wind Warning for much of the immediate
shoreline. In any case, gusts 40-60 kt are possible, especially
if a convective fine line were to develop.

.SHORT TERM /6 AM SATURDAY MORNING THROUGH 6 PM SATURDAY/...
Saturday...
Cold front moves through during the morning, moving to the Cape by
18Z, then completely offshore by 21Z. This front could generate
another round of showers, probably scattered in nature. Behind the
front winds shift to the W/NW. With the cold air advection and winds
at H925 30 to 40 kts for a period of time, could see some strong
wind gusts at the surface. Should peak out at 30-35 kts. Expecting
high temps in the morning, ranging from the mid 50s in the east, to
mid 40s in the western hills.
Once the cold front passes, temps are expected to fall during the
day. Should see some decrease in clouds, allowing for a mix of
clouds and sun. This could allow for precip to end as some light
snow showers in far NW MA. Little or no accumulation is expected.

Saturday night through Sunday...
Saturday night the upper trough axis moves off the coast and flow
becomes zonal behind it. Post frontal WNW winds Saturday night will
bring in colder and drier air behind the departing storm system
dropping temperatures into the upper 20s. While right around normal
for late December, it will be quite a departure from the previous
night; around 20 degrees colder! We all knew the balmy temperatures
couldn't last long, and the rest of the forecast period returns to
right around normal. Sunday dry weather continues under weak ridging
with light winds and highs in the upper 30s to low 40s.
Sunday night and Monday...
Our only real chance of precipitation comes courtesy of a fast
moving weak clipper system that drops out of Canada with a mid level
shortwave Monday night, crossing southern New England around Monday
morning. This would likely bring scattered snow showers to the
region overnight Sunday into Monday. Given lack of a good moisture
source and the weak nature of the low, not expecting much more than
a coating to half an inch.
Tuesday through Friday...
Dry weather with partly to mostly sunny skies and seasonable
temperatures continue through Thursday under the influence of a
surface high pressure and building upper ridge. The pattern
breakdown comes late week around the Thursday night/Friday time
period as a deep trough digs into the midwest. Confidence in details
and timing is low given model disagreement, but trended with the
slower EC solution which has been more consistent. In general the
return of wet weather is possible by late week. Temperatures aloft
will be warming again so precip type, while uncertain, looks to be
mostly rain with perhaps some initial snow on the front end.

*** Coastal Flood Advisory Remains In Effect For South Coast
RI/MA This Evening ***
Current/late day surge values running about 1.5 ft to 2.0 ft along
the south coast of MA/RI. ESTOFS guidance verifying the best, only
running a few tenths too low. Surge values should remain steady thru
this evening's high tide given core of low level jet still
traversing the region along with modest pressure falls. Total water
levels will likely fall a few tenths to a half foot below flood
stage, so not expecting much if any water inundation in the upper
Bays such as Providence or New Bedford. However closer to the
coast/ocean large waves will likely break over sea walls yielding
minor coastal flooding. Block Island buoy (44097) already reporting
waves up to 13 ft. Thus coastal flood warning remains for the entire
south coast of MA/RI with the focus for ocean front communities.
Will likely have to extend the coastal flood advisory for the
Saturday morning high tide along the south coast with the astro tide
about a 1 foot higher. Wind and surge will be less but SSW winds
will preclude water from draining seaward out to the south coastal
bays/harbors/inlets. Thus another round of minor coastal flooding is
possible. This includes the cities and towns of Providence and New
Bedford.
