Storm total rainfall amounts of  2 to 4 inches of rain with localized
5 inch amounts will occur through this evening across Rhode Island and 
Southeast MA.  This will result in some rivers in the region rising 
above flood stage.

.SYNOPSIS...
A powerful coastal storm will impact the region today and tonight
with major coastal flooding, damaging winds, possibly heavy wet snow
to the high terrain and fresh water flooding possible across Rhode
Island and eastern Massachusetts. Drier weather returns this
weekend, except spotty light rain and/or snow showers may impact
Rhode Island and eastern Massachusetts. Gusty northeast winds and
chilly temperatures will also be featured this weekend into Monday.
Another weather system races east from the Pacific Coast and brings
rain and/or snow to our area midweek.

10 AM Update...

Rapid deepening continuing with 979 mb low just west of the
benchmark and bands of heavy rain rotating west into New Eng.
Heavy snow affecting portions of the Berkshires where we have
received reports of 6-8 inches.

Heavy snow...

Column is just cold enough for snow across the Berkshires with
nearly isothermal profile below 850 mb. Low level warming east
of the Berks resulting in mainly rain over the Worcester Hills.
Hi-res guidance maintains thermal profile across far western MA
with the column cooling from west to east this afternoon
into the evening as coastal low begins to drift SE. Heavy snow
expected to continue in the Berks where snow accum of 12-20
inches expected. Given the heavy wet nature of the snow, expect
numerous power outages here with lots of tree damage.

Snowfall forecast is more difficult across the Worcester hills
due to uncertainty with exact timing of changeover to snow this
afternoon. We have not made any changes with potential for 4-8
inches over higher elevations. And still a tough forecast for
portions of RI and SE MA this evening as the column cools and
bands of heavy precip still rotating through the coastal plain.
Expect at least a few inches of wet snow with a low risk of 4+
and may have to consider an advisory for northern RI and
possibly interior SE MA. Will evaluate latest trends and
guidance this afternoon.

Damaging wind...

Winds gusting to 40 to 50 mph with a few higher gusts this
morning. Strongest gusts will occur this afternoon into this
evening when low level lapse rates increase in response to
cooling low levels. Expect gusts 60-70 mph across eastern MA
into RI with potential for 70-80 mph gusts SE coastal MA and
Cape/Islands later today and this evening within the core of
the low level jet.

Heavy Rain...

Heaviest rainfall will be focused across SE MA and RI assocd
with very strong convergence within the low level jet axis.
Widespread rainfall of 2-4 inches with localized 5 inch amounts
expected.

Previous discussion...

Overview...

Strong and dangerous coastal system is currently on track to bring
multiple hazards to the region today and tonight. This an extreme
weather event; one that rivals the Dec 11-12 1992 nor'easter, March
7 2013 coastal storm and April 1 1997 nor'easter. Parent low
pressure system which is bringing heavy wet snow to update NY has
developed a secondary coastal low of the Delmarva coastline. In fact
this low continues to undergo cyclogenesis as MSAS is reporting 8 mb
drop in the past 3 hours. This low will continue to deepen as it
pushes eastward towards the 40N/70W benchmark. This is quite an
anomalous storm system as prev forecaster noted the intense DT that
will occur as well as high wind anomalies near 6+ STD above normal.
While Major coastal flooding and damaging winds will be the main
threat with this system, will have to watch the heavy rainfall and
heavy wet snowfall potential over the next 24 hours. Details below:

Damaging Winds...

Impressive low level jet will develop today as pressure gradient
will tighten thanks to the high to the north and developing coastal
low to the south. In fact, wind gusts are already on the rise early
this morning with some sites between 25-35 kts.

00z guidance is in good agreement showing impressive 925 mb winds
reaching between 65-80 kts by this afternoon. In fact, even the
conservative EC shows an 85 kt jet max by this evening leading to
forecaster confidence in destructive winds. Models appear to
converge that this ENE LLJ will take aim across the eastern MA coast
line this afternoon before shifting to a more northerly direction by
tonight across the Cape and Islands. In terms of mixing these winds
to the surface, this may take a bit of time as lapse rates are on
the weaker side. However, strong pressure falls may help improve
momentum transfer as well as heavy rainfall so have increased wind
gusts this morning. By the afternoon and especially tonight, mixing
depth improves thanks to the turn to a more northerly direction
increasing the lapse rates, thus expect the strongest wind gusts to
occur during this time.

Wind field is quite expansive so much of SNE will experience strong
to damaging wind gusts, especially eastern New Eng. Gusts to 50-65
mph possible in the coastal plain from BOS-PVD and SE MA with 40-50
mph further in the interior. For the Cape and Islands, we could see
the potential for peak gusts near 70-80 mph if all ingredients come
together. This amount of wind will cause not only numerous
powerlines issues but even structural damage. High wind warnings and
wind advisories remain in place for today.

Coastal Flooding...described in a separate section below.

Heavy Wet Snow...

Probably the hardest portion of this forecast to nail down. Thermal
profiles continue to be marginal across the region. However still
enough cold air aloft to bring down snow/sleet this morning esp
where precip intensity is highest. In fact, across the east slope of
the Berks, temperatures overnight went from 40 down to 33F once
precip increase. Have received a few reports of accumulating
snowfall but so far they have all been less than an inch.

For today, still some uncertainty with this forecast as 00z
guidance still shows a spread in thermal profiles. The GFS appears
to be the warmest and thus trended away from it. Still like the
EC/NAM combo even though the EC is the coldest. For this forecast
went with a conservative approach because of the high uncertainty
with the BL temps. It all comes down to precip intensity and well as
some banding which will result in precip flipping between rain and
snow and vice versa. Elevation will certainly play a role in snow
accum as the temps will be more on the cooler side leading to high
confidence in the east slope of the Berks and northern Worcester
hills forecast. Still cannot rule out a few inches of snow for the
southeast coastal plain, but again it is all dependent on dynamic
cooling and precip intensity on what will occur.

For amounts, should still see a good thump of snow across the east
slope of the Berks, especially with some strong f-gen between 12-
15z. This will lead to the potential for 8-12 inches. In a worst
case scenario there is a low risk for amounts up to 20 inches in the
Berkshires but everything would have to come together with precip
remaining mostly all snow and still not confident in that.
Especially with the HRRR and HREF transitioning the p-type to a mix
of rain/snow rather than all snow. Still need to watch the Worcester
hills which could see around 4-8 inches of snow. Could see a few
inches this morning, then transition to all rain then back to snow
by the late afternoon hours. Very difficult to pin down. Elsewhere,
we think there is potential for 2-4 inches higher terrain in
northern CT and NW RI with 1-3 inches coastal plain from BOS-PVD and
CT Valley. Most of the accum will likely be on non paved colder
surfaces as temps will be above freezing, except higher elevations
where it'll be a but colder.

Lastly, the snow will be more on the wet side with ratios closer
to 8:1. This heavy wet snowfall combined with the expect wind
gusts could lead to sct power outages and down limbs.

Heavy Rain...

Flood Watch continues for CT, RI and eastern MA. Hi-res and global
models continue to show the potential for 2-4 inches of QPF with a
few pockets of 5+ inches in some locations. This is thanks to the
strong LL convergence and persistent easterly jet bringing in
moisture off the Atlantic. While a dry slot tries to come up towards
the Islands an a portion of the Cape, this could actually trigger
more convective elements increasing the rainfall amounts. Something
to watch as we move through the day. Overall anticipate urban and
small stream flooding with some main steam river flooding late in
the day. More details below.

.SHORT TERM /SATURDAY THROUGH SUNDAY/...
Drying trend away from the coast as occluded low slowly departs out
to sea. However across eastern MA coast and especially Plymouth
county coast, Cape cod and the Islands, cold air aloft (-6C to -8C
at 850 mb) will steepen low level lapse rates combine with northeast
winds to yield an abundance of ocean effect clouds and precip over
southeast MA. Surface temps in the low 40s which will support ptype
in the form of scattered showers. However given cold temps aloft any
heavier showers will yield wet bulb temps being realized and
resulting in rain showers mixing or changing to snow showers during
heavier precip intensity. Not expecting any accumulations, just
nuisance type precip. Mainly dry weather inland but gusty NNE winds
continue, especially over Cape and Islands where winds may still
gust up to 50 mph! Elsewhere 20-40 mph speeds will be common.
Despite mainly dry weather away from the coast mostly cloudy
conditions prevail. Seasonably cool Sat but will feel colder given
the blustery North winds.

Not much change Sunday. Storm moves farther out to sea so pgrad not
as tight, thus not as windy as Sat. Mainly dry weather prevails but
can't rule out a few rain/snow showers over southeast MA given the
moist and unstable northeast flow. However showers should be less
numerous than Sat. Mostly cloudy with some late day sunshine
possible from west to east as storm pulls farther away.
Seasonably cool with highs 40-45 but will feel colder given
blustery North winds.

.LONG TERM /SUNDAY NIGHT THROUGH THURSDAY/...
Monday...High pressure builds in from the west resulting in
diminishing winds and some sunshine, especially across CT and
western-central MA. Windy in the morning but diminishing in the
afternoon as high pres builds in from the west. Seasonably cool
again with highs in the low 40s.

Tuesday...00z models have trended slower with next system, thus Thu
could be the pick of next week as high pres crest over the region
resulting in dry weather and light winds including at least partial
sunshine. Seasonable cool temps with highs 40-45 but will feel
milder given some sunshine and light winds.

Wednesday and Thursday...

Next system approaches the region with secondary low
pressure/cyclogenesis forming near or south of the RI/MA coast. At
the moment doesn't appear as powerful as today's storm but still can
deliver accumulating snow to the region especially inland. Could be
some ptype issues pending how close storm tracks to the coast. At
this time range, that's about all we can say.

.AVIATION /15Z FRIDAY THROUGH TUESDAY/...
Forecaster Confidence Levels...

Low - less than 30 percent.
Moderate - 30 to 60 percent.
High - greater than 60 percent.

Short Term /through Sunday/...

12z update...

No major changes with this TAF update. Strongest winds occur
18z-03z with gusts 50-65 kt, strongest over Plymouth county, Cape
Cod and Islands. Rain may change to accumulating snow over RI
and eastern MA 21z-03z with several inches possible, but low
forecast confidence. Earlier discussion below.

Any MVFR cigs will fall to IFR by 12z. Heavy rainfall mixed with
sleet in some locations will continue to impact the terminals.
Northeast winds are already on the rise with gusts close to
25-35 kts.

Today and tonight...IFR with LIFR across the higher terrain in
snow this morning and again this afternoon/evening. Heavy
rainfall will be persistent through much of the day before
transitioning to RA/SN or SN for the rest of the region by this
evening. Biggest focus is on the wind gusts with NE winds
between 45-60 kts. Highest amounts across the Cape and Islands.

Saturday...MVFR cigs improve to VFR by the afternoon. Lingering
5 mile vsbys in rain and patches of 2 mile vsbys in snow early.
Conditions linger at 2000 foot ceilings and 5 mile vsbys in rain
on Cape Cod and Islands. Over the remainder of Southern New
England conditions will improve to VFR.

Saturday Night: Mainly VFR, with local IFR possible. Strong
winds with gusts to 40 kt.

Sunday: Mainly VFR. Strong winds with gusts to 45 kt, strongest
over Cape Cod and Islands.

KBOS Terminal...Moderate confidence in TAFs. Impacts to the
evening push possible.

KBDL Terminal...Moderate confidence in TAFs. Impacts to morning
push possible.

Outlook /Sunday Night through Tuesday/...

Sunday Night: Mainly VFR, with local MVFR possible. Windy with
gusts to 35 kt.

Monday: Mainly VFR, with local MVFR possible. Windy with gusts
to 30 kt.

Friday through Saturday...
Extremely dangerous marine conditions expected Friday through
Saturday with much of the period characterized by storm force
winds and seas across ocean exposed waters over 20 feet. There
is a period Friday afternoon and Friday night when we anticipate
hurricane force wind gusts and seas 25 to 35 feet across the
ocean exposed eastern coastal waters. Seas may actually approach
40 feet Friday evening just east of Cape Cod.

Outlook /Sunday Night through Tuesday/...

Sunday Night: Low risk for gale force winds with gusts up to
40 kt. Rough seas up to 21 ft. Slight chance of rain showers,
slight chance of snow showers. Local visibility 1 to 3 nm.

Monday: Moderate risk for Small Craft Advisory winds with gusts
up to 30 kt. Rough seas up to 18 ft. Slight chance of rain
showers.

Monday Night: Low risk for Small Craft Advisory winds with
gusts up to 30 kt. Rough seas up to 14 ft.

Tuesday: Winds less than 25 kt. Rough seas up to 12 ft.

.HYDROLOGY...
While coastal flooding is one of the main threats with this
system, we will also have to keep a close eye on the river
flooding aspect. Many streams are flowing above to well above
normal for this time of year, due to mild weather which melted
any snow pack and a steady feed of rain events during the month
of February.

A Flood Watch continues for north central to northeast CT, all
of RI, and eastern MA from Friday morning into Saturday morning.

This upcoming storm is expected to bring 1.5 to 4 inches of QPF,
with the highest amounts across RI and eastern MA. The rain is
expected to mix with or change over to snow, so some QPF will
be frozen. The rain that does fall will likely result in areas
of minor stream and river flooding with in the Flood Watch area,
with pockets of moderate flooding possible. A River Flood
Warning has already been issued for the Pawtuxet River at
Cranston with moderate flooding forecast. Significant urban and
poor drainage flooding is also possible within the Flood Watch
area. Minor urban and poor drainage flooding is still possible
across interior MA, although a potential changeover to snow
should limit the extent of flooding.

In addition...due to the extent of storm surge expected with the
midday Friday, Friday night and Saturday high tides, saltwater
will likely elevate river levels along tidally affected rivers
and streams, and could result in flooding away from the
immediate shoreline. This could occur along some east coastal MA
as well as south coastal MA/RI rivers.

.TIDES/COASTAL FLOODING...
830 AM Update...

Have updated the Coastal Flood Statement to raise the surge
about a half foot higher for Nantucket Harbor and about a
quarter foot higher for the Vineyard and ocean side of the Cape
based on current storm surge trends. Otherwise, values remain
the same. As of 8 AM, seas had risen to 13 feet off Cape Ann and
Massachusetts Bay, and the storm surge had risen to generally 2
to 2.4 feet along most of the shoreline.

The ETSS storm surge guidance is outperforming the ESTOFS
guidance but is still running a little over a half foot too
low.

For now, anticipate impacts similar to what we've been
forecasting.

Prior Discussion...

Coastal Flood Warning remain in effect for east coastal
Massachusetts.

Not much change from previous forecast with headlines
unchanged. This remains a very dangerous coastal flood event.

Low pressure rapidly intensifying early this morning south of Long
Island with 3 hourly pressure falls on the order of 7.5 mbs. The
response will be for increasing northeast winds, peaking to 50-65 kt
this afternoon and evening. However northeast winds will remain
strong into Saturday, thus strong winds and building storm surge
will impact at least 3 tide cycles. Strongest winds and greatest
storm surge occur during low tide this evening, but moderate to
major coastal flooding still occurs given high astro tides and very
strong to damaging onshore winds over multiple tide cycles.

This will produce a combination of water inundation along with very
large waves destroying any coastal structures including seawalls.
ETSS storm surge guidance higher and more realistic than ESTOFS
given persistent onshore precluding surge from draining seaward over
multiple tide cycles.

Still anticipating surge will increase to near 3 feet about the time
of this morning's high tide, near 5 feet during late afternoon/early
evening low tide, near 4 feet tonight high tide, and 3 to 3.5 feet
for the Saturday midday high tide. We anticipate waves to build to
near 20 feet about the time of the late morning high tide, peak 30
to 35 feet (except 35 to 40 feet east of Cape Cod) this evening, 25
to 30 feet during tonight's high tide, and 20 to 25 feet (but with
13 to 14 second periods) for the Saturday midday high tide.

Many have asked how this event will compare to January 4. Our
thinking is there will likely be more structural damage in this
event given the larger waves and occurring over multiple tide
cycles. Many neighborhoods will likely become isolated, some for
extended period of time. The water will be extremely slow to
evacuate after the late morning high tide, and pockets of coastal
flooding may persist all the way to the following high tide tonight.

Another big issue with this event will be severe to extreme beach
erosion over multiple high tide cycles. This could seriously
compromise protective dunes and sea walls in some spots and increase
vulnerability to some areas during the course of the event.

Along the Rhode Island exposed south coast, elevated water levels
and swells may produce areas of minor coastal flooding and
potentially moderate to rather severe beach erosion. A Coastal Flood
Advisory is in effect for that area.
