Area Forecast Discussion

.SYNOPSIS...
A series of low pressure centers will move along a slow moving cold
front today into early tonight bringing periods of rain, some of
which will be heavy especially south of the Massachusetts
turnpike. High pressure brings dry cool weather Tuesday. A series of weak
disturbances then bring milder temperatures and may bring a chance
of rain showers during Tuesday night through Thursday night.  High
pressure then brings cold dry weather again Friday and Saturday.

.NEAR TERM /THROUGH TODAY/...

* Areas of Dense Fog This Morning, Especially Inland.
* Heaviest Rain Focused in RI and SE MA.
* Period of Strong Winds Possible Cape and Islands.

Cold front remains draped across northern MA but weak surface low
passing Cape Cod and Islands should begin to force front southward
early this morning. This will drag some cooler air southward to
about the Mass Pike corridor, which is handled well by high-res
models, but temperatures will stay warm enough to prevent any icing
issues. Front returns north later today and this evening as another
weak low approaches SNE, resulting in a warmup into 50s south of
front.

Overall we are seeing good consistency and agreement among
00z models, and we will continue to weight forecast toward high-res
guidance to help iron out some of details:

1) Dense Fog

Dense Fog Advisory remains posted through 10 am for much of interior
SNE. This is area where 1/4 mile visibilities have been more
widespread overnight due to milder air aloft overriding leftover
snowpack and cooler air near ground. Elsewhere dense fog has been
more patchy in nature so we will not expand it to other areas at
this time. Dense fog will be slow to lift but as steadier rain
arrives later this morning it should help mix it out a bit.

2)Heavy Rainfall

Radar shows next batch of rain streaming up from mid Atlantic early
this morning, where 6-hourly rainfall totals ending at 1 am were
around one inch in parts of VA. HRRR has a good handle on it and
brings it near South Coast by daybreak. As front drops south, it
will become focus for heavier rain through the day, before it lifts
north again in response to next weak low approaching SNE. So focus
for heavier rainfall will be south of Mass Pike this morning where
better moisture convergence is present before everything shifts a
bit farther north this afternoon.

Rainfall totals will range from 0.50 to 0.75" in far northwest MA to
between 1 and 2" elsewhere, with the 2" amounts across RI and SE MA
where we will keep the Flood Watch posted. It's certainly possible
based upon anomalously moist airmass that a few locations could pick
up 3" of rain, but since this should be coming in multiple rounds,
we are more concerned with significant urban/poor drainage flooding
than river/stream flooding. That said, we will still keep a close
eye on Pawcatuck, Wood, and Pawtuxet Rivers in RI which could
approach flood stage on Monday based upon latest NERFC forecasts.

3) Potential Strong Winds

As front lifts north later this afternoon, milder air will once
again push into much of RI and SE MA where temperatures should rise
into lower 50s. This warming, combined with very strong low level
jet of 50-60 knots, may be enough to mix down strong wind gusts.
While we do think the low level inversion will prevent strongest
winds from mixing down, there is still the likelihood of some 30-40
mph gusts. If more warming is realized then we need to be concerned
about potential 40-50 mph gusts, but right now our confidence is low
in that occurrence.

.SHORT TERM /TONIGHT THROUGH 6 PM MONDAY/...
Cold front heads off coast later tonight, bringing an end to rain
from NW to SE followed by partial clearing across interior. High
pressure then builds into region Monday on gusty NW winds, but
airmass remains mild enough to support highs in the upper 30s to mid
40s.

.LONG TERM /MONDAY NIGHT THROUGH SATURDAY/...

Big Picture...

Longwave scale starts with a trough over the Plains and ridges off
each coast. The pattern flattens by midweek. A trough then digs from
Hudson Bay over the Northeast USA late week. Shortwave scale shows a
northern stream trough racing across New England Tuesday
night/Wednesday.  Another trough then ejects from the Plains and
crosses New England Friday.

Per NA Reanalysis, average 500 mb contours over New England in
February range from 542 to 546 dm. GFS and GGEM forecast heights
remain above average through midweek, then lower to below normal
Friday and moderate on Saturday. The ECMWF remains above normal
until Saturday. The GFS and GGEM seem more reasonable with cold
temps Monday night moderating midweek, then cooling again Friday-
Saturday.

Good model-to-model consistency through Wednesday, then similar
timing but differences in detail Thursday through Saturday.
Above average confidence through Wednesday, then moderate
confidence Thursday through Saturday.

Details...

Monday night-Tuesday...  High pressure builds into the Northeast
USA. North winds leading the high will bring colder, drier air into
New England, then become light Tuesday as the high moves overhead.
Dew points in the teens and 925 mb mixed layer temps -7C to -10C.
This suggests overnight lows in the teens with 20s along the coast,
then highs in the upper 20s to mid 30s.  Guidance seems a couple of
degrees warm in this regard, and will be adjusted colder.

Wednesday...

Weak shortwave moves past for early Wednesday, and could clip our
area with a few snow showers. Most model solutions remain dry with
this passage. We have indicated brief scattered snow showers.
Otherwise dry with southwest wind bringing trending temperatures
milder.

Thursday-Friday-Saturday...

This period starts unsettled. Several weak troughs, more like small
ripples in the flow, approach from the west Thursday. The main
trough then sweeps through on Friday, pushing a cold front through
New England during the early morning. This means a chance of rain
showers Thursday through Friday morning. This is a little slower
than the past model suite, but such fluctuations are expected.

High pressure builds in Friday with colder drier air. All models
maintain the high pressure Saturday, but the ECMWF does bring 0.01
inch pcpn to the South Coast. Shortwave moving through the flow
could generate a wave along a stalled cold front over the Carolinas,
but this seems a long shot for Southern New England Saturday.  We
will go with a dry forecast at this time.

.AVIATION /08Z SUNDAY THROUGH THURSDAY/...
Forecaster Confidence Levels...

Short Term /through Monday/...Moderate confidence.

Aside from some temporary MVFR ceilings in parts of MA and RI,
widespread IFR/LIFR conditions in rain and fog expected through
early tonight. Increasing SW low level jet will bring LLWS to
most of SNE terminals later this afternoon into early tonight,
especially near Cape Cod and Islands where surface winds gust to
30kt. Conditions improve later tonight from W to E as winds
shift to W/NW, such that VFR conditions prevail Monday.

KBOS Terminal...Moderate confidence. Visibility may be higher
than forecast at times today, possibly 2SM.

KBDL Terminal...Moderate confidence. Visibility may be higher
than forecast at times today, possibly 2SM.

While winds remain relatively light into this afternoon, seas on
south coastal waters will steadily build today due to persistent SW
flow. Small Craft Advisories remain posted on most of the coastal
waters through tonight or Monday.

We are more concerned with possible Gale force gusts on southern
waters later this afternoon and early tonight, as front heads back
north and strong SW flow gets underway. Right now we are most
confident that open waters south and east of Nantucket will have the
best chance, where we will issue Gale Warnings, but it's possible we
will need to increase gusts on waters around Cape Cod and Islands in
later forecasts as well. Main time frame for this to occur is
roughly 5 pm to 2 am Monday.

Front nearby will result in areas of dense fog and periods of rain
today and early tonight, before conditions improve overnight and
Monday as winds shift to NW.
