.SYNOPSIS...
A complex storm system will approach the area from the Ohio
valley on Thursday. This storm will bring rain to the area
beginning late Thursday, changing to accumulating snow as we
head into Friday, possibly heavy at times. Cold weather with
snow showers will start off the weekend.

.NEAR TERM /THROUGH FRIDAY/...
830 pm update... Just minor tweaks made to the current forecast.

Low-level dry air continues to hang tough across NY's southern
tier and NEPA this evening, with any light showers mainly
restricted to our northern zones. Given this consistent trend
over the next last 6-9 hours, we've pretty much removed any
shower mention from the southern half of the forecast area this
evening, while keeping a nominal mention of very light showers
or sprinkles across northern areas until about midnight.

Given the fact that earlier holes in the cloud cover have filled
in upstream over western NY, and the saturated low-level
appearance that develops later tonight in our model sounding
profiles, we think lower clouds will be around into the morning
hours on Thursday.

Still not much cold air around, so lows by daybreak will only
range from the mid 30-mid 40s.

Previous discussion... 130 PM Update...
Tonight and Thursday are the relative quiet before the literal
storm. In the very near term, we're still battling today's mild
temperature trends which continue to climb just a wee bit above
the forecast. A few spots have cracked 60, and with an hour, or
so left of heating, we've increased the numbers above the
guidance by 1-2 degrees across the board.

Some scattered light showers, or sprinkles are still expected
this evening associated with a weak surface cold front and a
flat area of low pressure moving across the top of the ridge
aloft.

Changes take place tomorrow as the upper flow turns more
southwesterly ahead of low pressure developing in the Ohio
Valley. Still expect a rather mild day according to the thermal
profiles, although best heating will be tempered by more
abundant clouds than today. Low pressure looks to be on the
doorstep of western PA by late afternoon with hints of the
energy transfer to the coast taking shape by 00Z. Models suggest
moist and warm advection produces enough forcing to begin
mention of light rain developing across our southern and western
counties in the afternoon. Dry air over the region will need to
be overcome at the onset, and the model QPF/PoP trends have
slowed up the SW-NE progression of the rain shield by a few
hours. Might turn out to be mainly dry in the Utica to
Monticello area for most of the day, but raining from the Finger
Lakes to Scranton by mid-late afternoon. Most areas should have
less than one quarter inch of rain by sundown.

Temps tonight from the upper 30s to low 40s with high temps
ranging from 45 NW to 55 SE zones on Thursday.

.SHORT TERM /SATURDAY THROUGH SATURDAY NIGHT/...

4 AM UPDATE...

Lingering snow showers with gusty winds will continue into
Saturday as the monster low drifts slowly east. Despite the
strong north wind, it will not be all that cold with
temperatures reaching above freezing. This will keep any true
lake effect from forming and the showers more a result of some
wrap around moisture dropping in from Quebec. Previous
discussion continues below.

345 PM
Update... Lateweek winter storm will impact the region with very
elevation-dependent snow and gusty winds. Winter Storm Watch
was expanded to include the remainder of our Northeast PA zones.
Snow amounts will not be as high for Northeast PA compared to
Central NY yet the potential still exists for heavy snow
especially for higher terrain. The dense and wet snow weighing
on trees, and gusty northwest winds that will also develop
Friday, could lead to scattered power outages throughout the
region.

Models have been consolidating towards the colder and heavier
solution. The biggest wildcard remains just how long it takes
initial rain to change over to snow. This will happen first
northwest and last southeast, yet also earliest for higher
terrain/latest for lower terrain. Thus snow amounts will be very
elevation dependent and as was said before, the devil will be
in the details. Rain will change to wet snow as early as
Thursday evening in the higher terrain of Steuben County, then
changeover will make it way into the higher terrain north and
south of the NY Thruway around midnight. We anticipate lower
elevations of Finger Lakes/Thruway and higher elevations of Twin
Tiers to get changeover a little before dawn, working its way
through the remainder of Twin Tiers/Catskills/Poconos Friday
morning before finally changing to wet snow in the Wyoming
Valley/Scranton/Wilkes-Barre and lower elevations of
Sullivan/Pike Counties towards midday or early afternoon Friday.
Snow will initially melt on warm and wet ground but rates could
easily hit 1-2 inches per hour if not locally more for highest
terrain and under mesoscale banding. Models are not quite agreed
on 700mb frontogenetical forcing axis on a county level, yet
agree that a north-to-south one does indeed exist somewhere
across the area Friday; this along with moisture surge and warm
air advection aloft. Easterly component of 850mb winds push 5
standard deviations coming off of the Atlantic, which is often a
hallmark for our bigger storms.

Lowest elevations of Northeast PA-Sullivan County NY may only
get 1-4 inches, but highest terrain 5-10 inches including into
Poconos. For Central NY, 4-8 inches common at lower elevations,
but highest terrain could easily pass a foot. This looks
especially true south of the Thruway including southern portions
of Cayuga-Onondaga-Madison-Oneida counties as well as Cortland-
Chenango-Otsego-Delaware-highest elevations of Sullivan. Still a
good deal of uncertainly on the details level but the big
picture is a higher impact storm.

The snow eventually tapers off to scattered snow showers and
flurries later Friday night through Saturday. Gusty NW winds
continue on the back side of the departing low pressure system,
which while most snow will be initially wet/sloppy, could cause
some blowing and drifting of the fluffier top layer of snow.

.LONG TERM /SUNDAY THROUGH WEDNESDAY/...

410 AM UPDATE...

Little change to the extended period with this update as we
enter a quiet period behind the big low. High pressure will
dominate through Tuesday, with a low pushing into the Great
Lakes bring some precipitation mid week. Previous discussion
continues below.

An upper atmospheric ridge will build from the Ohio Valley into
the Great Lakes region Saturday night into Monday, bringing a
few days of quiet weather and seasonable temperatures.

A powerful storm spinning over the north-central region of the
United States will push clouds and precipitation back into NY
and PA early Tuesday into Wednesday. At this point it appears a
closed low will develop over Lower Michigan on Wednesday, while
the energy with the surface circulation jumps to the coast. A
rain and snow mix is forecast for now. We will have a better
handle on this storm in the coming days.

.AVIATION /09Z THURSDAY THROUGH MONDAY/...
VFR and MVFR conditions will prevail overnight as light winds
and moisture give occasional MVFR ceilings. Similar conditions
will continue through much of the daylight hours, although there
will be a better chance of VFR ceilings with mixing. Rain
arrives around 23Z as the big storm developing arrives. This
will bring widespread MVFR ceilings and visibilities to the
sites. Any snow that falls will arrive after the TAF period.
