the wind will create dangerously low wind chill values. Frost
bite can occur quickly and even hypothermia or death if
precautions are not taken.

A Winter Weather Advisory for lake effect snow means lake effect
snow is forecast that will make travel difficult in some areas.
Use caution when traveling. The latest road conditions for the
state you are calling from can be obtained by calling 5 1 1.

What forecasters said that day

The local office's own words before this wind chill warning went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Binghamton, NY wrote its last area forecast discussion before this wind chill warning went out at Jan 4, 1:01 AM EST, 2 hours 36 minutes earlier.

Area forecast discussion, Jan 4, 1:01 AM EST, 2 hours 36 minutes before
Area Forecast Discussion
National Weather Service Binghamton NY
101 AM EST Thu Jan 4 2018

.SYNOPSIS...
Snow will develop over much of the area this coming day, but
especially the Poconos and Catskills, as a strong coastal low
lifts to the north. Lake enhanced snow will also begin by this
afternoon southeast of Lake Ontario. The coldest blast of
Arctic air of the winter will follow the storm, Thursday night
through the weekend. In addition, the cold will cause several
inches of lake effect snow to fall over northern and central NY.

&&

.NEAR TERM /THROUGH TODAY/...
920 PM Update...Latest mesoscale models are much slower with
the onset of the snow over the Southeast zones so have pushed
back the onset in those area, and lowered amounts. Otherwise
just some minor adjustments to temps and winds at this update.
Previous discussion continues below.

330 pm update...
Main concern in the near term is focused on the potential for
accumulating snow and blowing snow over portions of far ne
PA...including the Poconos and Wyoming Valley, and the Catskills
in central NY late tonight through Thursday afternoon...then
additional snow and blowing snow from lake effect starting up
late Thursday afternoon into central NY.

A Winter Weather Advisory for snow and blowing snow is in
effect tonight through Thursday for the Catskills and Poconos.

A rapidly strengthening low pressure system off the coast will
spread a band of snow inland and lift nwd through the
region late tonight into the afternoon Thursday. There is still
some uncertainty regarding the westward extent, intensity and
duration of the snow, but at this time it appears the most
favorable time for accumulating snow will be roughly 4 am to
about 2 pm tomorrow...starting first in ne PA and ending last in
central NY. There are widely varying differences in the short
range high resolution models, with some even keeping all of the
precip out of our forecast area. However, the consensus among
the lower resolution deterministic models and also the trends
from the GEFS have indicated a shift in the track to the n/nw.
Which would be more favorable for snow further inland.

The mid and upper level forcing is one area that we're keying in
on to play a significant role in producing accumulating snow on
Thursday. Both the NAM and GFS are showing indications of at
least 1 strong layer of mid level f-gen around 850mb which
sets up just east of the Poconos...and even potentially a
secondary 700mb f-gen band further to the west. Each of these
could induce a couple enhanced bands of snow...the main one
being to the east and the secondary one into the Finger Lakes.
Snowfall amounts in the Finger Lakes should remain less than 2
inches. Areas from the Wyoming Valley/Poconos into the Catskills
should see around 2 to 4 inches.

The other factor with this system will be the rapid increase in
north winds Thursday morning...which may combine with the snow
to produce near white-out conditions at times. Winds should
become sustained around 20 mph with gusts 30-35 mph possible.

This system will lift out as the next blast of Arctic air
arrives late Thursday afternoon. The initial push of cold air
should be capable of produce lake effect snow right off the bat.
Favorable lake conditions should induce periods of heavy
snowfall rates, and the combination of strong n/nw winds will
produce blowing and drifting snow as well.

&&

.SHORT TERM /TONIGHT THROUGH SATURDAY/...
Models have backed off a bit on the extreme cold dropping in for
Friday and Saturday but it still will be bitter by any
measurement. 850mb temps still around -30C with a tight gradient
supporting winds in the 20 to 20 mph range. Wind chills will
likely drop into warning range, especially over the eastern
zones Friday night. Gradient relaxes and but cold hangs into the
first part of the long term.

As is typically seen with extreme cold here in central NY and
NEPA, wind direction is more northerly or even Northeast so lake
effect fetch will be limited. Working against the snow will also
be the very dry air, especially beginning later Friday into
Saturday. Still, persistent bands will continue to accumulate
snow across the northern Finger Lakes into the Syracuse area
which may need an Advisory at some point. At this time, WSW is
pretty crowded with Advisories to the east and the Wind Chill
Watch. To the south, scattered flurries and perhaps a Finger
Lakes band will bring light snows to the PA border zones.

&&

.LONG TERM /SATURDAY NIGHT THROUGH WEDNESDAY/...
Recovery begins aloft on Sunday but with surface high pressure,
Sunday morning will be quite chilly, especially over NEPA and
the Catskills. In fact, by 00Z Monday, 850mb temps have already
recover 25C. However, all 12Z model runs have come in colder
with the next system. On Monday, a band of light snow running
along a frontal band passing through. Temps aloft now support
all snow with the system even in NEPA. There is some development
of the surface low on Tuesday as the front hits the coast, but
it/s well past the forecast area by then. Colder air and some
lake effect arrives for Tuesday, but nothing near the
temperature of the weekend air.

&&

.AVIATION /06Z THURSDAY THROUGH MONDAY/...
06Z Update...
Coastal storm will be the main player today, though not much
going on early this morning. VFR conditions will persist
through at least 12Z though there is at least a small
possibility of a brief restriction at KAVP if precipitation
aloft manages to get through the layer of dry air in the low
levels, to produce snow. Generally speaking however, it will
take until late this morning for enough moistening to occur, for
restrictions to develop for all terminals. Though there is some
question for how far west the more accumulating snow will
manage to get, the temperature structure of the atmosphere will
support very fluffy crystals which will cause visibility
restrictions even in very light snow. IFR to below alternate
minimum visibility is likely to be realized at times this
afternoon-early evening for most terminals from both snow and
blowing snow, but things will be more iffy for KELM since the
very edge of the expected snow will be in the vicinity.
Conditions will improve for KELM-KAVP- KBGM in the evening as
the system departs, but KSYR-KRME and probably KITH will
continue with restrictions as lake effect snow showers take
over. For winds, initially variable light wind will become
gusty northwesterly as the coastal low passes by, especially
this afternoon when wind will become sustained low-mid teens
and gusts eventually reaching 27-32 knots. Winds back a bit to
west-northwest this evening, at only slightly lower speeds.

Outlook...

Late Thursday night through Saturday evening...Lake effect snow
and occasional blowing snow, especially KSYR but with KRME-KITH
and perhaps KBGM involved at times.

Sunday...Mainly VFR.

Sunday night through Monday...Next system may produce snow and
restrictions across the region.
