...Difficult Travel Expected Tonight into Saturday Morning...

.An early spring storm system is expected to impact portions of
southeast Minnesota, northeast Iowa, and far southwest Wisconsin
with heavy snow from tonight into Saturday morning. Difficult
travel will be likely overnight tonight and on Saturday morning 
as roads become snow covered and slippery. Visibility will also be
reduced in the snow.

Look for the precipitation to start out as light rain late this
afternoon and then quickly transition to snow this evening.
Moderate to heavy snow is expected from late this evening into 
Saturday morning. Hourly snow rates of 1 to 2 inches are during 
this time frame.

4 to 8 inches of snow, with locally 10 inches are expected south
of a Dodge Center Minnesota to Dubuque Iowa line. There will be a
sharp decrease in the snow amounts north and east of the
aforementioned line. Any shift in the storm track will have a 
large impact on the location of the heaviest snowfall.

The combination of gusty winds and the heavy, wet snow could lead
to minor tree damage. In addition, those shoveling the snow should
take frequent breaks.

...Heavy snow continues to fall...

.Late this morning a band of heavy snow continues to fall from
south central Minnesota across parts of northeast Iowa into far
southern Wisconsin. Snowfall amounts have varied from a trace to
over a foot depending on your location. Highest totals of a foot
or more have been common over mainly Floyd, Chickasaw, and Fayette
Counties Iowa.

This same area will continue to see snow pile up through parts of
the afternoon before it gradually ends. The heaviest snow will
fall south and west of an Austin Minnesota to Charles City and
Oelwein Iowa line. Snowfall in this area could be 12 to 16 inches.
The roads will remain snow covered for most of the day.

...Snow Will Start to Decrease...

.A relatively tight snowfall gradient stretched across southern
Minnesota into northeast Iowa today. Snowfall of 12 to 16 inches
fell around Charles City and Oelwein, Iowa, with lighter amounts
as you moved north and east of there.

Most roads in this area were completely snow covered with
difficult travel.

The accumulating snow will start to let up this afternoon, and
gradually end from west to east by evening. Still, roads will be
snow covered and it may take some time to clean up these driving
conditions.

Continue to use caution if you are traveling or have travel
planned in this area the rest of the day. It will be quiet
tomorrow, or if you choose a different route, you might be able to
avoid the worst conditions.

Be careful shoveling this wet, heavy snow as well. Be sure to take
breaks and do not over exert yourself.

Latest water vapor satellite imagery shows upper level ridge over
the central United States and upper level trough over the western
United States. Latest 07z surface analysis indicates high pressure
over northern Minnesota and and northern Wisconsin with the metars
reporting temperatures in the teens to lower to middle 30s across
the area.

Surface ridge will continue to dominate much of the area today. With
increasing moisture in advance of the system to impact the
area...precipitation will begin to move into southeast Minnesota
and northeast Iowa late this afternoon and into early this evening.
The precipitation will begin as all rain and change over to snow
this evening and continue overnight.

Tonight into Saturday...main changes in the forecast is the 23.00z
deterministic models have shifted the heavy snow band axis further
southwest. However...the 23.00z deterministic continue to indicate a
strong frontogenetical signal over parts of southeast Minnesota and
northeast Iowa/far western portions of the forecast area. With the
models suggesting strong lift/forcing...snowfall rates could easily
be 1 to 2 inches per hour across the far western forecast area. At
this time...the heavy snow band axis is expected to be west of a
line from Dodge Center, MN to Elkader, IA...where 4 to 10 inches of
snow is likely. East of this line...lesser snowfall amounts can be
expected with a very sharp cut off in accumulating snow...due to dry
easterly flow east of the Mississippi River. Winds will increase
tonight...as pressure gradient tightens over the forecast area. This
will lead to drifting of snow in the open areas of southeast
Minnesota and northeast Iowa.

.LONG TERM...(Saturday night through Thursday)
Issued at 345 AM CDT Fri Mar 23 2018

High pressure builds into the region Saturday night into Sunday.
Temperatures Sunday will be cooler than normal (mid 30s) over the
snow pack of southeast Minnesota and northeast Iowa with near normal
temperatures east of the Mississippi River.

Main forecast concerns are precipitation chances Sunday night into
Thursday. The 23.00z GFS/ECMWF/GEM are in decent agreement in
digging upper level trough over the Rocky Mountains and develop
southwesterly flow aloft over the Central Plains/Great Lakes Region
through 00z Wednesday. Pieces of energy embedded in the
southwesterly flow aloft will move into the Great Lakes Region and
produce rain or snow across the forecast area late Sunday night into
Tuesday. Then...the 23.00z deterministic models indicate upper level
trough digs over the Upper Great Lakes Region middle of next week
and allows for drier weather/near normal temperatures over the
forecast area.

.AVIATION...(For the 06Z TAFS through 06Z Friday night)
Issued at 1141 PM CDT Thu Mar 22 2018

VFR conditions will continue through Friday afternoon. Conditions
will then lower to MVFR at KRST Friday evening with the potential
for IFR to LIFR conditions around and after 06Z. A storm system
moves into the region Friday into Friday night bringing some snow
to the region along with increasing easterly winds. Snow is
likely at KRST mainly after 06Z and the snow may be heavy at
times. Plan on ceilings lowering to around 2500 ft by 4 Z with a
rain snow mix switching over to all snow by 06Z and thats when
LIFR conditions may develop. Most if not all of the snow will stay
west of KLSE with mainly VFR conditions expected. Brief MVFR
conditions are possible if the snow band edges a little further
east. Main impacts from snow will be west of the Mississippi
River. Winds may gust to 35 kts at times at KRST Friday night.
