...Wintry Mix Expected this Weekend...

.A wintry mix of precipitation is starting to spread into the area
from the south. Initially just rain is falling, but it may turn to
freezing rain as it shifts north. Across southern Minnesota into
western Wisconsin, it may be all snow or a wintry mix as it
overtakes the region. Winds will also continue to increase out of
northeast and east.

Ice accumulations will generally be less than a tenth of an inch,
but will certainly still be enough to lead to slick conditions, 
especially on untreated surfaces. These accumulations are expected
to generally be along and south of Interstate 90.

Several inches of snow are expected through Sunday, with the
highest totals generally across southeast Minnesota into central
Wisconsin. Winds will also be increasing through the day, gusting
to perhaps 30 or 40 mph in southeast Minnesota and northeast Iowa
and could lead to some blowing snow at times.

...Travel Conditions Have Worsened...

.A band of freezing rain, sleet, and snow continues to track
northward across the area late this morning. Some glazing has been
reported mainly in northeast Iowa, but snow was starting to become
more common further north as this storm system moves into colder
air.

Snow will continue from mainly south central Minnesota into west
central Wisconsin this afternoon, with a break in the
precipitation across parts of northeast Iowa and southwest
Wisconsin.

Ice accumulations will generally be less than a tenth of an inch,
but will certainly still be enough to lead to slick conditions,

...Snow Covered Roads In Some Areas...More Snow on the Way...

.A band of mainly snow is along and north of Interstate 90 in
southern Minnesota and Wisconsin this afternoon, with snowfall
rates of about an inch an hour. Meanwhile south of there, some
linger freezing drizzle or rain continues, but temperatures have
warmed slightly making for improving road conditions across parts
of northeast Iowa into southwest Wisconsin.

As this band of snow lifts north, it will eventually slow and drop
several inches of additional snow from mainly southern Minnesota
into western and central Wisconsin tonight. Travel will be
difficult to dangerous with a variety of road conditions based on
your location.

...A Wintry Mix Continues to Cause Travel Headaches...

.One area of snow, that dropped 1 to 3 inches, has shifted north
of the area. Since then a mix of precipitation types has moved in
ranging from snow, to rain, to sleet. Many roads, especially less
traveled ones, had slushy snow cover still.

This wintry mix will continue off and on for the early evening,
but as colder air moves in, it should return to mainly snow going
into the overnight. Several more inches of snow are possible,
especially along and north of Interstate 90 in southern Minnesota
and western Wisconsin.

In addition, strong east winds could blow some of the snow around.

...A Wintry Mix Continues to Cause Travel Headaches...

.Another band of rain was moving northward through southwest
Wisconsin, becoming a wintry mix and then snow as it moves father
north. Elsewhere, showers continued a mixed bag of winter 
precipitation types. Outside of these showers, freezing drizzle 
to drizzle is likely.

Most roads have a snow or ice cover across southeast Minnesota and
western Wisconsin. Accidents and some slide offs have been
reported. In addition, strong wind gusts will buffet motorists,
providing another hazard to the slippery conditions. 

This wintry mix will continue off and on through late evening,  
but as colder air moves in, much of that mix will return to 
snow overnight. Several more inches of snow are possible, 
especially along and north of Interstate 90 in southern Minnesota 
and western Wisconsin.

corridor, and will likely hold there through the overnight hours.
Snowfall rates of an inch per hour could occur within this band
while visibilities dip below 1 mile at times. Farther south, a
wintry mix is more likely, with lesser snow amounts. 

Recent snowfall reports from the public point to 3 to 5 inches 
across parts of southeast Minnesota already. An additional 1 to 4

.A band of snow remains set up along the Interstate 90 corridor
this morning and continues to cause hazardous travel with snow
covered roads and visibility dropping below 1 mile at times.
Farther south, more of a wintry mix is expected, with a glazing of
ice possible.

Additional snowfall accumulations of 1 to 3 inches are expected 
through this morning, though localized higher amounts are 
possible, especially in higher elevations where steady 1 inch per 
hour rates have been observed.

.SHORT TERM...(Today and through Sunday night)
Issued at 332 AM CST Sat Dec 1 2018

Still plenty of stratus and some fog over the area early this
morning and with temperatures below freezing, some of the fog is
freezing to untreated surfaces and leading to some slick spots.
Would expect the fog to dissipate at least somewhat before sunrise
with increasing winds ahead of the storm system approaching the area
from the southwest.

Otherwise, the storm system looks to be on track with a closed low
still progged to slide just south of the forecast area and bring a
mess of precipitation types with it. Model soundings show no
problems with ice in the clouds at precipitation onset, but still do
show a bit of a warm/dry layer aloft that would be warm enough to
melt any frozen precipitation falling through it. This would lead to
some rain/freezing rain right at the onset depending on surface/road
temperatures, with perhaps some sleet mixing in as saturation occurs
and the layer cools. Ice accumulations will generally remain less
than a tenth of an inch. Looking like everything should switch to
either rain or snow or a rain/snow mix for Saturday afternoon. The
highest snowfall totals still look to be from north-central Iowa
into central Wisconsin, where generally 4 to 7 inches of snow are
expected through Sunday, with locally higher amounts possible.
Farther south, more rain is expected with rainfall totals perhaps
nearing an inch in parts of northeast Iowa and far southwest
Wisconsin. This could lead to some river rises in these areas giving
the frozen ground. More details on this in the hydrology section.
Models still do hint at a little bit of instability, so did keep a
thunder mention Saturday afternoon inherited from previous day shift.

More of a wintry mix appears to then work in Saturday night, with
model soundings showing occasional loss of ice in the clouds, so
could see a bit more icing overnight. The precipitation will stick
around for much of Sunday, before moving out Sunday night.

Tough decision on headlines given longer duration of snow, but parts
of southeast Minnesota could come close to the 6" in 12 hours
criteria. In addition, northeasterly winds will be quite strong as
the pressure gradient continues to tighten with the approaching low.
Looking at gusts in the 30 to 40 mph range in southeast Minnesota
and northeast Iowa at times on Saturday, including during the time
of heaviest snowfall (Saturday afternoon) in southeast Minnesota.
However, the snow will be more of the wet/heavy variety, so not
expecting much if any blowing snow once it hits the ground, but
blowing snow could still be an issue as it's falling. With all that
said, elected to upgrade parts of southeast Minnesota to a Winter
Storm Warning and keep the rest of the Winter Weather Advisory
as is, at least spatially. Will need to watch the southern
portions of the forecast area not in an Advisory, as early morning
road temperatures were near or below freezing, so could see a
brief period of ice accumulation in those areas.

.LONG TERM...(Monday through Friday)

The beginning of the work week still looks to be fairly quiet under
high pressure, but colder, with highs in the 20s to lower 30s. Then
better agreement with models of precipitation chances toward
Thursday, with some shortwave energy quickly sliding through the
area during the day. High pressure then looks to build back in for
the end of the work week, with models currently indicating
temperatures will struggle to make it out of the teens on Friday.
Plenty of time for things to change before then, but overall looking
like a cold work week.

.AVIATION...(For the 06Z TAFS through 06Z Saturday night)

Pretty widespread IFR conditions across the area already and not
expecting any change to occur through Saturday evening. Besides
the low ceilings, some fog has dropped the visibility down with
KRST below 1 mile. This should be slowly improving as the winds
continue to increase ahead of the approaching storm. Not sure the
visibility restriction will completely go away but should come up
more into the 3 to 4 mile range. The precipitation from the storm
system still looks to overspread both airports during the mid to
late morning hours Saturday. This should initially start out as
snow for both airports and remain predominantly snow for KRST. The
precipitation type at KLSE will be more problematic as the
boundary layer may warm just enough to see a switch over to rain
or a rain/snow mix. If this warming does not occur, the warm layer
aloft could then further complicate things by melting the falling
snow giving the potential for freezing rain or give partial
melting to produce sleet. There may also be periods when there is
no ice in the clouds leaving only rain or freezing rain as the
precipitation types. For now, will just show a rain/snow mix with
the idea that the precipitation types can be refined as the event
is closer/ongoing. The winds aloft will also be strong enough with
enough direction change to produce low level wind shear in the
afternoon and early evening and have included this for both
airports.

.HYDROLOGY...
Issued at 332 AM CST Sat Dec 1 2018

Along with the wintry precipitation with the storm this weekend,
still expecting those areas that stay warmer (parts of northeast
Iowa and far southwest Wisconsin) to receive mainly rain. With
seasonably high precipitable water values of 0.75" over these
areas and a bit of instability, could see some higher rainfall
rates at times, with totals through Sunday near 1 inch. Given the
frozen ground, much of this rainfall will run off directly into
area streams and rivers and likely lead to rises. At this time,
no flooding is forecast, but will need to continue to monitor as
the rain moves in during the day.
