.SYNOPSIS...
Heavy rainfall, freezing rain, sleet and snow all expected as we
close out the work week and head into the weekend as a complex
storm system impacts the region. Temperatures will warm to well
above normal as the system approaches with colder air filtering
back in as the storm moves across the region. Sunday will be
much colder in the wake of the system.

&&

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
As of 115 PM EST, todays weather remains tranquil and mild as
southerly flow begins to usher in warm, moist air. That being
said, mainly a quick update to refresh the hourly temps and sky
cover based on recent obs. Sent updates to NDFD and web servers.

Prev Disc...As of 915 AM EST, a few spotty rain showers are
currently moving through the Mohawk Valley and Adirondack
regions this morning. Temperatures at most locations are above
freezing except for a few spots in the Mohawk Valley. So have
issued an SPS for patchy freezing rain and black ice for these
areas this morning. Otherwise, no changes were made to the
forecast outside of refreshing the hourly temps based on recent
obs. Sent updates to NDFD and web servers.

Prev Disc...Today will be mild with ridging dominating our
weather. However, skies will remain cloudy as moisture is
trapped under a strong inversion. With the surface high and
upper ridge shifting off to our east we will have a southerly
flow of mild air into the region. Temperatures are expected to
warm into the 40s today.

.SHORT TERM /6 PM THIS EVENING THROUGH SATURDAY/...
Multi hazard complex storm system will impact the region tonight
through Saturday bringing moderate to heavy rainfall, freezing
rain, sleet and snow to the area as well as the potential for
flooding.

A Flood Watch remains in effect for all of east central New
York and adjacent western New England late tonight into Saturday
afternoon as the combination of heavy rainfall, snow melt and
potential ice jams may cause flooding on rivers and streams.

A Winter Storm Watch has been issued for the western and southern
Adirondacks, northern Washington County and the western and
central Mohawk Valley for Friday evening into Saturday evening
for freezing rain, sleet and snow. Additional headlines will
need to be issued.

The first threat is for potential for ice jams leading to flooding
on rivers, streams and creeks as well as urban and poor drainage
flooding. The combination of runoff from moderate to heavy rainfall
and snow melt may increase flows enough to cause the ice to break
up leading to ice jams. Please refer to the hydrology section for
more details.

A boundary will be gradually approaching as a wave of low pressure
moves northward along it. A strengthening southeast to south winds
will bring even milder air into the region Friday with temperatures
expected to rise into the upper 40s to mid 50s. In addition,
precipitable water values will also rise to 1 to 1 1/2 inches ahead
of the boundary setting the stage for a moderate to heavy rainfall
and for snow melt to occur. With the ground frozen runoff will
occur. The heaviest rainfall is expected late tonight and Friday
morning.

The boundary will move across the region Friday night into Saturday
as another area of low pressure travels along the boundary. As the
boundary moves through arctic air will undercut the mild air in
place along with moderate to heavy precipitation amounts resulting
in accumulations of ice, sleet and snow. Guidance shows the 925 mb
temperatures falling quicker than the 850 mb which will lead to a
period of freezing rain and sleet before the cold air becomes deep
enough for just snow. We are not expecting the ice or the sleet/snow
accumulations to reach warning criteria however the combination
of the ice accretion and moderate sleet/snow accumulations will
create dangerous conditions warranting the watch. Winter weather
advisories will be needed for the ice accretions and lesser
sleet/snow accumulations.

Temperatures will continue to drop through the day Saturday with
wintry precipitation spreading southward. By Saturday afternoon
the northwestern about half of the forecast area should be experiencing
snow with freezing rain and sleet for the southeastern half. By
this time with the wave of the low pressure moving away from the
area QPF amounts will become light.

With the temperatures falling so quickly Saturday flash freezing
is possible adding to the dangers from this complex system.

.LONG TERM /SATURDAY NIGHT THROUGH WEDNESDAY/...
In the wake of the departing storm system, northwesterly winds will
continue to funnel very cold air back into the region for the
remainder of the weekend.   Temperatures will continue to fall
Saturday nig.ht into Sunday morning, with lows ranging from
-10 over the western Adirondacks to +15 in the Mid Hudson
Valley. Some lingering lake enhanced snow showers or flurries
may continue through the overnight hours due to the passing
upper level trough, but little additional snowfall is expected.

As high pressure passes across the area, it should be dry with a
partly sunny sky for Sunday. It will be noticeably colder with highs
only in the teens to low 20s for most locations, although winds
should be fairly light due to the nearby subsidence.  The high
pressure area will depart off to the east for Sunday night into
Monday, but it should continue to remain dry with below normal
temperatures and a partly cloudy sky. Lows will be very cold
for Sunday night, ranging from -15 over the Adirondacks to +10
over southern areas and highs on Monday will once again be in
the teens to low 20s.

The next storm system look to impact the region at some point around
midweek. The models are showing some different ideas of how an
approaching northern stream clipper system will reform off the
eastern seaboard, with the ECMWF being less progressive than the
GFS.  The 00z GEFS show a variety of different solutions as well. In
any case, below normal temps will allow any precip with this system
to be in the form of snow, although the exact amounts and timing is
still very much in question.  For now, will go with chance POPs for
Tuesday into Tuesday night and continue to monitor model trends.
Highs generally look to be in the teens and 20s and lows in the
single digits.

.AVIATION /18Z THURSDAY THROUGH TUESDAY/...
Throughout the rest of the afternoon, it looks to be dry with a
continued southerly flow in place. As temps warm up aloft, low-
level moisture will be trapped beneath an inversion, allowing
for plenty of clouds. Ceiling heights will lower throughout the
day. KPOU/KPSF are already seeing IFR conditions and ceilings
there will remain around 800-1000 ft through the day. KALB/KGFL
are only seeing mid-level clouds right now, and the lower
portion of the atmosphere will continue to moisten thanks to the
persistent southerly flow. By later this evening, both sites
look to be down to MVFR levels, with IFR conditions possible by
the late evening hours. Southerly winds will continue to be
around 5-10 kts today.

Some mist may develop tonight, especially for the southern
sites. In addition, some rain, initially light in intensity,
will move into the region from southwest to northeast late in
the overnight hours. This will lower visibility down to about
3-5 SM with cigs in the IFR/LIFR range. The rain will start to
pick up in intensity right around daybreak Friday. Expect
IFR/LIFR conditions to continue through Friday morning with
moderate to heavy rain and reduced visibilities.

As winds aloft increase, will expect some LLWS for all
sites, as 2 kft winds will be around 35-40 kts from a southerly
direction and surface winds remain around 10 kts or less from a
southerly direction.

.HYDROLOGY...
Flood Watch remains in effect for all of east central New York
and adjacent western New England late tonight into Saturday
afternoon as the combination of moderate to heavy rainfall,
snow melt and potential ice jams may cause flooding on rivers
and streams.

Temperatures will rise to well above normal today through
Friday with periods of rain. The steadiest and heaviest rainfall
is expected late tonight and Friday morning. The precipitation
will continue into Saturday however colder air will work in
causing a changeover to freezing rain, sleet and eventually snow
from northwest to southeast. The far southeastern portion of the
forecast area is expected to remain plain rain into Saturday
morning.

Based off temperature analysis, river and lake ice is estimated
between 7 and 15 inches thick. Increased flows from rainfall
runoff and snow melt should allow some river ice to break up
and potentially lead to some ice jams and possible ice jam
flooding. In addition, the heavy rainfall may lead to minor
flooding of urban and low lying areas, especially where snow and
ice block drainage. The MMEFS suggest that there even is the
potential for some flooding on main stem rivers, depending on
how warm temperatures get and just how much rainfall occurs.

Colder and drier weather is expected for Sunday into early next
week.
