.SYNOPSIS...
A strong storm off the eastern seaboard will bring snow
to the region today, with the heaviest totals across western New
England.  As the storm passes by the area, strong northwest winds
will develop across the region for this afternoon and into tonight,
which will allow for blowing and drifting of snow.  Frigid air will
move into the region for tomorrow into the weekend and with
continued breezy conditions, dangerously low wind chills are
expected through Sunday.wrka

.NEAR TERM /THROUGH TONIGHT/...
As of 102 AM EST...Strong low pressure (now estimated by MSAS
analysis to be around 984 mb) is located off the coast of
eastern North Carolina and continues to rapidly deepen as it
heads northward. IR satellite imagery shows a classic look of a
rapidly deepening coastal storm, with a broad shield of mid/high
level clouds expanding across our area.

Based off the latest 00z GFS/NAM, as well as other hi-res
guidance (such as the 04z 3km HRRR), light snow will reach
southern areas by daybreak and expand northward through the
morning hours. Eventually, there will be a point where the
precip shield won't make anymore western progress, which will
probably be somewhere stretching from the Catskills across the
Mohawk Valley and into the southern Adirondacks. Meanwhile,
steady snowfall will be ongoing across eastern areas through the
day. Latest guidance seems to suggests that the best snowfall
banding may remain across New England, closer to the storm
center as it passes east of Long Island and Cape Cod through the
day today. As a result, our area will be on the western fringe
of the storm and seeing just the backside deformation snowfall.
It's possible that a brief period of Hudson-Mohawk convergence
could occur at the end of the storm towards evening as the
low-level flow could favor this setup for a period as well.
Snowfall should be ending for most during the evening, although
some lingering light snow may continue across the high terrain
of southern VT tonight thanks to upslope flow. In addition, some
lake-effect may start getting going for the western Mohawk
Valley as well.

Despite the cold air mass, BUFKIT profilessuggest that snow
ratios may not be quite as high as previously expected for
during the day today. The -12 to -18 C layer will be located
8,000 to 12,000 ft initially before crashing down this evening.
There could be a brief period early in the day where the lift is
strong enough to reach this layer and again towards evening
(especially within any possible Mohawk-Hudson covergence),
otherwise, the bulk of the day, the lift looks under this layer,
producing sub-par snow crystals for heavy accumulation.

Model QPF averages to be about a quarter of an inch for KALB,
so based off the expected ratios (probably 10:1 to 13:1 during
most of the day, with brief periods early/late of 15:1 to 20:1),
about 2 to 4 inches of snow looks reasonable for the Capital
Region and the Hudson Valley. Heavier amounts of 4 to 8 inches
still look to occur for western New England. Amounts of 2 inches
or less look to occur for western areas, as the precip shield
may only brief make it into those areas before retracting
eastward.

We continue with the Winter Weather Advisory for eastern NY and
Winter Storm Warnings for western New England. The other impact
will be the strong gusty winds developing during the afternoon,
as the very deep storm passes by off the coast. W-NW winds will
increase to 15 to 25 mph with gusts of 25 to 40 mph. This will
allow for blowing/drifting snowfall late today into tonight. So,
despite the snow totals that may come up short of advisory
criteria, the blowing snowfall certainly justifies the advisory
in place.

Temps will reach the mid teens to mid 20s today before crashing
this evening into tonight. Temps will fall to -10 F to 0 over
the high terrain and other outlying areas late tonight to just
the single digits for the Capital Region, mid-Hudson Valley and
NW CT. With the gusty winds continuing into tonight, wind chills
values will be extremely low and Wind Chill Warnings/Advisories
will be needed for parts of the area.

.SHORT TERM /FRIDAY THROUGH SATURDAY NIGHT/...
Wind Chill Watch in effect for most of the area through
Saturday afternoon...

A negatively tilted upper level trough will be situated over New
York Friday morning, as the bombing coastal low lifts into Nova
Scotia. The invasion of the bitterly Arctic air then begins,
with strong northwesterly winds in place.

To begin the period, areas of blowing snow, upslope snow showers as
well as some lake effect are possible through Friday afternoon as
the upper trough axis swings through the region. Strong
northwesterly winds will continue throughout most of the day, with
wind chill values ranging from 5 below to 30 below in the high
terrain. The snow shower chances gradually diminish Friday night
as the best moisture and upper dynamics shift east. However, the
coldest airmass of the season settles into the area overnight
as lows plummet to 5 below in the Mid-Hudson Valley to 25 below
in the Adirondacks.

Saturday should be a precip-free day, albeit dangerously cold
and windy, with temperatures struggling to reach 0 degrees for
an afternoon high here at Albany. The last time Albany did not
surpass 0 degrees for a high was January 4th, 1981. In the high
terrain, temperatures will remain in the negative teens to just
below zero. High pressure begins building into the Capital
District Saturday night as winds diminish and temperatures drop
to 8 below in southern New York to 25 below in the Adirondacks.

.LONG TERM /SUNDAY THROUGH WEDNESDAY/...
Deep mean upper troughing lifts north with flat upper ridging
building in Sunday, but another cold upper low begins to drop south
in eastern Canada causing broad upper troughing over eastern North
America as yet another upper impulse tracks around the southern
periphery of the developing broad mean upper troughing, toward our
region.  Clouds will be on the increase through the day Sunday with
steady warming at the boundary layer on west to southwest low level
flow. Some chances for snow showers are possible by Sunday afternoon
in northern and western areas.  Highs Sunday in the teens, although
localized valley areas in the southeast Adirondacks/Lake George
region may still fail to reach 10 above.

Stronger warm advection and upper dynamics along with isentropic
lift and low level jet forcing Sunday night through Monday night
should result in snow overspreading the region. There could be some
warmer air aloft resulting in a wintry mix, including freezing rain,
for at least southern areas, but 12Z/03 models have trended slightly
colder. For now, generally have mention of snow, but there still
could be a transition to sleet/freezing rain at some point Monday-
Monday night, at least for the mid Hudson Valley and NW CT.
Depending on if a separate wave of low pressure tracks far enough
north and west later Monday into Monday night, there could be
moderate precipitation amounts in the region.

By Tuesday, snow or any mixed precipitation changes back to snow and
rain showers, due to the start of cooling aloft.  Highs Tuesday in
the 30s but upper 20s northern areas. Based on the current guidance
high temperatures might be in the morning Tuesday with temperatures
falling in the afternoon, but we have lots of time to see how this
will evolve.

Lake Effect/Enhanced snow showers and another reinforcement of
arctic air will be the story for Tuesday night-Wednesday. It is
likely that another round of wind chill advisories/warnings will be
needed across at least portions of the region. 12Z/03 models have
trended slightly colder with this next outbreak. For now, highs next
Wednesday are forecast to be in the teens to lower 20s, except
single digits across the Adirondacks, but it is quite possible that
these highs may actually be quite a bit colder. Overnight lows 10 to
20 below zero across northern areas, and single digits above and
below zero from the I-90 corridor southward.

.AVIATION /06Z THURSDAY THROUGH MONDAY/...
A rapidly strengthening low pressure system will track
northeastward, off the eastern seaboard through this evening.

VFR conditions are expected through at least 12Z. Thereafter, bands
of snow associated with the coastal storm will slowly build north
toward the TAF sites from the southeast. It appears a rapid drop to
IFR conditions should occur at KPOU and KPSF between roughly 12Z-
14Z, with IFR/IFR conditions in light to moderate snow and some
blowing snow continuing much of the day, before gradual improvements
after 22Z.

At KGFL and KALB, there remains some uncertainty regarding how far
north and west steadier bands of snow extend. At this time, have
indicated conditions dropping to IFR at KALB between roughly 16Z-
18Z, and persisting until at least 23Z before improving. At KGFL,
have an even shorter period of IFR, with lower probability of
steadier snow reaching KGFL. If it does, best chances for IFR appear
to be between 19Z-23Z.

Some lingering snow shower and blowing snow activity could extend
through this evening and indicating 5-6SM in snow showers and
blowing snow at KALB, KPSF and KPOU through 06Z.  With less snow and
less chances for snow shower activity during the evening at KGFL,
just indicating VCSH.

Southeast to south winds at less than 7 Kt should trend into the
north/northeast at 5-10 Kt through daybreak. North to northeast
winds will increase to 8-12 Kt with some gusts of 20-30 Kt
developing by late this morning into the afternoon, before backing
into the northwest. Some gusts could exceed 30 Kt at times later
this afternoon, especially at KPSF.

.HYDROLOGY...
Very cold temperatures are expected through the remainder of the
week and into the weekend, which will continue to allow for
river and lake ice to increase and thicken.

Some snowfall is expected today into tonight, with the heaviest
totals across eastern areas. This snow won't have any immediate
impact on rivers and streams. Some additional snow showers are
expected across western areas due to lake-effect for tonight
into Friday as well.

With very cold temperatures in place, isolated freeze-up ice
jams may occur over the weekend across the Adirondacks and
southern Green Mountains of Vermont. River gauges may experience
erratic readings due to the ice. River and stream levels are
expected to hold steady or slightly rise due to ice build up in
the river channels.
