* Major flooding is forecast.
* Forecast...The Illinois River near Watts is expected to rise above 
  flood stage early Saturday afternoon and continue to rise to near 
  25.5 feet by Sunday morning. The river is expected to fall below 
  flood stage early Monday afternoon. This forecast is based on a
  heavy rain forecast for the next 48 hours. Crest height and timing
  may change as this event unfolds. Continue to closely monitor updates
  to this warning.
* Impact...At 25.0 feet, very severe flooding occurs from the Arkansas
  border to Fidler's Bend. Severe flooding of the River Valley 
  Raceway, including the permanent building, occurs. Many cabins in 
  the Fidler's Bend area are severely flooded. This is an extremely 
  dangerous and life threatening situation. Take action now to prepare
  for this flood.

* Forecast...The Illinois River at Chewey is expected to rise above 
  flood stage early Saturday afternoon and continue to rise to near 
  26.0 feet by early Sunday afternoon. The river is expected to fall 
  below flood stage late Monday evening. This forecast is based on a
  heavy rain forecast for the next 48 hours. Crest height and timing
  may change as this event unfolds. Continue to closely monitor updates
  to this warning.
* Impact...At 26.0 feet, very severe flooding occurs from near 
  Fidler's Bend to near Hanging Rock. Highway 10 near Hanging Rock is
  impassible. Numerous roads near the river will be inaccessible and 
  water impacts Chewey Road east of Chewey Bridge. Some areas may be 
  isolated for an extended duration. Many cabins in the Fidler's Bend
  area are severely flooded. This is an extremely dangerous and life

* Forecast...The Illinois River near Tahlequah is expected to rise 
  above flood stage early Saturday afternoon and continue to rise to 
  near 24.5 feet by Sunday evening. The river is expected to fall 
  below flood stage Tuesday evening. This forecast is based on a
  heavy rain forecast for the next 48 hours. Crest height and timing
  may change as this event unfolds. Continue to closely monitor updates
  to this warning.
* Impact...At 25.0 feet, devastating flooding occurs along the 
  Illinois River from near Hanging Rock to the headwaters of Lake 
  Tenkiller. State Highway 10 is closed northeast of its intersection
  with Highway 51. Many cabins and parks are severely flooded or are 
  totally isolated for an extended duration. This is a very dangerous
  and life threatening situation. This will approach the April 2011 
  flood, which reached 26 feet. Take action now to prepare for this flood.

  32.5 feet by Monday before dawn . The river is expected to fall 
  below flood stage Tuesday morning. This forecast is based on a 
  heavy rain forecast for the next 48 hours. Crest height and timing
  may change as this event unfolds. Continue to closely monitor updates

* Impact...At 33.0 feet, severe flooding occurs. Considerable farmland
  is flooded. Rural roads near the river become impassable. Some 
  homes northeast of Collinsville just off Highway 169 near the Caney
  River may be flooded. For comparison purposes, the Caney River near
  Collinsville crested at 34.2 feet on July 4, 2007. This is a 
  dangerous situation.

  heavy rain forecast for the next 48 hours. Crest height and timing
  may change as this event unfolds. Continue to closely monitor updates

* Impact...At 34.0 feet, severe flooding occurs along the Arkansas 
  River near Muskogee. Many areas on the grounds of the OG&E power 
  plant are flooded. This will compare with the flood of October 7, 
  1959 when the stage reached 34.0 feet. This is a dangerous

* At  8:15 PM Saturday, the stage was 19.40 feet.
* Flood stage is 12.0 feet.
* Moderate flooding is occurring and Major flooding is forecast.
* Forecast...The Illinois River at Chewey will continue rising to 
  near 28.3 feet Sunday evening. The river is expected to fall below 
  flood stage Tuesday before dawn.
* Impact...At 28.0 feet, disastrous flooding occurs from near Fidler's
  Bend to near Hanging Rock. Numerous roads, including Highway 10 and
  Chewey Road east of Chewey Bridge, are impassible. Water will 
  threaten roads and property in a residential area immediately 
  southwest of Chewey Bridge. Many permanent campgrounds and cabins 
  are overtopped, particularly in the Fidler's Bend area. This will 
  approach the April 2011 flood when the river reached 29.5 feet. 
  This is an extremely dangerous and life threatening situation.

* Forecast...The Illinois River near Tahlequah will continue rising 
  to near 26.7 feet Monday morning. The river is expected to fall 
  below flood stage Wednesday before dawn.
* Impact...At 27.0 feet, devastating flooding occurs along the 
  Illinois River from near Hanging Rock to the headwaters of Lake 
  Tenkiller. State Highway 10 is closed northeast of its intersection
  with Highway 51. Many cabins and parks are severely flooded or are 
  totally isolated for an extended duration. This is a very dangerous
  and life threatening situation. This will exceed the April 2011 
  flood of 26 feet and approach the May 1950 flood of 27.9 feet.

MVFR cigs should overspread the region this morning and will
persist at least thru the morning across E OK and for much of the
day over in NW AR. Showers and storms will exit the region this
morning and are not expected to affect any of the TAF sites until
aft 00Z this evening. MVFR conditions are expected again tonight,
with increasing potential for storms aft 06Z for the E OK sites.

DISCUSSION...
Main message for this forecast is the potential for a significant
flood/flash flood event that will likely impact much of eastern
OK and western AR Saturday and Saturday night, though still
uncertainty regarding the location of axis of heaviest rainfall.
Overall, forecast will change very little, aside from adding
Choctaw Co to the flood watch. Severe weather threat, while
present both tonight and Saturday, appears at this time to be the
lesser of the two concerns.

At present, zone of isentropic lift resulting in showers and a
few thunderstorms overnight continues to shift north and has
become focused near KS/OK border. Some may linger into the
morning but mostly expecting dry conditions today as capping
inversion likely to hold most of the day as warm front lifts north
into parts of eastern OK. While a few storms may develop near dry
line and front intersection well to our west, more likely
scenario will see upscale grown of convection this evening as low
level jet strengthens in response to approaching upper trough,
especially to the north of the frontal boundary. NAM appears to be
overly aggressive with northward surge of the front and suspect
that anticipated precip north of the boundary tonight will help
reinforce it farther south, more in the vicinity of KMLC-KFYV, but
the location of this boundary key to pinpointing heaviest rain
axis and highest severe potential.

Digging low will provide a prolonged period of near meridional
mid level flow with strong synoptic forcing continuing through
Saturday night, with a gradual shift to the east. Precipitable
water values are expected to be above 90th percentile, supporting
rainfall amounts of 4 to 6 inches in much of the area southeast of
I-44, and local 8-10 inch totals not beyond the realm of
possibility. As for severe weather, a good deal of the storms may
be elevated, and storm that can become rooted in the boundary
layer could pose some risk of significant severe weather given
the environment, especially any storm that can interact with the
warm front. Sfc based development is far from certain however.

Low will gradually move east with most of the precip ending by
Sunday with breezy and much cooler conditions. Monday should be a
pleasant afternoon, with another faster moving system bringing a
chance of showers and thunderstorm Tuesday night and Wednesday.
Beyond that we could see several days of dry weather with
seasonably warm temperatures.

This Outlook is for Northwest and West Central Arkansas as well as
much of Eastern Oklahoma.

	AREA AT GREATEST RISK...In a zone between I-44 and a McAlester to
                            Fort Smith line.

FLASH FLOOD.

	AREA...Northeast Oklahoma.
	ONSET...After 9 PM.

DISCUSSION...

An elevated or enhanced risk of severe storms is forecast tonight
across eastern Oklahoma into northwest Arkansas. Very large hail
to baseball size, damaging winds to 70 mph, and an isolated
tornado are possible.

The bulk of the daytime hours should remain quiet. Storms are
expected to fire by late in the day west of the region near a
dryline and over portions of the region going into the evening to
the north of a warm front. The storms to our west will gradually
grow upscale into lines or clusters which will sweep east during
the overnight. At that time, the main severe threat will
transition from large hail to damaging winds. Storms may gradually
weaken toward daybreak.

An elevated flash flood risk is forecast across northeast Oklahoma
tonight. This region could be affected by multiple rounds of
storms, with a round possible thru the evening as storms form
north of the warm front, and again during the overnight as storms
out west move into the region. Locally heavy rainfall in excess of
2 inches may lead to some flash flooding.

EXTENDED DISCUSSION...

Multiple rounds of thunderstorms are forecast over the region
Saturday and Saturday night as a powerful upper level storm system
develops to our west and interacts with a frontal boundary draped
over the region. Storm total rainfall in the 4 to 7 inch range is
expected, with locally heavier amounts, across much of northeast and
east central Oklahoma into Northwest Arkansas thru Sunday. This
heavy rainfall could lead to life-threatening flash flooding and
significant flooding of area rivers and lakes. Locations downstream
from dams could see significant flooding as water is released from
the flooded lakes.

An enhanced or elevated severe weather risk is forecast again
Saturday afternoon and evening across east central and southeast
Oklahoma and northwest Arkansas. The quasi-stationary frontal
boundary and approaching upper system will continue to be the
focus for more storm development during the afternoon and evening
hours. The severe weather threat will come to an end from west to
east as a cold front sweeps across the region late Saturday night
into Sunday morning.

Another storm system will bring the potential for more storms by
the middle of next week. This system is expected to push through
too quickly to bring significant rainfall. An organized severe
weather event is not expected either.
