residential and commercial areas along the Newaukum River and its
forks. Flooding in some areas may be deep and hazardous especially
near rivers. Impacted roadways and surrounding areas include
Jackson Hwy. and Tune...Rush...Sommerville...Griel...Hamilton...
Tauscher...Guerrier...Kirkland...Macomber...Rice...Senn...Lucas
Creek...Middle Fork and North Fork Roads. A stage of 10.5 on the
Newaukum roughly corresponds to Phase 2 flood in the Lewis County

.SYNOPSIS...A strong conveyer belt of warm moisture will keep
moderate to heavy rain over Western Washington today. Showery
weather will follow tonight. A low pressure system will bring
windy weather and showers Friday. An upper ridge will build into
the Pacific Northwest this weekend with dry weather likely through
early next week. A weak front will approach the area on Wednesday.

.SHORT TERM...A strong conveyor belt of warm moisture --
originating from east of Hawai'i near 20N/140W -- remains aimed
at Western Washington early this morning. Widespread rain, locally
moderate to heavy, has been falling across the forecast area
during the night. This really is a classic pattern for heavy
rainfall for our area with deep moisture, the freezing level
climbing above 7500 ft, and southwesterly 850 mb winds of 60+ kt
to provide orographic lift. By 3 am temperatures had risen into
the upper 30s to 40s over much of the area. One important
exception is a small pocket in the northwest part of western
Whatcom County, where cold Fraser outflow winds are keeping the
temperatures at or just below freezing and producing freezing
rain.
The pattern will continue today, and it looks like the heaviest
rainfall for much of the area will occur this morning. Moisture
and wind speeds should start to decrease this afternoon, and the
air mass will begin to cool; rain will remain widespread, but
rainfall rates should in general begin to decrease. The hydrology
section below discusses expected rainfall amounts and their
impacts.
The cold air trapped in the north part of Western Whatcom county
should mix out during the next few hours. But with occasional
freezing rain likely during the morning commute, we will extend
the winter storm warning there through 10 am. For the Cascades
passes, temperatures at Stevens, Snoqualmie, and White Passes are
all around 20 degrees still with freezing rain. The cold air there
could stay longer, and we will extend the winter storm warning for
the Cascades through 4 pm today.
Precipitation will become showery tonight as the air mass cools
further, with the heaviest amounts in the mountains as the snow
level falls to 3500 ft late tonight.
A fairly vigorous shortwave -- developing out of the feature
currently near 44N/141W -- will move through Western Washington
on Friday. A surface low of 995 to 1000 mb will move cross the
region late morning to midday Friday -- across Whidbey Island
according to the GFS, or closer to the south end of Vancouver
Island according to the other models. At any rate it has the
potential to produce fairly widespread windy conditions. We should
see wind advisory range winds for some areas, meaning sustained
winds of 25 to 35 mph and gusts to 45 to 55 mph with local damage
or power outages. The shortwave will enhance shower activity as
well, especially in the mountains where advisory snowfall is
likely with the snow level 2500 to 3000 ft.
The shortwave will move east of the Cascades Friday night, and the
flow will become northwest ahead of an offshore upper ridge.
Showers should decrease Friday night, become light and mainly
limited to the Cascades Saturday, and then more or less end
Saturday night. McDonnal
.LONG TERM...The upper ridge will be over the region Sunday. A
weak system will move over the north side of the ridge into
British Columbia, but Western Washington should have partly to
mostly sunny skies. The ridge will move slowly east over the
region Monday for another day of dry weather. As it moves further
east Tuesday, the next Pacific frontal system will approach the
Pacific Northwest. It could bring rain to the coast Tuesday, but
the interior of the forecast area should have dry weather again
Tuesday with a chance of rain Wednesday. McDonnal

.AVIATION...Strong, moist southwesterly flow will continue across
Western Washington today. The air mass is moist and stable with
mainly MVFR to IFR ceilings in light to moderate rain. N/NE
Fraser river outflow continues for mixed precipitation in western
Whatcom county. Freezing rain will continue through 12-14z this
morning at KBLI then change over to rain. 33
KSEA...Light to mod rain continuing today with MVFR cigs possible.
SE flow will veer to S/SW this afternoon with gusts to 25kt. 33

.MARINE...The combination of high astronomical tide and low
pressure will result in 1-1.5ft tidal anomalies this morning - a
Coastal Flood Advisory is in effect.
Strong onshore flow will prevail across Western Washington today
with gales possible over the Coastal Waters. A 990 mb surface
low will shift inland Friday morning for another round of gales
over the Coastal Waters. There will be another strong surge of
onshore flow Friday afternoon as the low moves farther inland and
weakens - gales possible again. High pressure will bring a period
of lighter winds on Saturday. The flow will turn offshore on
Sunday and continue through early next week. 33

.HYDROLOGY...12 hour precipitation amounts ending at 11z/3am
this morning have been in the 1.5 to 2.5 inch range over the
southern portion of the Washington Cascades and along the south
slopes of the Olympics. Another 1.5 to 2.5 inches is forecast over
the next 12 hours. Precipitation rates will diminish significantly
late this afternoon into this evening. Snow levels will be up around
6500 feet today before lowering tonight. The combination of heavy
precipitation and high snow levels will result in rapid river rises.
The lowland snow melt will only contribute a small amount to the
runoff.
The rivers that are most likely to flood are the Skokomish in
Mason County and the lower White River along the King-Pierce
county line. Other rivers in southwestern Washington may reach flood
stage including but not limited to the Chehalis downstream of
Chehalis and the Newaukum near Chehalis. A flood watch remains in
effect from King County southward in the interior (including Mason
County) and for Grays Harbor County.
Rivers will beginning receding on Friday and by Saturday
flooding is not expected on area rivers.
Outside of river flooding, the large amount of snow on the ground in
Whatcom county combined with rain and a rapid warm up later today
into tonight will result in flooding problems, especially north and
east of Bellingham. A flood warning will be issued with the
