Light rain will continue through this morning...with water slowly 
receding around the Reno-Sparks area this afternoon. Flooding will continues east of Sparks through Wadsworth and Nixon through Saturday
morning. Major flood impacts will continue along the Middle Fork of the
Feather and Carson Rivers into Saturday.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Do not drive cars through flooded areas as rushing water can easily 
sweep a car away...

* Flood stage is 8.5 feet.
* Major flooding is occurring and Major flooding is forecast.
* Forecast...The river will continue rising to near 13.0 feet by 
  early Saturday morning. The river will fall below flood stage late 
  Tuesday evening.
* Impact...This will be the flood of record for this site. Extensive
  damage is occurring from the Sierra Valley, through Portola and 
  downstream to Clio, Graeagle and Blairsden. Roads in the area may  
  washed out and closed for an extended period of time, including 
  Highways 70 and 89. The sewage plant in Portola has been
  compromised. Water may be unsafe to drink. The recovery period
  from this flood may take several months.

* Forecast...Rise above flood stage by late Friday morning and 
  continue to rise to near 11.2 feet by Friday evening. The river will
  fall below flood stage by Saturday morning.
* Impact...At 11.0 feet...Major flooding.  Many roads, highways, homes
  and structures flooded from Genoa to Fort Churchill, Nevada, 
  including Carson City, Stewart, Empire and Dayton. Tranportation 
  becoming difficult, and US Hwy 395 may be closed. Massive bank erosion
  possible with capability of washing away buildings, roads, heavy 
  machinery.  River channel begins to move around laterally. About 
  10900 cfs, with about a one in 15 chance of occurring any year.
* Flood history...This crest compares to a previous crest of 11.0 feet
  on January 10 2017.

  The Truckee River At Vista.
* until Saturday morning.
* At 10:15 AM Friday the stage was 17.7 feet.
* Flood stage is 15.0 feet.
* Minor to Moderate flooding is occurring and Minor flooding is forecast.
* Forecast...The river at Vista has crested at 18 feet as of 9AM this
  morning and will continue to fall through the day. Vista will fall  below flood stage by Friday afternoon. 
* The lower reaches of the Truckee River between Derby Dam and Nixon 
  will see rises to minor flood stage through tonight. Wadworth will crest around 4PM this afternoon. Nixon will crest around midnight tonight.
* Impact...At 18.0 feet...Moderate flooding from US Highway 395 in 
  Reno to Nixon, including Truckee Meadows, Sparks, Lockwood, Tracy, 
  and Wadsworth. Sparks industrial area flooded up to 3 feet deep, 
  sandbags should be in place. River out of banks below US Highway 
  395, many areas flood between Greg and Mill Streets west of 
  McCarran. River completely out of banks from Greg Street south to 
  Pembroke Drive east of McCarran. About 10600 cfs. Chance in any 
  year about 1 in 12.
* Flood history...This crest compares to a previous crest of 19.6 feet
  on January 9 2017.

.UPDATE...

The back edge of the heaviest precipitation is slowing making its
way east-southeast this evening. It appears to have reached
Truckee now and precipitation intensity is starting to decrease
north of Reno in western Nevada. Showers linger across northeast
California with some stronger showers showing up along or just
behind a narrow cold frontal band from Sacramento northeast to
near Quincy. To the south the heavier precipitation is starting to
move into the southern portions of Carson basin and the Walker
basin in the Sierra. Later this evening this heavier precipitation
should move into southern Mono County with heavy snow for the
High Sierra west of Mammoth.

Along with the back edge of the precipitation we area seeing
lower snow levels. This is good for flooding concerns in the
Truckee basin as the run off will soon decrease. In the Carson
basin the heavier precipitation duration and higher snow levels
linger long enough to create an increased flood concern. We have
flood warnings in effect for the Tahoe basin and east of the
Carson range due to small stream...low lying and poor drainage
flooding. River flood warnings remain for the Carson and Truckee.

Farther north...the Middle Fork Feather...Susan...and Pit rivers
will continue to experience extensive flooding even as
precipitation wanes. Significant run off will continue in these
basins that have seen far more precipitation and snow melt over
the last few days than the basins to the south.

Lastly...the strongest winds have ended for much of the region
outside of Winter Storm Warning areas in the Sierra. Increased
spill over precipitation and a weakening gradient have
contributed to these decreasing winds. We have cancelled the
remaining High Wind Warnings for western Nevada and northeast
California.

.PREVIOUS DISCUSSION... /Issued 308 PM PST Thu Feb 9 2017/

SYNOPSIS...

A major storm is impacting the region with periods of heavy
rainfall, flooding, strong to damaging winds, and high elevation
snow. As the final round of precipitation moves through this
evening the flooding potential increases for creeks, streams, and
poor drainage areas. Drier and cooler weather will be the story
for this weekend.

SHORT TERM...

STRONG WINDS THROUGH THIS EVENING:

Very strong wind gusts over 80 mph have been reported so far today
and damaging winds are still impacting the region, especially
from the Sierra Front Range eastward, including downed trees and
power lines and road closures including parts of highway 395 in
Mono County. Blowing dust has created visibilities near zero at
times in the Mason and Smith Valleys and for Highway 95 and
alternate 50, including portions of Mineral and Churchill
Counties. Sierra ridges are gusting over 90 mph. These damaging
winds will continue through this evening before decreasing
overnight. All High Wind Warnings remain in effect. Stay away from
and do not drive over downed power lines.

RAIN AND SNOW THROUGH TONIGHT:

Heavy rain and high elevation snow arrived on schedule bringing
rapid rises on rivers and creeks with multiple flood warnings
currently in effect. Current radar shows a band of heavy
precipitation across the Sierra associated with the latest
atmospheric river. This band of heaviest precipitation will
continue through the evening hours and slowly shift south through
early Friday morning. Snow levels have dropped to between 7000
and 8000 feet currently, and should drop to around 6000 feet
Friday morning. Despite falling snow levels, heavy rain and flood
impacts will continue or increase through this evening and some
rivers will stay above flood stage into the weekend with some
impacts continuing into next week. See the hydrology discussion
below for details. JCM

FRIDAY AND SATURDAY WEATHER:

The bulk of the heaviest precipitation will move southward during
the day tomorrow as colder air works its way in behind the storm.
Snow levels are expected to drop to western Nevada valley floors
by tomorrow evening, but deepest moisture will be across Mono County
by that time. However, we could see some light accumulations of
snow across western Nevada as far south as Highway 50 tomorrow,
possibly impacting the evening commute. There will be some residual
snow showers Saturday morning, especially south of Highway 50,
but overall dry conditions will ensue as high pressure builds in
Saturday. -Edan/Jon

LONG TERM...Saturday night through Thursday...

An upper ridge builds across the area Sunday through Wednesday with
a very weak shortwave possibly moving over the top of the ridge and
flattening it a bit Mon-Tue. This wave could bring some increase in
high clouds, but lower levels of the atmosphere will remain too dry
and stable for any precipitation. Underneath the ridge, temperatures
will warm fastest at the upper elevations which will establish
inversions, strongest Sun-Mon when mixing will be held to 2000 ft
AGL or less. Clouds may impact warming Tuesday and slow warming a
bit but the general trend should be for a gradual warming of valleys
through Wednesday and slightly improve mixing (winds will remain
light and thus ventilation will not see as much of an improvement).

Looking to late in the long term period, the pattern once again
turns stormy with moisture transport projections from the GFS
ensemble showing a moderate to high probability (50-80%) for a weak
atmospheric river for central and northern California by Wednesday
night or Thursday. Some possible good news as far as limiting the
flood threat late next week is that the latest operational model
simulations show a quick trend for lowering snow levels after the
initial precipitation push. This seems to be backed up by the GFS
ensemble trend which pushes the probabilities for atmospheric river
conditions more into central and southern California by around next
weekend. This hints at a colder, more mid-latitude source for
moisture beyond late next week. Still, as usual since early January,
lower valley small creeks and streams could still see rises given
very moist soils if snow levels remain above valley floors.

AVIATION...

Widespread valley gusts of 40 to 55 kts are likely into evening in
areas of western NV and eastern CA that are not experiencing steady
rain, with gusts generally decreasing to under 35 kts in areas with
steady rain. LLWS with gains/losses between 10-30 kts have been
reported blo 010 AGL near the KRNO terminal this afternoon. In
addition to strong and gusty valley/terminal winds, turbulence
(sometimes mod-svr thru this evening based on recent PIREPS) and
mountain waves can be expected tonight in the lee of the Sierra,
with mountain waves decreasing in intensity where moisture has
increased significantly. Gusts across Sierra ridges are exceeding 90
kts...and could gust as high as 115 kts through evening.

In addition to the wind, widespread significant reductions in
VIS/CIGS with rain and higher elevation snow in the Sierra and
across northeast CA will spread into western Nevada this afternoon
and evening. This includes KCXP and KRNO, where there is a 50-60
percent chance for brief periods of MVFR conditions after 01Z/5PM
due to lowering ceilings with the main rain band. Farther east into
west-central NV, areas of blowing dust are reducing VIS to below
5SM, locally below 3SM, with radar returns possibly indicating a
large areas of lofted dust (above 15 kft MSL) east of Walker Lake.
Dust should settle once rain develops out in the Basin and Range
tonight...although higher terrain obscuration will be likely with
rain.

Rain will turn to snow for Sierra terminals Friday morning with
several inches of snow likely to accumulate. While some snow may
make it down into the lower valley floors including KRNO-KCXP early
Saturday morning with a final wave of showers, mild ground
temperatures and light intensity snow will likely preclude
accumulation on runways/taxiways. Snyder/Hohmann

HYDROLOGY...

* Severe flooding is ongoing in Plumas County and along the Pit and
  Susan Rivers in Lassen County. Flood impacts to continue into this
  weekend.
* Flooding possible for creeks, streams, urban areas and drainage
  basins in the Tahoe Basin, eastern Sierra and western
  Nevada into Friday.

Band of heavy precipitation associated with an atmospheric river
will continue to push across the Sierra and western Nevada through
early Friday morning. Snow levels have dropped to between 7000 and
8000 feet, but this is not quite low enough to reduce the
severity of flood impacts in portions of Plumas and Lassen Counties.

Around the Tahoe Basin and western Nevada, main threat for flooding
remains along creeks, streams, and drainage basins/farmland where
water collects from creeks running out of the Carson Range. Snow
levels below 8000 feet usually prevent flooding along the Carson,
Truckee and Walker Rivers. However on going high flows and 1-3
inches of rain may cause the East and West Forks of the Carson River
and the Truckee River at Vista to nudge into minor flood stage this
evening and tonight.

Rainfall should diminish north of I-80 after 5pm, the decrease
around Reno-Tahoe after midnight, and finally by Friday morning
along the crest of Mono County.

However once the rain ends, the flood impacts will continue well
into the weekend. The Middle Fork of the Feather and Pit Rivers are
forecast to remain above flood stage until Sunday or Monday, which
will greatly hamper recovery efforts. Flood waters will be very slow
to drain for communities around the Tahoe Basin, where snow berms
are trapping water in street and homes.

Current rainfall rates are decreasing across the region as one
atmospheric river moves off to our south. Flood issues on creeks,
and basins will lessen this evening. However low lying areas may
remain inundated, especially the Sierra Valley, Washoe Valley and
Carson Valley. High flows on the Truckee and Carson River will be
slow to move down stream, so those along the Truckee below Derby Dam
and the Carson below Genoa should notice a significant
increase in flows tonight and early tomorrow.

For the Feather River from the Sierra Valley to Portola and the Pit
River across northwest Lassen County, flood impacts are likely to
persist though Wednesday, then become more severe on Thursday and
into Friday. Brong
