  Middle Fork Feather River Near Portola affecting Plumas County

Periods of rain will continue across the Feather and Susan River
basins the rest of this week. Snow levels will remain high with
flood impacts forecast to become more severe Thursday and Friday.
Flood impacts are likely to continue along the Middle Fork of the
Feather River this weekend as waters slowly recede. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Never drive through flooded areas. Follow the directions of emergency
officials.

  compromised. Water may be unsafe to drink. The recovery period
  from this flood may take several months.

  damage is occurring from the Sierra Valley, through Portola and 
  downstream to Clio, Graeagle and Blairsden. Roads in the area may  
  washed out and closed for an extended period of time, including 
  Highways 70 and 89. The sewage plant in Portola has been
  compromised. Water may be unsafe to drink. The recovery period
  from this flood may take several months.

.UPDATE...
Heavy precip in the Sierra from Tahoe north has dragged down snow
levels this evening to 5000-6000 feet. These low levels will
continue into the early morning hours. The snow levels are still
expected to rise toward 4 am as the warm front moves through.
There is a chance they may remain low after sunrise, but it seems
low given the amount of warming. We have seen snow levels be slow
to budge once heavy precip begins so that is a concern. In the
meantime will extend the Winter Storm Warning in zones 71-73
through 4 am. Additional snowfall amounts over the next 6 hours
could approach a foot before the changeover.

The winds continue overnight although they continue to be spotty
with the strong winds. Wind prone areas along the 395 corridor
have gusted up to 70 mph at times with the valleys seeing gusts to
45 mph for the most part. Another burst of wind is possible
Tuesday morning.

As far as the rainfall after the changeover and the flooding
potential, it still looks on track. I already issued an areal
flood warning for the Sierra and Big Valleys through Tuesday
evening as rain rates are increasing and there is a lot of
standing water already affecting roads. The heaviest rain still
looks to occur from 12-18Z Tuesday morning. Wallmann

SYNOPSIS...

Storms will continue to impact the region through the week with very
strong winds, heavy upper elevation snowfall, and periods of
heavy rainfall. Heavy mountain snowfall today will change to very
heavy rainfall tonight into Tuesday as a second warmer storm brings
a higher risk of flooding to the region, especially to smaller
creeks and poor drainage areas. A third storm Thursday into early
Friday could bring more rain, snow, and wind to the region.

SHORT TERM...

A moderate to strong atmospheric river (AR) storm will move into
the region tonight into Thursday. Heavy snow will change over to
very heavy rain in the Sierra late tonight as the main water
vapor transport pushes into the Sierra. Precipitable water values
of near 1.5" (stretching back to near Hawaii) will be pushing into
the Northern CA coast, with heavy precipitation expected in the
Sierra starting this evening and going through early Tuesday
evening.

**HEAVY PRECIPITATION AND SNOW LEVELS**

Snow levels are currently hovering around 6000-6500 feet in the
Sierra this afternoon with lee-side shadowing and strong downslope
winds into the lower valleys of western NV. This AR will bring
strong warm air advection aloft and raise snow levels late tonight
to over 7000 feet, and then up to near 8000-9000 feet on Tuesday.

We will see a brief period of very heavy spillover into the lower
valleys Tuesday morning. Models show mid-level instability above 600
mb and 75-85kts at 500mb that will push heavy precipitation into the
foothills mainly west of Highway 395. By Tuesday afternoon, snow
levels will be above all major Sierra passes with the exception of
Mount Rose Highway. Strong winds and heavy snowfall for Mount Rose
Summit will create dangerous white out conditions on Tuesday.

Details on storm total precipitation values are covered in the
Hydrology Section below, but overall we are looking at a very
significant storm with 2-5 inches of rainfall in the Sierra, and
up to 7 inches of heavy precipitation along the Sierra Crest. For
the lower elevations, up to 1-2 inches of rainfall are possible in
the foothills west of Highway 395 and around 0.5-1.0" of rain can be
expected on the valley floors of western NV and northeast CA. Heavy
precipitation and high snow levels will bring renewed flooding
concerns to the region, especially for poor drainage areas, small
creeks and streams, as well as urban areas. More details on flooding
concerns are in the hydrology section below.

**STRONG WINDS**

Strong winds are currently blowing across the region with gusts
up to 50-60 mph from the Sierra into the lower valleys of
northeast CA and western NV. Strong winds will continue through
tonight and into Tuesday evening as strong 700mb flow approaches 70-
80kts over the region. Heavy spillover may dampen some of the winds
where spillover occurs into the lower valleys. This will also push
the area of strongest winds further east of Highway 395 and into the
lower valleys around Fernley- Fallon- Yerington. As for the Sierra
ridge gusts, expect to see extremely strong winds over 140 mph at
times for the High Sierra. Strong winds and blowing snow will create
areas of dangerous whiteout conditions for those upper elevations.

We have extended the Wind Advisories and the High Wind Warnings for
the region through Tuesday evening. There may be lulls in the winds
at times, but strong winds will be erratic and affecting certain
areas and not others. With the Winter Storm Warnings in the Sierra
expiring tonight after 10pm, we have issues Wind Advisories for
Tahoe northward, and a High Wind Warning for Mono County tonight
through Tuesday night. Very strong winds and heavy rain along and
west of Highway 395 may result in uprooted trees due to the heavily
saturated soils. Hoon

Long Term...Thursday through Monday...

The next in the series of storms will impact the region Thursday
into Friday evening. Strong and gusty winds will be the first impact
on Thursday morning as strong 700mb winds aloft of 60-70 knots set
up across the Sierra. Atmospheric profiles show the development of a
stable layer near ridge level indicating the threat for a downslope
wind potential in the lee of Sierra. Even without a downslope
component, pure mechanical mixing of winds aloft could produce
valley wind gusts in the 60-70 mph range with even higher speeds
across wind prone locations. These winds will produce travel
restrictions for high profile vehicles, periods of very low
visibility in areas with snowpack, possible air travel delays,
dangerous boating conditions, and possible property damage such as
fence damage and tree falls. Winds look to peak Thursday morning
with weakening winds by late afternoon into early afternoon.

The precipitation associated with this storm will come in two
distinct waves with the first warmer round coming Thursday morning
into evening, then a secondary and colder wave Friday afternoon and
evening. Snow levels will start high with the onset on Thursday
morning with 8,500-9,000' levels expected through Thursday
afternoon, then dropping below 7,000' Friday afternoon. The main
push of cold air behind the front won't arrive until Friday night
when snow levels could finally reach western Nevada valley floors.

The main concern precipitation-wise would be high snow levels and
heavy rainfall producing additional flooding concerns for small
creeks, streams, and poor drainage areas. Some mainstem rivers such
as the Susan, Middle Fork Feather, and Pit may reach into flood
stage but others such as the Carson and Truckee may remain below
flood stages but still could see significant increases in flow. See
the hydrological section below for more details.

This storm looks to possess good shadowing to the east of the crest
which will lead to a rather sharp rainfall gradient heading into
western Nevada. Over 2-3" of liquid equivalent along crest will
taper to near a third of an inch in Reno. Elevations above 8,000
feet could see 1-3' of additional snowfall by Friday evening. The
best chance at seeing spillover precipitation across western Nevada
won't occur until Friday evening when the cold front moves through
with some light foothill snow accumulations possible Friday night
into Saturday morning. Fuentes

AVIATION...

Significant wind and/or weather-related impacts to aviation will be
present with few breaks in storm activity between now and early
Friday. Prepare for flight delays, cancellations, diversions, or a
rough ride in/out of the main terminals if planning air travel this
week.

For lower elevation terminals, winds will be the primary impact now
through Tuesday. Wind gusts 40-55kts will continue through the early
evening with a secondary peak in wind gusts expected Tuesday morning
into mid-afternoon before tapering off Tuesday evening.

Mountain wave turbulence and rotor activity will produce rough
flying conditions, with LLWS possible at times during rotors or
lulls in winds near the surface. Periods of rain will bring MVFR
conditions at times, with mountain obscuration likely for a
prolonged period through Tuesday.

Much warmer air arrives this evening, which should change precip to
all rain at the Sierra terminals, although the rates of rainfall
will likely be intense enough to keep IFR conditions going through
much of Tuesday.

Active weather continues Thursday and Friday with another round of
very strong winds and heavy rainfall expected for Sierra terminals
and light to moderate rainfall for western Nevada terminals. Snow
levels cloud fall to western Nevada floors by Friday evening.

HYDROLOGY...

A multi-wave atmospheric river system will bring copious amounts of
moisture to the region this week. The heaviest precipitation periods
will be this evening into tomorrow afternoon and again Thursday.
Precipitation will continue Wednesday and Friday as well just less
intense than Tuesday and Thursday. Here are current estimates for
liquid equivalents across the region:

These totals and higher-than-typical snow levels will create
hydrologic concerns. The main question will be: how much water can
the snowpack hold before excessive water is released via snow melt
and runoff into local river systems? The current consensus is that
the Truckee, Carson, and Walker River basins will be more resilient
since the snowpack is deeper and can store more water. Meanwhile,
the Middle Fork of the Feather River, the Susan River, and the Pit
River will respond much more readily due to these areas lying in
lower elevations and shallower snowpack. These rivers are already
showing decent rises from Sunday night's precipitation.

The first, heavy precipitation period through very early Wednesday
morning will bring rather sharp rises to the Pit River and Middle
Fork of the Feather River; subsequent precipitation will only
exacerbate flood conditions. The Pit River at Canby is expected to
reach flood stage Wednesday morning with continued impacts through
the 12th. However, expect a delay in the flood wave from Bieber to
Pittville which may occur from early Thursday morning through the
14th due to the slower response of the Pit River system. The Middle
Fork of the Feather River is expected to flood beginning early
Thursday morning, reaching Moderate flood stage by Thursday
afternoon, and continue flooding through the 14th.

The first wave of moisture will also ripen the snowpack for the
Truckee River system resulting in increased flows with many
locations reaching monitor stage. The Carson and Walker Rivers will
fair better and are projected to stay below monitor stage.
Subsequent rain and runoff will keep flows running higher through
the weekend, but flooding is not currently expected. We'll be
watching to see how the snowpack responds to the heavier
precipitation periods; the forecast may be adjusted based on the
response to these periods of runoff and snow melt.

Otherwise, the biggest impacts are likely to occur along smaller
streams, creeks, and areas where drainage is poor. This will be
especially true for the Sierra and foothill locations where snow
melt will be a more significant factor. Road wash-outs and ditch
failures will be possible. Minor home flooding in low-lying
neighborhoods that flooded in January will be susceptible to
flooding again this week from smaller creeks and drainages. Boyd
