around barricades. The road ahead may be undermined or washed out and

.Intense rains from the storm overnight Tuesday into Wednesday in
the North Bay have dissipated and ceased, and river levels in the Napa
River have begun to fall back down below flood stage.  Meanwhile,
despite cessation of rainfall, river levels on the lower Russian River
are still rising in response to the migration of the flood wave
downstream.  The flood peak of around 37.7 feet is expected to occur
around late afternoon today.

.SYNOPSIS...Another Pacific storm system remains on track to
impact the region from late tonight through Tuesday night
resulting in strong, gusty winds and widespread precipitation. The
heaviest rainfall and greatest potential for flooding/flash
flooding will occur over the North Bay and Coastal Ranges during
the day Tuesday. Lingering showers will be possible into Wednesday
with drier conditions likely by the end of the week.

.DISCUSSION...as of 9:00 PM PST Monday...Upper level low off the
Pacific Northwest is moving slowly east. An upper trough rotating
around this low is already spreading light rain into the area.
Radar shows the rain extending from the MRY Bay Area north. This
is warm advection moisture and should remain light to moderate in
intensity until the cold front arrives Tuesday afternoon. Latest
models shows moderate to locally heavy rain sweeping into the
North Bay after 21Z and into the SFO Bay Area and the Santa Cruz
Mountains by 00Z Wednesday. A 995 mb surface low will move across
the far northern California waters and 925 mb winds increase to
45-50 kt Tuesday afternoon and evening. A high wind warning is in
effect for the the higher elevations of the North Bay, East Bay,
Santa Cruz Mountains and Santa Lucia Mountains. A wind advisory is
in effect for the coast and the urban areas. The front and the
upper trough will pass through the SFO Bay Area around midnight
with rain decreasing behind the front. There is a slight chance of
thunderstorms Tuesday night as the front moves through as CAPE
values increase to over 500 J/kg. Rainfall amounts from this
system will like range from 1-2 inches over the North Bay Valleys,
around the San Francisco Bay Area and down along the coast while
the typical drier spots of the inland valleys south of San
Francisco can expected between 1/4-3/4 inch. The greatest rainfall
totals will likely occur across the coastal ranges where 2-5
inches can be expected. A Flash Flood Watch is in effect for much
of the North Bay and along the coastal ranges from late tonight
through late Tuesday night given the already saturated soils and
periods of locally heavy rainfall expected. Many areas that
experienced flooding issues this weekend will likely have flooding
impacts again on Tuesday.

Scattered showers are forecast Wednesday in between systems. Rain
returns to the area Wednesday night as the upper low drops down
the west coast and across the area on Thursday. The 00Z NAM and
GFS are now trending a little wetter with this system with
possibly another 1-2 inches over the coastal hills. So we may not
be done with the hydro issues until that system has passed.

In the synoptic scale the longwave upper trough moves inland as
this low moves through the area and turns eastward. This will
allow an upper level ridge to build off the coast and take hold
for several days. As a result dry weather is expected from Friday
through at least the middle of next week.

.AVIATION...As of 9:57 AM PST Monday...For 06z tafs. Generally
VFR to MVFR cigs will prevail through the forecast period. The
next system is approaching and will spread light warm advection
showers from north to south overnight. Southeasterly winds, low
cigs and rain will continue through Tuesday.

Vicinity of KSFO....Increasing south winds and rain anticipated
tonight. Winds becoming southeast overnight into Tuesday with low
cigs and rain forecast through Tuesday.

SFO Bridge Approach...Similar to KSFO.

Monterey Bay Terminals..Light southeasterly winds with increasing
showers activity anticipated overnight. Low cigs and rain
forecast Tuesday.

.MARINE...as of 9:00 PM PST Monday...Southerly winds will
continue to increase tonight into Tuesday as a warm front and
associated rain spreads over the waters. Gale force wind gusts
are forecast as the system moves through the waters Tuesday.
Winds will turn westerly by evening and then NW by Wednesday
morning behind the front as a large NW swell builds.
