shra/tsra to the area. A surface boundary will set up overnight

UPDATE...(Land and Marine) Have tweaked the current package for
today to bump up PoPs/QPF over the southwestern third of the
forecast area to reflect the current shra streaming north over
Mississippi. Tsra have been confined to areas well south of the
coast, so have left out or limiting the thunder wording over land
areas. Have also bumped highs down over said area to reflect the
increased rain cooling over said area. Have also bumped winds up
along and south of the coast this morning into the afternoon to
reflect a coastal jet component creating a tighter gradient along
the coast and bringing a more moderate easterly flow. For the
Marine portion of the area, this means adding ExCaution level
wording to the headlines for South Mobile Bay, Mississippi Sound
and unprotected waters.

PREV DISCUSSION... /issued 408 AM CDT Mon Aug 28 2017/

NEAR TERM /Now Through Monday night/...Northeast flow persists
across the north-central Gulf coast through Monday as we remain on
the northwestern periphery of newly designated Potential Tropical
Cyclone Ten's broad circulation, which is roughly centered just
offshore Jacksonville, FL. This flow will maintain the drier airmass
(PWATs around 1.6 to 1.8 inches) over our northeastern counties in
south central Alabama. Meanwhile, areas in southeast Mississippi,
far southwest Alabama, and the western Florida panhandle remain a
bit more moist (PWATs around 2.0 to 2.2 inches) and therefore
continue to see a chance for some isolated to scattered shower and
thunderstorm development throughout the day. Winds then shift to
easterly Monday night as the Atlantic system moves off to the
northeast and we fall under a greater influence from Harvey as it
continues to meander across southeastern Texas.

In terms of temperature, have gone a tad below seasonal with the
highs Monday afternoon, what with the local area socked in beneath
extensive cloud cover from Harvey. Expect high temps to range from
around 84 to 89 degrees, with the warmest temps being possible
across parts of the northwest Florida panhandle. Lows remain around
seasonal, with temps ranging from around 69 inland to 74 near the
coast. /49

SHORT TERM /Tuesday Through Wednesday night/...The potential for
locally heavy rains has increased for the southern portion of the
area due to abundant moisture associated with Harvey spreading
into the area along with a more well defined nearby frontal
boundary. Harvey will have moved to off the central Texas coast
Tuesday morning per the latest NHC track, then moves northward
into far eastern Texas Wednesday into Wednesday night. A quasi-
stationary frontal boundary located from near coastal Lousiana to
the extreme northeast Gulf moves slowly northward during the
period and into the southern portion of the forecast area
Wednesday night, and now looks to be a bit more well defined.
Precipitable water values initially ranging from 1.5 to 2.15
inches (90-130% of normal) Tuesday morning (highest values near
the coast) increase to around 2.25 inches (140% of normal)
areawide by Tuesday night. May see a modest decrease on Wednesday
with precipitable water values ranging from 2.0-2.25 inches as
drier air over the easternmost Gulf (a result of upper ridging in
that area) is partially drawn into the area, but still remaining
elevated compared to seasonable values.

For Tuesday, have gone with categorical pops mainly for extreme
southwest Alabama and extreme southeast Mississippi where the best
QPF amounts result from increasing deep layer moisture and closest
proximity to the approaching frontal boundary. Pops taper off
further inland and eastward to slight chance pops over interior
south central Alabama. Likely pops follow for the entire area on
Wednesday as the frontal boundary moves into the area. As
mentioned earlier, the potential for locally heavy rains during
the period has increased for the southern portion of the area.
Rainfall totals for Tuesday into Wednesday night are expected to
range from 1.5 to 3.0 inches along and south of a line from New
Augusta, MS to Valparaiso, FL with the highest values over
coastal Alabama and with values of 0.5-1.0 inch further inland.
Will have mention in the Hazardous Weather Outlook for the
potential of locally heavy rains during the period for extreme
southeast Mississippi, extreme southwest Alabama and the western
Florida panhandle. Highs will be mostly in the mid 80s on Tuesday
except for upper 80s well to the east, then lower to mid 80s
follow for Wednesday. Lows will be mostly in the lower 70s with
mid 70s at the coast. /29

LONG TERM /Thursday Through Sunday/...Per the latest NHC track,
Harvey is expected to be over extreme west central Louisiana
Thursday morning then moves to eastern Arkansas through Friday
evening, after which the system moves well off to the northeast
and dissipates. The quasi-stationary frontal boundary looks to
linger over the forecast area on Thursday and possibly Friday as
well then either dissipates or moves north of the area by
Saturday. Likely pops continue for the entire area on Thursday and
for most of the area on Friday, after which chance to good chance
pops follow for the remainder of the period. The potential for
locally heavy rains may continue over the area in general at least
into Thursday and possibly into Friday and will need to be
closely monitored. Highs on Thursday and Friday will be near the
mid 80s, then trend to the mid to upper 80s through Sunday. Lows
range from the lower 70s inland to the mid 70s at the coast. /29

MARINE...The developing Potential Tropical Cyclone Ten off the
Florida Atlantic coast and Tropical Storm Harvey over southeast
Texas combine to maintain light to occasionally moderate northeast
to easterly flow over the local marine area through Monday night.
Winds then shift to more southeasterly and then southerly heading
into midweek as high pressure builds into the eastern Gulf and the
remnants of Harvey finally push north into eastern Texas. Seas
remain around 2 to 4 feet through at least midweek. Expect locally
higher winds and seas in and around scattered showers and
thunderstorms through the period. /49

current risk for coastal Alabama and northwest Florida beaches
through tonight.

.DAYS TWO THROUGH SEVEN...Tuesday through Sunday

Locally heavy rainfall possible Tuesday through at least Wednesday
across southeast Mississippi, southwest Alabama and the northwest
Florida panhandle.

Moderate rip current risk for coastal Alabama and northwest
Florida beaches through at least Tuesday.

Winds, waves and seas may be locally higher in and near storms
through the period. Frequent lightning and visibility reducing
heavy rain will likely accompany the stronger storms.
