* At 12:45 PM Saturday the stage was 17.2 feet.
* Flood stage is 17.0 feet.
* Minor flooding is occurring and Minor flooding is forecast.
* Forecast...The river will continue rising to near 17.5 feet by this
evening. The river will fall below flood stage Tuesday evening.
* Impact...At 17.8 feet...In the Blackhawk Park area in the Town of
Caledonia, Old River Road is closed with water over it. West Lane
Road in the Long Lake area is closed with about 4 feet of water
over it in places. wood Street in the Blackhawk Park area is
affected by floodwaters. County Highway V and Oak Knoll Road in the
Town of Dekorra have water up to the edge of the pavement. A few
homes in the Town of Dekorra area near the river have water in the
first floor and there is also flooding of outbuildings and yards.

Still potential for some saturation to occur and result in a bit of light snow or flurries this afternoon/evening but not a big deal at all. Bases are well into the VFR category and will probably take the post frontal cold advection regime for these to drop in a widespread fashion. LLVL RH progs and MOS along with SREF cig prog all show the potential for an MVFR deck coming into play later tonight into Sunday morning. PC && .MARINE...A Small Craft Advisory is in effect until 10Z Sunday due to brisk sly winds and high waves. The winds will veer southwest tonight and gradually weaken. The winds will become nwly on Sun with wind gusts possibly gusting into the 20 kt range. A Small Craft Advisory may be needed for Sun. Gehring && .PREV DISCUSSION... /Issued 527 AM CST Sat Feb 4 2017/ TODAY AND TONIGHT...Forecast Confidence Is Medium. Main issue will be snow chances this afternoon and this evening across the area. Models are showing warm air advection developing today and lingering into this evening, with a cold front moving southeast through the area later tonight. An initial 500 mb vorticity maximum with some differential cyclonic vorticity advection slides eastward and clips the area this afternoon from the south. Another vorticity maximum with differential cyclonic vorticity advection slides east across the northern portions of the area later tonight. The upward vertical motion with all of the above features is modest at best later this afternoon into this evening. The main issue continues to be the amount of deep layer moisture. The NAM and GFS seem to have some deep layer moisture showing up in northeastern portions of the area during the afternoon and evening. They generally show less deep moisture to the south and west, though the NAM continues to show more than the GFS. Given the recent dry bias with the GFS/ECMWF, would be inclined to favor the NAM a bit more. After collaboration with neighboring offices, have kept PoPs going only in the northeast half of the forecast area. This may be too low, given the NAM trends. Thus, some uncertainty exists. If the snow does occur, accumulations around 1/2 inch or less are possible, highest in the northeast counties. South winds will become gusty this afternoon, with an increasing pressure gradient. They will veer southwest tonight, then northwest after the frontal passage. Temperatures today should warm into the upper 20s to lower 30s with the warm air advection, and remain in the middle 20s tonight. SUNDAY AND MONDAY...Forecast confidence is high. This marks a quieter period as the main jet core lifts north of the area. Northwesterly flow prevails aloft for Sunday, with rising heights as low amplitude ridging works in. This will support transient surface high pressure as it slides southeast through our area on Sunday and Sunday night. Low-level cloud cover should mix out during the afternoon with at least partial clearing. Temperatures will be seasonal. Rockies lee cyclogenesis commences on Monday, with southerly return flow setting up over southern Wisconsin ahead of the organizing surface low. Warm advection should allow high temperatures to climb above seasonal norms on Monday, rising into the 30s to near 40 in the south. Cloud cover will increase through the day as moisture streams in on southerly winds. MONDAY NIGHT THROUGH WEDNESDAY...Forecast confidence is medium. Shortwave energy advances from the Pacific Northwest into the northern Rockies on Monday night, before the sharpening upper trough digs aggressively into the mid Mississippi valley and western Great Lakes on Tuesday into Wednesday. Mid/upper forcing with the wave will aid in the subsequent rapid deepening of the incipient surface cyclone as it lifts from the central Great Plains Monday night into northern Illinois on Tuesday afternoon. The primary concerns with this system are 1) freezing rain chances on the front side of the system Monday night and Tuesday morning, and 2) the potential for accumulating snow on the back side of the system Tuesday evening into Wednesday. Here are the current thoughts on each threat: 1) Freezing rain chances Monday night/Tuesday morning - Forecast models are in good agreement in tracking a rapidly deepening surface low from northern Missouri Tuesday night towards southern Lake Michigan Tuesday afternoon. The 04.00Z GFS/NAM solutions suggest a double barrel low structure, with low-level warm air drawn well north into our area by the time precipitation falls. This should produce sufficient warm layer depth in the lower troposphere to fully melt any falling precipitation, resulting in either rain or freezing rain. The greatest concern for any freezing rain would be during the overnight to early morning hours, when road surface temperatures are coldest. Current model temperature forecasts suggest the greatest risk for this is north of Milwaukee and Madison, but this all hinges on how quickly pavement temperatures respond to the warming air just above the surface. For now, be aware that light ice accumulations could cause slippery conditions on area roadways into Tuesday morning. The precipitation should transition to all rain (of the non- freezing variety) by afternoon as surface temperatures warm. Be sure to keep up with this evolving forecast. 2) Snow potential for Tuesday night into Thursday - as the occluding low pressure system shifts into the central Great Lakes, cold air wrapping around the backside of the low should cause any precipitation to change over to light snow Tuesday night. The snow could then persist into at least early Wednesday. Accumulations are possible during this time, with current model solutions favoring northern and central parts of the state for the higher amounts. Model QPF differences introduce more uncertainty over southern Wisconsin, but this will come into better focus as the event draws closer. Additional snow chances are possible into Thursday as weak low pressure slides by to our south. Strong and gusty winds are expected for Tuesday night and Wednesday as the strong low pressure system moves through the region. A rumble of thunder may even be possible in the southeast as elevated MLCAPE approaches a few hundred Joules per kg. Kept thunder mention out of the grids however, as confidence in this occurring is not particularly high. Above normal temperatures on Monday and Tuesday will trend towards below normal by Wednesday. Lows Wednesday night will be in the single digits, with some locations in the north potentially falling below zero. THURSDAY AND FRIDAY...Forecast confidence is medium. Polar high pressure will settle in behind the precipitation later on Thursday with below normal temperatures continuing. Return flow and warming temperatures are expected for Friday. AVIATION/12Z TAFS/... Middle level clouds should push east into the area by later this morning, with ceilings lowering this afternoon into tonight but remaining in VFR category. There is a chance for light snow later this afternoon into this evening, mainly in the northern and eastern portions of the area. Confidence is medium at this time, depending on how much moisture works into the area. For now, may leave light snow mention out of TAFs. If any snow does occur, it could bring up to 1/2 inch toward Sheboygan, and perhaps a dusting at Waukesha and Milwaukee. Gusty south winds will develop this afternoon, with gusts in the 20 to 25 knot range. They will weaken gradually and veer southwest to west tonight, as a cold front moves through the area. MARINE... Small Craft Advisory is in effect from 15Z today until 10Z Sunday across the nearshore waters of Lake Michigan. Gusty south winds are expected to develop during the late morning and linger this afternoon. These winds will veer southwest to west tonight, slowly weakening. High waves are expected toward and over the open waters during this period. A period of winds and waves reaching Small Craft Advisory levels is possible Tuesday night into Wednesday night, as strengthening low pressure passes by to the southeast of the area. Gusty west northwest winds are anticipated, with some gale force gusts possible later Tuesday night into Wednesday morning.
