for the following rivers in Texas...
Rio Grande at Candelaria 3N affecting Presidio County
Rainfall overnight has caused the river stage to rise above flood
stage. The river is forecast to slowly fall over the next several
days.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Motorists are urged to heed flood warnings, and exercise caution if
traveling through this area. Vehicle-related fatalities are the
number one source of flood fatalities in West Texas and New Mexico.
If you encounter a flooded stretch of roadway, do not attempt to
cross it. You and your vehicle could be swept downstream in rushing
floodwaters. Turn around, don't drown!
River levels are high. Ranchers and farmers should move livestock
and machinery out of flood-prone areas if time permits.
Keep in mind that any additional rainfall across the area could
significantly change the present forecast stage.

* Impact...At 8.5 feet (2.6 meters), the river reaches minor flood
stage, possibly resulting in flooding of FM 170 in low areas.
Homes in Candelaria are not expected to be affected. Farmers and
ranchers need to remain alert to the weather and river conditions

plain may begin to affect homes between the road and the river.

Motorists are urged to heed flood warnings, and exercise caution if
traveling through this area. Vehicle-related fatalities are the
number one source of flood fatalities in West Texas and New Mexico.

WV imagery shows the upper trough has moved into ern MT, on its way to Canada by 00Z Sun. This will briefly transition SW flow aloft to zonal, before reverting back to SW as a secondary trough moves out of BC Sunday to replace the first. This will leave West Texas and Southeast New Mexico in a fairly progressive pattern for the next week. In the short term, the area is mired in the soup again in NE sfc flow, and a dense fog advisory may be needed before the morning is out. Based on yesterday's obs, this should persist through at least 18Z. Sfc flow the veers to SE this afternoon. Elevated convection may evolve this afternoon under a 250mb jet, especially Davis Mtns/Big Bend nr the RR quadrant, and out west where models place more instability. POPs should decrease overnight and into Sunday as flow aloft goes zonal, but begin increasing again Monday as SW flow aloft begins picking up shortwaves coming up out of Mexico.
