...The National Weather Service in Midland has issued a flood warning
for the following rivers in Texas...
Rio Grande at Candelaria 3N affecting Presidio County
Rio Grande below Presidio 5SE affecting Presidio County
Due to runoff from thunderstorm activity, river levels at Candelaria
3N are just above flood stage and will remain so for the next few days.
Levels at Presidio 5SE are just above flood stage as well, however,
this is due to releases from the Luis Leon Reservoir. Any additional
thunderstorm activity could change the forecast.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Motorists are urged to heed flood warnings, and exercise caution if
traveling through this area. Vehicle-related fatalities are the
number one source of flood fatalities in West Texas and New Mexico.
If you encounter a flooded stretch of roadway, do not attempt to
cross it. You and your vehicle could be swept downstream in rushing
floodwaters. Turn around, don't drown!
River levels are high. Ranchers and farmers should move livestock
and machinery out of flood-prone areas if time permits.
Keep in mind that any additional rainfall across the area could
significantly change the present forecast stage.

* flooding is occurring and flooding is forecast.
* Flood stage is 8.5 feet (2.6 meters).
* Forecast...The river will continue to fall to below flood stage by
Tuesday morning.
* Impact...At 12.0 feet (3.7 meters), the river continues to flood low
areas oF FM 170. The river will likely begin to affect homes on
the west side of the roadway. Livestock and machinery along the
river will be impacted.

early Monday morning.

stage, possibly resulting in flooding of FM 170 in low areas.
Homes in Candelaria are not expected to be affected. Farmers and

meters) by this morning then begin falling.
* Impact...At 20.0 feet (6.1 meters), the river reaches moderate flood
stage, inundating the plain between the levees. Erosion of the
levees is likely. Water may seep through the levees, flooding
adjacent farmland.

Currently have VFR conditions at most terminals this evening as a weakening line of showers and storms marches east across the area. Heavy rain may briefly result in periods of low vis for the next couple hours, at which point most convection is expected to cease. Will continue a TEMPO TS at PEQ for now and amend other sites if needed. Otherwise, will continue VFR conditions tonight and Friday. && .PREV DISCUSSION... /issued 233 PM CDT Thu Aug 24 2017/ DISCUSSION... It is another cool day across Southeast New Mexico and West Texas, with temperatures still in the 80s this afternoon for most of the area. The exception is across Eddy and Lea counties, where showers and thunderstorms have been ongoing for most of the day. Heavy rain has been the main concern with these storms, as isolated estimated rainfall rates of 2 to 3 inches per hour have occurred. Additional storms are expected to develop mainly along and west of the Pecos River this afternoon into this evening, where upslope flow will aid storm development. Isolated thunderstorms may also occur further east across the Permian Basin. Without a surface focus for convection and weak shear, organized severe weather is not expected, though heavy rainfall and slow storm motion could yield localized flooding/flash flooding into tonight. Given continued easterly upslope flow, conditions Friday will be similar to today, that is, below normal high temperatures in the 80s for most of the area, as well as diurnally driven convection across the higher terrain and adjacent plains. Additionally, a shortwave is progged to skirt north of the area during the day on Friday, which will result in a better chance of precipitation across the Permian Basin. Similar to previous days, heavy rainfall will be the main concern. The main focus across the region through the weekend will be Harvey, which has strengthened to a Category 1 hurricane this afternoon. Given better sampling of the storm via dropsondes and reconnaissance flights, model guidance has come into better agreement regarding the eventual path of the storm, which will make landfall north of Corpus Christi early Saturday morning. While the GFS meanders Harvey inland to South Central Texas and the ECMWF keeps Harvey along the coast, both models indicate that the storm will remain quasi-stationary through the weekend. Thereafter, the ECMWF remains the more progressive solution early next week, lifting the remnants of Harvey northeastward as it is absorbed into the broad eastern CONUS trough, with the GFS lagging behind by about 36 hours. Any impacts from Harvey across Southeast new Mexico and West Texas will be limited, aside from cyclonic flow around the system coincident with the upper ridge reasserting itself to the west, which will maintain persistent northeasterly flow at the surface and aloft. This will yield continued below normal temperatures through the weekend into early next week. Thunderstorm chances remain areawide through Saturday, though will gradually decrease Sunday into Monday.
