414 WWUS76 KLOX 030434 NPWLOX URGENT - WEATHER MESSAGE National Weather Service Los Angeles/Oxnard CA 934 PM PDT Sat Sep 2 2017 ...Excessive Heat Warnings for most interior areas have been allowed to expire this evening... ...Heat Advisories will take the place of Excessive Heat Warnings for all coastal areas, interior San Luis Obispo County Valleys, Cuyama Valley and the Santa Ynez Valleys late this evening through Sunday evening... ...Strong gusty southerly winds expected across the higher peaks of Los Angeles and Ventura Counties late Sunday morning through the evening hours... .High pressure aloft will continue to produce very warm conditions across the forecast area through tomorrow. Remnants of Tropical Storm Lidia will continue to move north up the Baja Peninsula and bring added cloud cover and very humid conditions to the region on Sunday and Monday. High temperatures will continue to be above normal for this time of year, but should be below triple digits except for a few interior locations. Additional humidity associated with the remnants of the tropical system Lidia will add to the discomfort. Clouds and possible showers and thunderstorms should bring significant cooling to most areas on Sunday, though well above normal temperatures will likely continue across coastal areas as well as interior San Luis Obispo and Santa Barbara Counties. .SYNOPSIS...
Isolated showers and thunderstorms associated with the remnants
of Lidia will shift north while expanding in coverage through
Sunday. The increased cloud cover will support cooler conditions.
Hotter conditions will return with afternoon mountain
thunderstorms for early next week. A return of near normal
temperatures is possible towards the end of the week.

.UPDATE...
Another hot day across Southwestern California today. Widespread
triple digit heat was experienced across the Valleys and interior
of LA and Ventura Counties and most areas north of Point
Conception, including coastal areas. In fact, some of the hottest
conditions occurred across coastal sections of SLO and Santa
Barbara County where highs peaked up to 115 with 100 degree
temperatures noted just inland of the coast. Notable records for
the date include Paso Robles, setting a new monthly record at 115
degrees, also tying the all time high. Santa Maria also set daily
a daily record at 106, also tying their monthly record.
Latest IR satellite imagery showed Tropical Depression Lidia
about 300 miles SSE of LA County, slowly moving northwestward just
of the Baja of California Coast. A strong 597 DM high pressure
system remained parked over the Four Corners region with a weak
closed low pressure system (580 DM). Easterly flow out ahead of
Lidia provided increasing moisture and instability today. This
supported isolated showers thunderstorms South of SBP County, that
originated across interior areas with some showers drifting into
valley and coastal areas, especially across Santa Barbara County.
Shower activity is gradually diminishing right now with remaining
activity pushing through the mountains into the Central Coast. The
slight chance of thunderstorms looks good for tonight as there is
thunderstorm activity currently holding together well to the east
which may hold together and or other activity may develop in place
as the energy of Lidia moves closer. If nothing does develop
overnight an outer band of Lidia looks to arrive down south around
sunrise with it will start the upward trend in precipitation
chances and coverage.
The big question mark for tomorrow is exactly how close the
remnants of Lidia come to Southwestern CA and how far east it
wraps moisture and energy into California. The NAM currently seems
like the outlier of the bunch (GFS, EURO, and short range models
(HRRR, RAP)) shifting Lidia westward a bit quicker towards a weak
cut-off low while being a bit more compact, somewhat reducing the
amount of available moisture and instability. The current forecast
largely discounts this solution, leaning towards the majority and
latest trends, but the outlier in the NAM will be watched
closely.

.SHORT TERM...(SAT-TUE)
The remnants of tropical system "Lidia" will move north
northwestward parallel to the coast of Baja, and will be located
150 miles west of Tijuana around noon Sunday. Moisture throughout
the atmosphere across the region will increase tonight and Sunday.
Precipitable water values will surge to between 2.00 and 2.25
inches for much of the forecast area Sunday afternoon into Sunday
night. It will also become unstable, especially in the afternoon
and evening hours. The exact track of the remnant low and its
moisture field will be critical in determining how much rainfall
will occur with this system. However, there is enough confidence
that there will at least be scattered showers and some embedded
thunderstorms, so pops have generally been raised to between 30
and 50 percent on Sunday afternoon and evening.
Due to the very high available moisture and expected instability,
any storms that do develop will have the potential to produce
brief heavy rainfall, especially across higher terrain. There is
fairly strong upper level flow on Sunday, so storms should be
moving along, however there will be the potential for training
storms which could bring a concern for flash flooding in the
mountains and any of the recent burn areas. At this point,
confidence is too low to include any flash flood watch, but later
shifts will need to evaluate this potential. Other main concern
will be the strong winds aloft that could mix down to the surface
with any convection. As a result, there is the potential for
gusty and erratic winds, with the strongest winds in the
mountains, where gusts over 50 mph can be expected. These gusty
and erratic winds could also become a factor across the La Tuna
Fire.
The added moisture from Lidia will bring another very warm
and uncomfortable night for much of the region, with some areas
remaining above 80 degrees. On Sunday, temperatures will be very
tricky and will greatly depend on the amount of cloud coverage.
At this time, it appears there will be enough cloud coverage to
finally bring some cooling to much of the region on Sunday,
however the very high humidities levels will bring elevated heat
index values. And later shifts may need to consider issuing heat
advisories for portions of the forecast area. In addition, as the
remnant tropical cyclone approaches the area, there will be
the potential for increasing offshore flow near the surface
which could bring another round of very hot temperatures if there
are sufficient breaks in the clouds.
The remnants of "Lidia" move away from the region on Mon, however
there is enough lingering moisture and instability to keep a
slight chance of afternoon showers/thunderstorms over the
mountains and Antelope Valley Monday and Tuesday. Temperatures
expected to return to near normal on Monday and Tuesday.
.LONG TERM...(WED-SAT)
Seasonably warm temperatures expected on Wednesday and Thursday,
then cooling trend expected on Friday and Saturday as weak upper
level trough moves into the area and increases the onshore flow.
Low clouds and fog expected to return to coastal areas on
Wednesday and Thursday, then could spread locally inland by
Friday and Saturday. Still a slight chance of afternoon
thunderstorms over the mountains and Antelope Valley on
Wednesday and Thursday due to lingering moisture and instability.

.AVIATION...03/0400z.
At 0200z at KLAX... the inversion was around 400 feet. The top of
the inversion was around 1400 feet with a temperature of about 33
degrees Celsius.
Overall... High confidence in 00Z tafs in respect to no stratus
issues through the 24 hour period and VFR conds. There will be a
layer of smoke that will continue to impact KBUR and KVNY with
MVFR vsbys through the evening hours. There is a slight chance of
showers and thunderstorms in the Ventura and Los Angeles County
mountains and across the Antelope Valley through 08z, then
pushing into the valleys and coastal areas later this evening
through the overnight hours S of Point Conception. Otherwise VFR
conditions will prevail.
KLAX... High confidence in the current 00z TAF. VFR conditions
will prevail through the forecast period. Winds will continue to
have an east to southeast component after 07z and should remain
below 10 kt through 14z. East winds will then strengthen to above
10 kt after 14z through 22z.
KBUR... High confidence in the current 00z TAF. Smoke will impact
the terminal through at least this afternoon with periods of MVFR
vsbys Otherwise VFR conditions will prevail. E to SE winds will
strengthen Sunday morning.

.MARINE...02/830 PM.
Outer Waters...
Remnants from former Tropical Storm Lidia will be moving across
the coastal waters tonight through early Monday. Moderate
confidence for Southerly SCA level winds occurring across PZZ676
Sunday morning. Strongest across the southern portion around San
Nicolas Island. Otherwise southerly winds should remain under SCA
levels for the other outer waters. There could be some local gusts
to 25 knots for PZZ673 near the Channel Islands to Pt.
Conception. There will be a 50% chance for Southeast winds
reaching SCA levels early Monday Morning through the afternoon
hours. Southerly winds will continue across the outer waters
through at least early Tuesday morning.
Inner Waters...
There will be increasing southerly winds across
the inner waters S of Point Conception beginning early Sunday
morning for areas around the San Pedro Channel and around Avalon.
Gusty southerly winds will also move into the Santa Barbara
Channel Monday morning, but should stay below SCA levels
initially. By Monday morning, a better chance for SCA level winds
will occur early Monday morning through mid morning Monday.
Shower and thunderstorm activity will increase over the weekend
as Tropical Storm Lidia moves north into the offshore coastal
waters. The cyclone is currently over Central Baja California...
about 350 miles south of Los Angeles. The storms will be capable
of heavy rain... gusty erratic winds... and cloud to ocean
lightning.
