mountains of Los Angeles and Ventura Counties and will spread
across the valleys and coastal plain through this morning. The 
strongest winds will be focused in the mountains and foothills of 
Los Angeles and Ventura Counties. Winds are expected to diminish
some late this afternoon and evening hours. Weaker offshore winds
will continue into Tuesday morning.

.SYNOPSIS...
A cool overnight with coastal low clouds will be followed tomorrow
by warmer and drier conditions brought by the first notable Santa
Ana event of the season. Offshore winds will bring the warm and dry
conditions to locations west of the mountains in Ventura and Los
Angeles Counties through early Tuesday. Cooling will return midweek.

.SHORT TERM...(SUN-WED)

Low clouds and fog are developing across some coastal areas
tonight, with coverage anything but solid. Expecting these clouds
to expand a little more this evening, then start to retreat later
tonight as the offshore flow develops...although exactly when that
happens is anyone's guess.

The strong offshore flow event is still on target, with the 00Z
NAM model looking very similar to the 12Z and 18Z runs. A cold
trough of low pressure is currently moving through Utah, which is
already increasing the pressure over the surface of the Great
Basin (as indicated by the LAX-TPH gradient dropping 4 MB in the
last 3 hours). As this surface high quickly develops to our east,
local surface pressure gradients will quickly turn from
moderately onshore to strongly offshore. This quick shift will add
a potent isallobaric punch to the raw pressure
gradients...fueling this strong event. The current suite of wind
warnings and advisories look reasonable for Monday, although the
start times are likely too early. By 10AM Monday morning, the
forecasted peak wind speeds should be materializing, including
potentially damaging winds in the LA/VTU mountains and some
adjacent valley foothills. Downed trees and power lines are
anticipated, with power outages probable. Forecasted temperatures
look good as well, with 80s to lower 90s likely...which is warm to
most but not as warm as a few days ago.

Offshore flow will continue Monday night and Tuesday, but all
indicators (quickly weakening pressure gradients, and upper level
flow less than half of Monday's peak) point to locally breezy but
sub-advisory winds. With this in mind, decided to trim back on
the advisory end times to end Monday evening rather than Tuesday

morning, but that is fine since winds do not need to be
advisory-strong for dangerous fire weather conditions.

Offshore flow should weaken on Tuesday, then turn onshore in the
afternoon. NAM-WRF model solutions redevelop the marine layer for
Tuesday night and into Wednesday, possibly increasing the depth to
around 1000 feet by Wednesday morning. The stratus forecast for
Tuesday night and into Wednesday morning has been expanded. A cool
down should take place for Wednesday versus Tuesday.

.LONG TERM...(THU-SUN)

Another trough will dig south for late week. Cooling is possible
for Thursday through Saturday as a weak frontal boundary will
brush the area. Gusty Sundowner winds should occur as a tight
northerly pressure gradient develops between Thursday and
Saturday. Winds could also develop through the Interstate 5
Corridor. Then over the weekend, a warming trend is possible as
offshore flow develops.

.AVIATION...08/2350Z.

At 23Z at KLAX...The marine layer was 2000 ft deep with a an
inversion top of 2900 ft at 21 degrees Celsius.

Moderate confidence on stratus coverage and arrival this evening,
but no confidence on clearing times. Clearing will likely be much
earlier than use with offshore developing. Some CIGs could lower
through the period. Strong NE winds will develop over the region
tonight and Monday, with widespread gusty winds or LLWS concerns.

KLAX...Moderate confidence in BKN008-012 arriving 00-03Z. No
confidence in clearing times, with large clearing window of
09-15Z. Strong NE winds will form over the airport on Monday,
likely not surfacing but producing strong LLWS.

KBUR...30 percent chance of BKN004-008 forming 02-08Z. Otherwise
VFR will be most common. Strong NE flow will form over the area on
Monday. High confidence in LLWS issues, but low confidence on if
the winds will surface and if so how strong they will be.

.MARINE...08/800 PM.

Moderate to high confidence in SCA NW winds and/or seas over the
outer waters through Monday morning, although PZZ676 will likely
maintain SCA conditions as winds shift to offshore and strengthen
over the waters south of Point Conception.

Winds of 20 to 30 knots are expected over the waters from near
Ventura down to Santa Monica and westward out to Santa Rosa
Island...including the nearshore waters. NE winds are also
expected over the San Pedro Channel, with a 40% chance of winds up
to 20 knots reaching Avalon Harbor. The timing of this possibility
will be between 9 AM Monday through at least the middle of Monday
afternoon. Choppy short period seas are expected throughout the
waters during this time...reaching heights of 5 to 7 feet in the
area of strongest offshore winds, and 2 to 4 feet across the San
Pedro Channel.

A long period south swell will slowly decay through
Monday, and an increasing longer period northwest swell will begin
to move into the waters tonight into Monday.

.FIRE WEATHER...08/400 PM.

A moderate to strong Santa Ana wind event is on track for later
tonight into Monday when offshore pressure gradients are expected
to strengthen, along with good wind support up to the 850 mb
level. Models still differ some on wind strength, with the 12z
NAM advertising a LAX- Daggett gradient peaking between
-7 to -8 mb and the 12z GFS showing a gradient just over -5 mb.
However, there is high confidence in critical fire weather
conditions for the mountains and most valleys in Los Angeles and
Ventura counties, with Red Flag Warnings already posted. In
addition, Red Flag Warnings are now in effect for the Ventura
Coast, the L.A. County Coast around Malibu, the interior valleys
and mountains of San Luis Obispo County, and the Cuyama Valley.

Peak Santa Ana winds are expected after midnight tonight into
early Monday, especially across western Los Angeles and eastern
Ventura Counties, where gusts between 60 and 70 mph will be likely
across the mountains. Gusts between 40 and 60 mph will be likely
across the coastal and valley areas. The focus of strongest winds
for coastal areas will be the Ventura county coastal plain
extending eastward into Malibu. The surge of offshore winds will
bring considerable drying to the mountains and valleys overnight,
with widespread humidities in the single digits to teens across
much of Southwest California on Monday.

The combination of moderate to strong Santa Ana winds, very low
humidities, warm temperatures...and very dry fuels will bring an
increased risk of fire ignitions and large fire growth, including
rapid fire spread and long range spotting. Offshore winds are
expected to diminish rapidly Tuesday morning, with a transition
to onshore winds by Tuesday afternoon. However, continued very low
humidities and elevated fire danger are expected.
