* Impact...At stages near 5.0 feet...Floodwall gates will be closed 
  to protect against higher stages. Vessel traffic will be affected

  fall below flood stage by Friday evening.
* Impact...At stages near 7.0 feet...Buildings at the foot of Ann 
  Street on the river side of the flood wall will flood as water 
  overtops the Rio Oil Company dock. Buildings on the river side of 
  the Berwick floodwall will flood. River traffic restrictions will 
  be strictly enforced. In addition, backwater flooding could 
  potentially impact portions areas around Lake Palourde and 
  Stephensville.

VFR conditions will prevail across the region through the early
afternoon hours. By mid-morning, VCSH/VCTS are expected to begin
developing or moving into the region and becoming more widespread
into the afternoon. The terminals across Acadiana will have the
greatest potential for MVFR ceilings and steadier VCTS by this
afternoon and -TSRA by tonight as more tropical rainbands work
inland. Northeast winds will steadily increase throughout the day
with gusts in the 20-25 knot range. Later this evening into
tonight, winds will especially increase for the coastal sites with
gusts closer to 30 knots or greater possible closer to Wednesday
morning.

DISCUSSION...
Wx map shows tropical disturbance was centered near latitude 24.8
North, longitude 90.1 West. The system is moving toward the
northwest near 8 mph and this general motion should continue
through Wednesday, with a turn toward the north expected Wednesday
night or Thursday. On the forecast track, the disturbance is
expected to be near the Southeast Texas/Southwest Louisiana coast
late Wednesday night into early Thursday morning.

Per NHC discussion, this system is likely to strengthen a bit
more once a closed circulation is established, but may not be
entirely tropical, but more sub-tropical due to the interaction
with the upper low/trough across the western Gulf. With this in
mind, most of the weather and winds will extend near the center
and eastern side of the track of the system.

The main effects of this system will be tropical storm force
winds mainly confined to the coastal parishes of Louisiana into
the coastal waters. Storm surge inundation expected to be 1 to
possibly 3 feet above ground level along the immediate coastal
areas from Cameron eastward into Vermilion, Iberia, and St. Mary
Parishes. With the potential inundation expected to remain at or
below 3 feet, coordination with NHC concluded a storm surge
watch/warning issuance not warranted at this time.

Rainfall expected to mainly be confined to the coastal waters
today, slowly moving northward this afternoon and evening over
South Central Louisiana. Rainfall expected to really ramp up and
spread northward by daybreak Wednesday and continue Wednesday
night into Thursday after landfall of the system. Thus, a flash
flood watch will not be issued at this time, but likely be
required possibly later this afternoon for Wednesday into
Thursday for most of Central and Southern Louisiana. Areal
rainfall of 4-8 inches possible, but hard to really pinpoint exact
totals due to the disorganized nature and still uncertainly of
the eventual organization of the system once it nears the
Southeast Texas/Southwest Louisiana coast late Wednesday night
into early Thursday morning.

A marginal risk of severe weather, mainly for a low probability of
rainband tornadoes exists for South Central Louisiana and coastal
waters today. A slight risk for mainly rainband tornadoes exists
for areas along and south of I-10 from the TX/LA boarder eastward
across southern Louisiana for Wednesday, and a marginal risk for
most of Louisiana Thursday.

Higher than normal shower and thunderstorm chances will remain
into Friday and Saturday as we will remain in the moist southerly
flow as the remnants of this system track across east Texas into
Northwestern Louisiana and Southern Arkansas. A return to more
climatological chances should return by Sunday and Monday of next
week.

Potential Tropical Cyclone 3 continues to move northwest across
the central Gulf. This will result in strengthening winds,
especially over the coastal waters zones east of Cameron. Winds
and seas will continue to increase through the day with the
approach of the system. All marine interests should closely
monitor this system.

.DAY ONE...Today and Tonight
Tropical disturbance over the Central Gulf is expected to develop
further into a tropical or subtropical storm today. This is
expected to increase shower and thunderstorm chances by late
tonight over South Central Louisiana.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday
The system is expected to make landfall along the upper Texas or
Southwest Louisiana coast late Wednesday night or early Thursday
morning. With the large and disorganized nature of the system,
expect periods of rainfall for most of the day Wednesday and
Thursday, with flash flooding a possibility. A bit too early to
narrow down rainfall totals just yet.

Tropical storm force winds will likely remain along the coastal
parishes and counties into the coastal waters. Higher gusts to
tropical storm force will be possible further inland. Minor
coastal flooding is expected to be confined to the coastline and
inland lakes and bays.

A marginal risk of tornadoes in the outer rainbands exists for
later this afternoon across South Central Louisiana. A slight risk
for tornadoes will extend westward to include I-10 corridor to the
coast on Wednesday, with a marginal risk areawide after the system
makes landfall and moves inland.

Higher than normal shower and thunderstorm chances will remain
into Friday and Saturday as we will remain in the moist southerly
flow as the remnants of this system track across east Texas into
Northwestern Louisiana and Southern Arkansas. A return to more
climatological chances should return by Sunday and Monday of next
