* Moderate flooding is occurring and Moderate flooding is forecast.
* Flood stage is 6.0 feet.
* Forecast...The river will continue rising to near 7.2 feet by this 
  afternoon. Additional rises may be possible thereafter.
* Impact...At stages near 7.0 feet...Buildings at the foot of Ann 
  Street on the river side of the flood wall will flood as water 
  overtops the Rio Oil Company dock. Buildings on the river side of 
  the Berwick floodwall will flood. River traffic restrictions will 
  be strictly enforced.
* Impact...At stages near 6.0 feet...Flood stage. The city dock will
  be under water. Water will cover the lower end of Belleview Front 
  Street in Berwick. Vessel traffic will be affected by stronger 
  river current and vessel traffic safety rules will be strictly 
  enforced by the U.S. Coast Guard.

  the gauge reading is forecast to reach 12 feet or higher. Roads 
  upstream from Glenmora, including Strothers Crossing Road near the 
  community of Calcasieu and Price Crossing Road near Hineston have 
  water on them and are subject to being closed. Also, flooding of 
  forested areas near the river will occur.

  upstream from Glenmora, including Strothers Crossing Road near the 
  community of Calcasieu and Price Crossing Road near Hineston have 
  water on them and are subject to being closed. Also, flooding of 
  forested areas near the river will occur.

today. This will create extended periods of MVFR or IFR conditions
through the afternoon. Rain will decrease in coverage somewhat
this evening, however showers will remain around the area.

DISCUSSION...
Latest water vapor imagery/upper air analysis depicted an upper
low over ARKLATEX with several smaller scale vortices translating
through the associated cyclonic flow, one of which appears to be
helping initiate convection S/SW of Galveston Bay. The SFC pattern
is generally non-descript, with broad low pressure over E TX into
the WRN Gulf.

Global model guidance is in generally good agreement through much
of the forecast period, showing the upper trof sinking SE TWD the
Central Gulf Coast by WED, becoming absorbed by another upper low
dropping into OH/WRN PA yielding a mean ERN CONUS trof and ridging
over the Four Corners/Intermountain West. At the SFC, the broad
low is forecast to consolidate and move east along the northern
Gulf Coast.

Atmosphere across the area was worked over pretty well by
widespread convection/rain that fell yesterday, with the 00Z KLCH
RAOB depicting decent moisture but no instability. As a result,
area has remained mostly rain free overnight save for some light
returns across East/South Central LA and more recently E TX.
Overall pattern (abundant deep moisture and broad lift downstream
of the upper trof) is supportive of heavy rainfall potential,
though confidence in details (onset/placement of rains) is not
high and model signal for organized convection is quite weak.
Still, with the recent soaking rains over parts of the area (and
resulting depressed FFG values) coupled with expected
destabilization/recovery leading to numerous showers and
thunderstorms, will maintain the FFA as is.

Good rain chances will remain in the forecast on TUE, with
deep moisture remaining in place as the upper trof traverses the
area. Passage of the trof axis and eastward departure of the weak
SFC low will allow a CDFNT to cross the area late TUE night into
early WED, bringing cooler (and finally drier!) air into the
region, which will be maintained by a deep offshore flow through
late week. Shallow southerly flow returns on SAT, with moisture
depth and lift increasing enough by SUN for at least low end PoPs

MARINE...
Onshore flow will continue through late tonight as a weak area of
low pressure remains across Texas into the western Gulf of
Mexico. A very moist air mass and weakness aloft will allow for
scattered to numerous showers and thunderstorms through Tuesday.
Winds and seas will be higher near the storms, along with
occasional cloud to water lightning. Offshore flow is expected to
develop on Tuesday as low pressure moves east of the area,
allowing a cold front to push into the northern Gulf.

A Flash Flood Watch is in effect for Today. Periods of showers
and thunderstorms can be expected as a series of disturbances
passes over the region. Some storms will be capable of producing
intense rain rates, leading to localized flooding of urban areas
and locations subject to poor drainage. Average rainfall totals
across the area will be between 1 to 3 inches, with isolated
amounts of up to 3 to 4 inches possible.

.DAYS TWO THROUGH SEVEN...Tuesday through Sunday

Scattered to numerous showers and thunderstorms are again expected
on Tuesday. With a very moist airmass in place, some storms will
be capable of producing very high to intense rain rates and
locally heavy rainfall. Localized flooding will be possible,
especially in urban and low-lying areas as well as areas with poor
drainage.
