The Flash Flood Watch continues for

* Portions of Louisiana and southeast Texas, including the 
  following areas, in Louisiana, Allen, Avoyelles, Beauregard, 
  Evangeline, Rapides, St. Landry, and Vernon. In southeast 
  Texas, Hardin, Northern Jasper, Northern Newton, Southern 
  Jasper, Southern Newton, and Tyler. 

* Through Thursday evening

* Additional rainfall 1 to 2 inches, with locally higher amounts 
  possible, is expected across interior East Texas into Central 
  Louisiana tonight into Thursday. 

* The flooding of roads, low lying areas, and areas with poor 
  drainage will be possible. If encountering flooded roadways, 
  remember to turn around, don't drown. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead

The Flash Flood Watch for southeast Texas has been cancelled. The
remnants of Tropical Depression Harvey are exiting the region and
any additional rainfall is expected to be light enough as to not 
result in additional flash flooding. However, major flooding is 
expected to continue along area rivers and bayous. Continue to
monitor the latest river forecasts and flood warnings from the 
National Weather Service.

.DISCUSSION...
Radar/satellite imagery show now cat 3 Harvey approaching the cntl
TX coast. Regional 88Ds show the outer bands from the storm
spreading inland from the nwrn Gulf across primarily the srn 1/2
of the forecast area at the moment. Occasional spinups noted on
KLCH 88D have prompted SPC to issue a tornado watch for the
coastal zones west of Marsh Island and adjacent coastal waters
until 07z/02L tonight. Additional bands of convection are noted
further offshore.

Harvey continues to be the primary story for pretty much the
entire forecast period again this afternoon. Forecast for the
storm remains pretty straight ahead over the first 24 hours...move
ashore late tonight in vicinity of KCRP, then slow considerably
over Deep South TX. Primary medium-range guidance is in good
agreement on the storm meandering close to its landfall point into
Sunday before starting a nnewd drift...with a day 5 point
(Wednesday) still only west of Galveston Bay. Beyond this time,
still decent agreement with the system pushing farther slowly
nnewd into a void/weakness left behind by a departing mid/upper
trof pushing off the Atlantic coast late next week. With forecast
soundings indicating mean RH values well above 80 percent and PWAT
values well above 2.0 inches, expecting showers/storms to be very
widespread starting this weekend and lingering well into the new
week.

WPC projections show storm total rainfalls ranging from nearly 19
inches at Sea Rim State Park to around 7 inches across extreme
nern Avoyelles Parish. Initial QPFs exceeding flood guidance are
noted mainly across sern TX for now, and thus a Flash Flood Watch
has been issued for this area starting 21z/16L. No doubt this
watch will be extended both in area and time over the next few
days as the event unfolds, given the huge rainfall amounts
expected. Also, the Coastal Flood Advisory remains unchanged at
this time.

The outer bands of Harvey are sweeping into the coastal waters of
southeast Texas this morning. Harvey has deepen overnight and is
now 967 mb. Showers and thunderstorms will move across the region
today with rains heavy at times. Heaviest rains are expected along
the southeast Texas coast.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday
Harvey will be a very slow event and is expected to last into the
middle of next week. Heavy rains are expected through the weekend
and into next week and more flooding should be expected as the
rainbands sweep onshore. Conditions are expected to slowly
improve towards the end of next week.

.DAY ONE...Today and Tonight
The outer bands of Harvey are showing up on radar across the
southeast Texas and extreme southwest Louisiana coastal waters
this morning. Winds and seas are expected to be picking up as the
pressure gradient tightens. Harvey will make landfall late
tonight or early Saturday morning along the central Texas coast.
Storms will spread eastward and into the central Louisiana coastal
waters through the day.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday
As Harvey moves onshore the storm is expected to stall over the
weekend just inland of the coast. Then remain more or less
stationary around the central Texas coast before lifting out
towards the middle/late timeframe next week. Winds and seas are
expected to remain high through this period.
