The National Weather Service in San Juan has issued a

* Flash Flood Warning for...
  Camuy Municipality in Puerto Rico...
  Arecibo Municipality in Puerto Rico...
  Hatillo Municipality in Puerto Rico...
  Quebradillas Municipality in Puerto Rico...

* Until 545 PM AST

* At 251 PM AST, Doppler radar and automated rain gauges indicated 
  strong thunderstorms producing heavy rains across the warned area. 
  between two to three inches of rain have already fallen over the 
  headwaters. Flash flooding is occurring or expected to begin 
  shortly.

* Some locations that will experience flooding include...
  Arecibo, Hatillo, Camuy, Quebradillas, Rafael Capo, Rafael
  Gonzalez, Quebrada, Carrizales, Corcovado, Piedra Gorda and Cacao.

Excessive rainfall over the warned area will cause rapid river rises 
mud slides near steep terrain. The mud slide can consist of rock, 
mud, vegetation and other loose materials.

Additional rainfall amounts of an inch or more is possible in the 
warned area.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Move to higher ground now. Act quickly to protect your life.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.
Residents living along streams and creeks should take immediate
precautions to protect life and property.

...THE FLASH FLOOD WARNING FOR CAMUY...ARECIBO...HATILLO AND
QUEBRADILLAS MUNICIPALITIES WILL EXPIRE AT 545 PM AST...

The heavy rains have ended although light to moderate rains continue 
across these municipalities. Flash Flooding is no longer expected to 
pose an immediate threat at this time. However urban and small 
stream flooding will remain possible. Therefore the Flash Flood 
Warning will be allowed to expire, but an urban and small stream 
advisory will remain in effect until 7:45 pm Ast due to excessive 
runoff. Please continue to heed to any road closures, remain alert 
to rapid rises along small streams and ponding of water on roadways 
and poor drainage areas. Mudslide and rockfall will also remain 
possible in areas of steep terrain.
