Northwestern Santa Isabel Municipality in Puerto Rico...
* Until 715 PM AST
* At 422 PM AST, satellite estimates and rain gauges indicated
thunderstorms producing heavy rain across the warned area. Up to
two inches of rain have already fallen. Flash flooding is expected
to begin shortly.
Excessive rainfall over the warned area will cause mud slides near
steep terrain. The mud slide can consist of rock, mud, vegetation and
other loose materials.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.
A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.
Residents living along streams and creeks should take immediate
precautions to protect life and property.

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 715 PM AST FOR
VILLALBA...JUANA DIAZ AND NORTHWESTERN SANTA ISABEL MUNICIPALITIES...
At 528 PM AST, satellite estimates and automated rain gauges
indicated that thunderstorms were producing heavy rain over the
warned area. Up to three inches of rain have already fallen. Flash
flooding is expected to begin shortly. The Rio Jacaguas at Juna Diaz
has risen above flood stage and will remain above flood stage
and dangerous through the evening.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Turn around, don't drown when encountering flooded roads. Most flood
