CALDWELL...BASTROP...LEE AND FAYETTE COUNTIES...

At 618 AM CDT, Doppler radar indicated light to moderate rains 
across the warned area. Flash flooding and river flooding is already 
occurring due to heavy rains up to 19 inches. Heavy rains will 
redevelop and will aggravate the flooding this morning, especially 
across Bastrop and Caldwell counties where there have been numerous 
water rescues and across the area with numerous roads closed. Travel 
is discouraged.

Some locations that will experience flooding include...
Lockhart, Elgin, Bastrop, Luling, Giddings, La Grange, Smithville,
Schulenburg, Flatonia, Lexington, Martindale, Mustang Ridge,
Niederwald, Fayetteville, Round Top, Fedor, Fentress, Camp Swift,
Cedar Creek and Rosanky.

Additional rainfall amounts of 3 to 8 inches are possible in the 
warned area.

  inch per hour continuing to fall across the warned area. This area 
  has already received between 8 to 15 inches, with as much as 
  nearly 20 inches of rain in the past 36 hours. Widespread flooding 
  is ongoing, with hundreds of low water crossings closed across the 
  warned area due to high water. A number of high water rescues took 
  place earlier this morning. It is possible that there could be an 
  increase in the intensity of the rainbands impacting the area, 
  which would further worsen flooding issues. Travel is extremely

received between 11 to 23 inches due to Harvey. Widespread flooding 
is ongoing, with hundreds of low water crossings closed due to high 
water. A number of high water rescues have occurred. It is possible 
that there could be an increase in the intensity of the rainbands 
impacting the area, which would further worsen flooding issues. 
Travel is extremely discouraged.

Some locations that will experience flooding include...
Lockhart, Elgin, Bastrop, Luling, Giddings, La Grange, Smithville,
Schulenburg, Flatonia, Lexington, Martindale, Mustang Ridge,
Niederwald, Fayetteville, Round Top, Fedor, Fentress, Camp Swift,
Cedar Creek and Rosanky.

Additional rainfall amounts of up to 2 to 4 inches with isolated 
amounts up to 6 inches are possible in the warned area.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.
Residents living along streams and creeks should take immediate
precautions to protect life and property.

The center of Harvey is located 70 miles SSE of KAUS and 70 miles E
of KSAT. Bands of rain with possibly isolated thunderstorms will
continue to rotate around the center as it meanders slowly in the
same general area overnight through Sunday night. Have kept -RA at
KAUS, KSAT, KSSF through the forecast period, although could be brief
rain-free periods. IFR/MVFR CIGs/VSBYs will prevail most areas.
Cyclonic winds of 20 to 35 KTs with gusts up to 45 KTs are expected
overnight into Sunday, then winds will slowly decrease on Sunday into
Sunday night as Harvey weakens. Nly winds will prevail at KAUS,
KSAT, KSSF. West of a KJCT to KCOT line, VFR skies and Nly winds 5 to
20 KTs will prevail.

.SHORT TERM (Tonight through Sunday Night)...
Tropical Storm Harvey nearly stationary over Dewitt county. Moderate
to heavy rainbands associated with Harvey continue to push rain
rates of 1 to 3 inches per hour along and east of Interstate 35. New
rainfall amounts of 2 to 4 inches are possible through late tonight
over areas that have already recorded 3 to 8 inches the past 12
hours. Harvey is also producing 20 to 30 mph sustained winds with up
to 50 mph wind gusts as of 4 PM CDT, especially, along and east of
the I-35 corridor. The winds will decrease this evening as Harvey
continues to loose intensity. However, rain will continue to move
onshore (rainbands) and fall over almost same areas for next several
days, as Harvey is forecast to hardly move off from southeast Texas.
The main weather hazard for the area and especially areas east of
Interstate 35 and Interstate 37 will be flash flooding and river
flooding from now until at least the middle of next week.

KEY MESSAGING POINTS:

1) A life-threatening and catastrophic heavy rainfall event is
expected east of I-35 and I-37. Radar estimates of 3 to 8 inches
have fallen last night through this afternoon near and east of a
Austin to Cuero line. 2) Additional rainfall amounts of 10-20 inches
are expected east of I-35 and I-37 this afternoon through at least
Wednesday. Isolated higher totals up to 30 inches are possible in
this area. 3) 8-12 inches in Austin metro with locally higher
amounts through at least Wednesday. 4) 5-10 inches in San Antonio
metro with locally higher amounts through at least Wednesday.
5) 1-4 inches across the eastern Hill Country through at least
Wednesday.
6) Catastrophic main stem river flooding lasting throughout next
week is likely east of I-35 and I-37 in the Colorado, Guadalupe, and
San Antonio river basins.
40-50 mph wind gusts in Tropical Storm Warning through this evening.
30-40 mph gusts elsewhere.
7) There is an isolated risk for tornadoes east of a I-35 and I-37
through Sunday. These small tornadoes are typically very fast moving
and short-lived.

.LONG TERM (Monday through Saturday)...
Harvey will remain across the area for the next several days as
upper level short-waves drop from the central plains into the Ohio
Valley on Sunday through Tuesday. In the mean time, Harvey is
expected to linger around the southeast counties of South Central
Texas or even push closer to the coast before slightly moves to the
northeast late Tuesday into Wednesday, thanks to an upper level
ridge over the desert southwest expected to move to the east.

Unfortunately, the upper level short-wave pattern across the upper
Great Lakes/Middle Mississippi Valley is expected to hold back
Harvey's moisture across the northeast of South Central Texas
through late Friday. It will definitely be a wet period across
portions of South Central Texas for the next several days.

This Hazardous Weather Outlook is for South-Central Texas..

.DAY ONE...Tonight.

Tropical Storm Harvey will continue to slowly move across the
southeastern portions of South Central Texas through the period.
Widespread heavy rainfall capable of producing river and flash
flooding will occur well to the north and east of Harvey
circulation. This is a life-threatening and catastrophic heavy
rainfall event for areas east of I-35 and I-37.

A Tropical Storm Warning is in effect for winds of 35 to 50 mph
across Atascosa, Bastrop, Bexar, Caldwell, Fayette, Gonzales,
Guadalupe, Lavaca, and Wilson Counties. A Wind Advisory is in
effect for Bandera, Blanco, Frio, Kendall, Lee, Medina, Travis,
and Williamson Counties for winds of 25 to 35 mph with gusts to 40
mph in the stronger rainbands through this evening.

A Flash Flood Watch is in effect through Wednesday evening for
counties along and east of a line from Georgetown to Comfort to
Jourdanton.

There is a low risk of brief tornadoes east of I-35 and I-37
through late tonight.

.DAYS TWO THROUGH SEVEN...Sunday through Friday.

A Flash Flood Watch is in effect through Wednesday evening for
counties along and east of a line from Georgetown to Comfort to
Jourdanton. Life-threatening and catastrophic river and flash
flooding appears imminent for much of South Central Texas,
specifically for areas along and east of the I-35 and I-37
corridors. Additional rainfall amounts through Wednesday of 10 to
20 inches are expected east of I-35 and I-37 with isolated totals
in excess of 30 inches possible. Devastating river flooding
lasting throughout next week is likely east of I-35 and I-37 in
the Colorado, Guadalupe, and San Antonio river basins.

8-12 inches are expected in the Austin metro with locally higher
amounts through at least Wednesday. Also, 5-10 inches are expected in
the San Antonio metro with locally higher amounts through at
least Wednesday. 1-4 inches are expected across the eastern Hill
Country through at least Wednesday.
