What forecasters said that day

The local office's own words before this wind chill advisory went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Kansas City, MO wrote its last area forecast discussion before this wind chill advisory went out at Dec 29, 11:48 AM CST, 4 hours 4 minutes earlier.

Area forecast discussion, Dec 29, 11:48 AM CST, 4 hours 4 minutes before
AREA FORECAST DISCUSSION
National Weather Service Kansas City/Pleasant Hill MO
1148 AM CST Fri Dec 29 2017

.Discussion...
Issued at 329 AM CST FRI DEC 29 2017

Freezing drizzle is expected to develop later today into tonight,
impacting much of the forecast area. However, for locations that
could see minor ice accumulations, have issued a Winter Weather
Advisory where higher QPF is anticipated to occur. Temperatures
north of the MO River will solidly be below the freezing mark at
the surface, with widespread teens and 20s expected. South of the
river, warmer temps look to reside here with highs hovering right
around the freezing mark. Have bumped temps down today from the
previous forecast, particularly across the north, given the E to
NE winds and cloud cover expected as a boundary drops southward.
Despite the widespread sub-freezing temps expected today, the
cause for the freezing drizzle is due to the combination of a
low-level saturated layer that will reside outside of the
favorable dendritic growth zone, inhibiting ice crystal formation
for precip to fall as snow rather than the freezing drizzle
expected.

As the well-advertised anomalous high approaches the region from
the Saskatchewan Province this weekend, temperatures will be on
the decline out ahead of this VERY cold airmass, with highs only
reaching the single digits and teens on Saturday. By Sunday into
Monday, as the airmass settles into the area, expect highs to top
out in the single digits, on the negative side of zero across
northern MO, and positive south of U.S. Hwy 36. Lows will respond
accordingly, with Sunday night into Monday morning being the
coldest timeframe. Temperatures will bottom out in the teens to
near 20 degrees BELOW ZERO for locations north of the Missouri
River, and sub-zero single digits to the south. Wind chills
through much of this holiday weekend, particularly Sunday night
into Monday morning, will be rather dangerous, ranging from near
negative 20 to negative 35. Now is the time to ensure appropriate
preparations are made, such as ensuring an emergency kit in your
vehicle includes blankets, among other considerations. Although
these temperatures will likely have no significant impact to
travelers, other infrastructure may be impacted, and those
spending any time outdoors, including animals, will be
significantly impacted. Although temperatures are expected to
"rebound" by the middle of next week, the region will remain in a
prolonged period of very cold temperatures.

.Aviation...(For the 18Z TAFS through 18Z Saturday Afternoon)
Issued at 1147 AM CST FRI DEC 29 2017

MVFR ceilings are starting to make their way east, already
affecting the MO/KS border. Within the next few hours the entire
area should be experiencing MVFR ceilings. In addition, freezing
drizzle is possible this afternoon into the evening hours, for the
northern half of MO and mainly east of the KC metro. Some freezing
drizzle could also affect northwest MO though including STJ.
Accumulation should be extremely light if there even is any, but
this still would impact the terminal so have included -FZDZ for a
couple of hours. Light snow will then be possible for STJ and MCI
through the evening hours with lower visibilities possible.

A boundary is scheduled to move through the area between 01Z and
06Z tonight. As it moves through, ceilings should drop for an
hour or two to IFR. Would also not be surprised if visibility
drops a little too during this time. Once the boundary passes, it
won't be long before ceilings lift to VFR. Once they do, the
entire area will be VFR for the remainder of the TAf period.
