The National Weather Service in State College PA has issued a

* Flash Flood Warning for...
  Southwestern Cambria County in central Pennsylvania...

* Until 730 PM EDT.

* At 437 PM EDT, Doppler radar indicated thunderstorms producing 
  heavy rain over the Johnstown metro area. The storm is nearly 
  stationary. Up to one inch of rain has already fallen. Flash 
  flooding is expected to begin shortly.

* Some locations that will experience flooding include...
  Belmont, Johnstown, Westmont, Portage, Windber, Salix-Beauty Line
  Park, Scalp Level, Dunlo, East Conemaugh and St. Michael.

Additional rainfall amounts of another inch are possible in the 
warned area.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

A Flash Flood Warning means that flooding is imminent or occurring.

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 730 PM EDT FOR
SOUTHERN CAMBRIA COUNTY...

At 520 PM EDT, local law enforcement reported flash flooding in and 
around Johnstown. Up to two inches of rain have already fallen. The 
rain is moving to the east slowly. Less than a half inch of 
additional rain is expected this evening. 

Some initial reports indicate 4 feet of water on Savron Road and 
widespread flooded roadways in all of Johnstown. 

Some locations that will experience flooding include...
Belmont, Johnstown, Westmont, Portage, Windber, Salix-Beauty Line
Park, Scalp Level, Dunlo, East Conemaugh and St. Michael.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Never drive around barricades. 

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

SOUTHWESTERN CAMBRIA COUNTY...

At 619 PM EDT, heavy rain has moved east of the area. However, 
flooding has been reported across the Johnstown area. Some 
roads and basements have been flooded. While water levels will
continue to fall, additional flooding will continue early this
evening.

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
