.SYNOPSIS...
Weak high pressure will build across the area today. A more
substantial storm system tracking out of the Central Plains tonight
is expected to bring a short warm up to western and north-central NY
Tuesday. As deep moisture overspreads New York, there is a chance
for a short period of mixed wintry precipitation before changing to
plain rain. A cold front will then cross the region Tuesday night
bringing a potential for strong winds and a change back to colder
temperatures with lake effect snow by Wednesday.

&&

.NEAR TERM /THROUGH TONIGHT/...
Areas of light snow along a boundary over lake ontario as shown on
radar and satellite imagery.  These are due to a narrow channel of
vorticity streaming across Ontario and Quebec Provinces interacting
with a plume of 925-700mb moisture along a baroclinic zone
stretching from the upper Great Lakes to Northern NY. The vorticity
is weak and the temp/dewpoint spreads are pretty wide so not
expecting any significant snow accumulation once the elevated
returns reach the ground. Generally a dusting up to a half inch for
parts of Oswego, Jefferson and Lewis counties. Temperatures today
will run near normal for early February with light southerly winds.
Highs will peak in the low to mid 30s for WNY with mid to upper 20s
east of Lake Ontario.

Tonight, Low pressure over the Central Plains will shift north to
the southern end of Lake Michigan with a surface warm front lifting
across the Ohio Valley to the western Southern Tier. Warm air
advection ahead of this system will bring rising temperatures
surface and aloft across our region while also shunting any light
snow over the North County further north and east into the Saint
Lawrence River Valley. For western NY, The warm front and a 50kt low
level jet advancing over the Ohio Valley will shift the leading edge
of a very moist +3SD above normal airmass into our region. While
most of the night will be dry for western NY, we shift chances of
precip into WNY after midnight with higher end POPs arriving across
the western Southern Tier toward daybreak. Vertical temperature
profiles are such that temperatures are above freezing when these
higher POPs arrive supporting plain rain. However there is a low-mid
chance of a narrow leading edge of mixed wintry precip that shifts
across western NY during the early morning hours before the low
level temperature columns are completely warmed above freezing. This
leaves lower confidence for risk of freezing rain/sleet which is
also supported by various ensemble guidance including the SREF and
GEFS which only show about a 10 percent risk of freezing rain across
WNY. Will continue to mention this lower probability in the
Hazardous Weather Outlook.

.SHORT TERM /TUESDAY THROUGH THURSDAY NIGHT/...
Tuesday opens with a surface low centered over the central
Mississippi valley, with a warm front extending east across the
lower Great Lakes and New York State. This front will continue to
lift north across the forecast area as the low tracks northeast
towards Lake Huron during the day on Tuesday. At this point, model
soundings indicate that the majority of the forecast area should
warm above freezing before warm-frontal precipitation begins. The
one area where this may not be the case is the St. Lawrence River
valley, and portions of the Black River valley. Northeasterly
synoptic flow into the low may keep cold air locked in long enough
to result in freezing rain for a significant portion of the day,
with ice accumulations of 0.10-0.25" possible. It is worth noting
that this is climatologically a favorable scenario for freezing
rain in the St. Lawrence valley, however given that this is still at
least 36 hours out, and there is still some uncertainty as to the
final track of the low will hold off on headlines for the time
being.

Otherwise, aside from the above mentioned freezing rain threat in
the North Country, most areas will see plain rain throughout the day
as the warm front and accompanying surface trough crosses the area.
A solid plume of GOMEX moisture will be advecting across the region
on a 50+kt LLJ ahead of the low, with both the NAEFS and GEFS
ensembles indicating PWATS exceeding 3 std above normal. Given the
abundant moisture and favorable synoptic setup, with the entrance
region of an anticyclonically curved jet streak just upstream and
DPVA aloft, most areas should average at least a half inch of rain
Tuesday into Tuesday evening. The progressive nature of the system
should keep amounts from being much higher.

Models have come back into better agreement on shifting the track of
the surface low back to the more climatologically normal 'cutter
low' track, taking the surface center from roughly the thumb of
Michigan northeast to the Ottawa valley and on into Quebec Tuesday
night. In addition, the synoptically favorable conditions of
DPVA and divergence aloft will serve to deepen the low center as
it passes to our northwest. These factors suggest that we
should see at at least an advisory-level wind event across
portions of Western new York Tuesday night into Wednesday
morning, particularly given that a 50-60kt 850mb jet will be
over the region as a strong cold front associated with the low
crosses the forecast area late Tuesday night/early Wednesday
morning.

The other noteworthy item during this period will be the significant
warmup that will be taking place as warm and moist Gulf air is
shunted polewards ahead of the approaching low. Temperatures across
western and central New York will shoot upwards of 20 degrees above
average, with highs approaching the 50 degree mark on Tuesday from
the Genesee valley west, while 30s will be found on the northern
edge of the warm front in the North Country. With surface dewpoints
also shooting into the 40s, it is quite likely that we will see
areas of advection fog developing as well, particularly across areas
where there is still a decent snowpack. The readings in the 40s will
persist through much of the night Tuesday night, with the exception
of western New York, where temperatures will fall back into the 30s
towards daybreak Wednesday as the  cold front crosses
the area.

The cold front will continue to cross the forecast area on
Wednesday. While we may see a few rain/snow showers accompanying the
front, any lake effect precip should hold off until Wednesday night,
when 850mb temps fall below the -8C to -10C threshold needed to
produce lake effect snows at this point. However from Wednesday
night into Thursday, we should see lake effect snows develop to the
southeast of the lakes as an upper level trough transits the region
and 850mb temps plunge to -18C. Headlines may eventually be needed
southeast of Lake Ontario, particularly as we move into Thursday
night and shear induced by a coastal low passing well to our east
diminishes. Temperatures during this period will return to more
winter-like readings, with highs in the 30s Wednesday giving way to
low to mid 20s Thursday.

.LONG TERM /FRIDAY THROUGH SUNDAY/...
The late-week cold snap will be short-lived, as a lack of blocking
downstream will allow the potent upper level trough to sweep across
the region Thursday night. Temperatures will begin to rebound
Friday, as a ridge of high pressure transits the region and lake
snows will come to an end as flow backs to the south once again as
the high moves off the Eastern Seaboard and return flow develops
across the eastern half of the country. The passage of another warm
front Friday night into Saturday should once again see the
transition from frozen to liquid precipitation, perhaps with a
chance of mixed precip along the way.

Temperatures for the coming  weekend currently look to return to the
40s across most areas aside from the North Country, which may remain
in the upper 30s. With global models all indicating a developing
trough across the Great Lakes and a surface low tracking out of the
southern Plains and across the Ohio valley to the mid-Atlantic
states by Sunday, it will likely remain mild and unsettled through
the weekend.

.AVIATION /19Z MONDAY THROUGH SATURDAY/...
VFR conditions for most of the area will continue across the region
this afternoon except for some light snow across Lake Ontario which
will occasionally drift near or over KROC. High pressure nosing
north across our region through the evening will continue to support
fair VFR conditions for most. There is a chance of some light snow
east of Lake Ontario closer to a mid level jet but any flight
restrictions should be limited to MVFR.

Tonight, a warm front will lift north across WNY bringing lowering
clouds down to MVFR and rain mainly toward 12z for WNY.

Tuesday, area of precipitation should start out as rain for areas
west of KROC, with a chance of a brief mix to start the morning over
the northern Finger Lake area including KROC, before change over to
all rain.  There is a chance of a short window of some mixed wintry
snow/sleet/freeing rain on the leading edge of the precipitation 12-
18z at KART. Otherwise freezing rain threat mainly over the Black
River Valley and St. Lawrence Valley.  MVFR with IFR possible in
areas of mixed precip and IFR ceilings developing from south west to
north east through the day.

Outlook...
Wednesday...MVFR/IFR...rain changing to snow. Strong
winds possible.
Thursday...MVFR/IFR. Lake effect snow east of the
lakes.
Friday...VFR/MVFR. Chance of snow east of Lake Ontario.
Saturday...VFR/MVFR. Chance of mixed rain and snow showers across
entire CWA.

.MARINE...
Conditions should remain relatively tranquil through today and
tonight before easterly flow freshens Tuesday ahead of an
approaching low pressure system tracking out of the Missouri valley.
This system is currently forecast to rapidly deepen as it passes to
the northwest across the central Great Lakes, and has the potential
to bring Gales to the lower Great Lakes Wednesday morning.

.HYDROLOGY...
Strong warm advection taking place across the region will boost
temperatures into the mid to upper 40s across Western New York on
Tuesday...and into the mid to upper 30s across the North Country.
This combined with the widespread rainfall of 0.5-1.0 inches expected
through Tuesday night will melt most if not all of the snowpack in the
Southern Tier, raising water levels on area creeks and rivers to
action stage. However, given that the SWE in this snowpack is only
in the 1-2" range per NOHRSC analysis, widespread flooding is not
expected at this time.

Meanwhile across the North Country...the impressive snowpack on the
Tug Hill should be much better able to absorb incoming precipitation...
and will also be unlikely to melt off given its current depth. Given
that the period of time above freezing across the North Country is also
only expected to be about 24 hours in length (along with
smaller departures from freezing compared to the remainder of
the region) flooding is not expected to be an issue there at
this time.
