.SYNOPSIS...
A cold front will stall across our eastern zones overnight,
providing a focus for periods of rain, that will be enhanced later
Sunday afternoon through Monday as strong low pressure moves
northward along the east coast. This low will also bring northwest
winds, strongest across Lake Ontario and its shoreline Sunday night
and Monday. Behind this system, chilly temperatures and lake effect
rain showers will form Monday afternoon and continue through Tuesday
night.

&&

.NEAR TERM /THROUGH TODAY/...
A cold front stalled across central NY will focus rain across much
of western and central NY overnight. Rainfall rates will be fairly
light through the very early portions of Sunday morning. However, WV
imagery shows a baroclinic leaf developing over NE Ohio, western
Pennsylvania and northern West Virginia in response to a shortwave
riding up along the frontal boundary. As the enhanced synoptic
forcing with this wave moves through the Genesee Valley to the North
Country by mid Sunday morning, expect to a burst of moderate to
locally heavy rain move through the region. Western NY will remain
on the western fringe of this precipitation shield, and will likely
see a lull in precipitation for the very early portion of the
morning before the added forcing arrives by mid-morning.

Sunday, the steadiest rainfall should focus from the Genesee Valley
eastward as frontal boundary remains nearly stationary across
central New York. As the intensifying cyclone tracks from just off
the Carolina coast Sunday morning to near Long Island by late Sunday
afternoon, an anomalously high moisture flux with a tropical
connection will surge westward into the region resulting in rainfall
becoming heavy at times. The heaviest rainfall axis looks to be
across central New York where amounts through the daytime hours of
Sunday look to be from 1.5 to 2.5 inches. See hydro section for more
detail of flooding potential.

.SHORT TERM /TONIGHT THROUGH TUESDAY NIGHT/...
Strong cyclogenesis with tropical connections will be underway Sunday
night, with a rapidly deepening surface low moving up the Hudson
Valley and into Southern Quebec, eventually as a sub 980mb low,
perhaps even sub 970mb. This will be in response to a strong upper
level shortwave charging S and then around the base of an
established longwave upper level trough over Midwest, creating a
negatively tilted upper level trough. Meanwhile, a stalled frontal
boundary will allow tropical and Atlantic moisture to feed the
boundary, which will become increasingly frontogentic and
result in copious amounts of precipitation along a narrow swath
- probably peaking along the I-81 corridor from PA-->NY but with
the potential for highest amounts to end up on the W side of
this line.

For CNY and E of Lake Ontario - Sunday Night and Monday morning...
Nearly all forecasts fit the conceptual models for a heavy rain
event: classic cyclogenesis, stalled boundary, tropical moisture,
coupled jet aloft, TROWAL overhead (I-81) for Sunday night.  A flash
flood watch remains in effect from the Genesee Valley (and east into
most of New England) where storm totals of 2-5+ inches are possible -
much of that of that occuring in a 24hr window between Sunday AM
into Monday AM.

As the low wraps up Sunday night, strong winds will develop on the
west side of the low - over Lake Ontario and into CNY.  A low level
jet of 50kts - perhaps as high as 60kts near 925mb will be able to
mix down in the strong cold air advection that will continue into
Monday.  This may result in strong to damaging winds with 60mph
gusts along and inland from the Lake Ontario shoreline for about the
eastern half of the lake with both potential damage from winds and
from shoreline erosion.

For WNY - Sunday Night and Monday morning... Lake Erie and the
Niagara Frontier will be on the western fringes of the strong
cyclogenesis event.  Thus expect little to no rain over far WNY
eventually hitting a fairly sharp rain line toward the Genesee
Valley.  So precipitation will not be an issue.  Winds however will
be somewhat problematic as winds become gusty and then windy later
on Monday as the flow backs to the WSW and funnels up the lake.
Right now it looks like a prolonged advisory level winds will be the
first threat.

The 2nd threat will be on the mesoscale as the beginnings of a
potentially long lived lake effect RAIN event gets underway.  The
end result may end be localized flooding on a WSW flow that may last
well into Tuesday Night.  Details are still a little vague this far
out on honing the locations down, but current estimates would place
the band near or over Buffalo before the band settles a little to
the South.  Storm totals (windswept rain), although localized, could
reach 1-3".

Snow potential...Temperatures aloft continue to be forecast just a
degree or two too high for a changeover to snow.  850mb temperatures
in of -2-4C approaching dry adiabatic lapse rate still yield surface
temperatures in the low 40s (F).  Of course, this might be different
at 2000' hilltops, but those locations will be S/on the periphery of
lake bands with minimal accumulation.  Diabatic effects from heavy
melting snow just above the surface can often drop about 5F at the
surface, so it's close. Wouldn't rule out some higher elevation
accumulation, but again will need some higher res runs AFTER the
completion of the cyclogenesis event before we can place any
confidence on the potential for lower temperatures aloft. That is,
the unusually strong synoptic event may play out differently than
model forecasts.  For now, the main concern will continue to be a
localized flood threat.

Finally, expect a similar response ENE of Lake Ontario on Monday
into Tuesday Night.  The problem here may be that another inch or
two or rain may exasperate conditions an already flood prone region
from Sunday-Sunday Night.  Higher terrain here could also see some
snow, but like Erie, the main concern (after Sunday Night's rain)
remains for the potential high wind event through most of Monday,
and then for significant (but this time localized heavy rain) over
saturated ground.

&&

.LONG TERM /WEDNESDAY THROUGH SATURDAY/...
In general the long term period will feature a rather zonal pattern
with the jet axis gradually lifting northward. Although long range
model guidance agrees on this trend, the 12Z GGEM differs from
GFS/ECMWF guidance in its handling of a shortwave and a warm
frontal boundary. The GFS/ECMWF guidance seems a bit more
plausible given the pattern and model agreement so the forecast
hedges in that direction. Following this, expect a warm front
to slowly lift across the region Wednesday and Thursday,
followed by a cold front Thursday night. There may be a weak
post-frontal lake response, then weak high pressure is likely to
build across the Great Lakes region and provide mainly dry
weather Friday night and Saturday.

Temperatures will not stray too far from normal during the period,
with warmest day being Thursday with highs ranging from the mid 50s
to lower 60s and the coolest day Wednesday with highs in the mid to
upper 40s.

.AVIATION /06Z SUNDAY THROUGH THURSDAY/...
Flight conditions will continue to diminish across the region
overnight and Sunday as widespread rainfall intensifies along a
stalled frontal boundary across the area. Conditions from JHW to ROC
to ART will most certainly deteriorate to IFR overnight and into the
day Sunday as rainfall intensity increases. IAG/BUF will remain on
the fringe of the worst of the weather system, with mainly MVFR
conditions with a few periods of IFR possible as heavier rain clips
these terminals at times.

Outlook...

Sunday night...IFR from the Genesee Valley eastward in soaking rain,
MVFR with a few showers across far Western NY.

Monday...VFR, with MVFR northeast of the lakes in lake effect rain
showers. Very windy.

Tuesday...VFR, with MVFR/IFR east of the lakes in lake effect rain
showers.

Wednesday...VFR/MVFR. A chance of showers.

Thursday...MVFR. Showers likely.

.MARINE...
A period of light winds will develop tonight through most of Sunday
as a cold front stalls over central New York and the pressure
gradient weakens.

Late Sunday and Sunday night a rapidly deepening low will move
northward along the eastern seaboard, then across eastern NY. This
will likely produce a period of fairly high end gales on Lake
Ontario from Sunday night through the first half of Monday, with
more marginal gales then lasting through early Tuesday morning.
There is some potential for a brief period of storms Monday morning
on the east half of Lake Ontario. Winds will be lower on Lake Erie,
likely peaking at around 30 knots late Sunday night through Monday.

.HYDROLOGY...
Heavy rainfall and flooding is looking more and more likely for the
eastern portion of the area Sunday through Monday. A stalled front
over Central NY and the eastern Lake Ontario region will act as a
focus for numerous waves of moderate to heavy rainfall from Sunday
through early Monday morning. The surface low moving northward along
the east coast and into eastern NY has tropical origins, and will
carry with it anomalously high moisture. This event may take on
"PRE" characteristics Sunday and Sunday night as the stalled low
level boundary interacts with strong upper level jet dynamics and
incoming tropical moisture.

Expect event total rainfall amounts of 3-5 inches across the eastern
Lake Ontario region over a 48 hour period, with the heaviest
rainfall from late Sunday through Sunday night. This amount of rain
would produce a concern for fairly widespread, significant areal
flooding initially, then evolve into river flooding as water drains
into the mainstem of the Black, Moose, and Salmon Rivers.

Farther west, expect totals of 2-3 inches across the Genesee Valley
and western Finger Lakes over a 48 hour period. These amounts would
result in relatively minor flooding of low lying areas and possibly
some flooding on smaller creeks.

With this in mind, a flood watch remains in effect from the
Genesee Valley eastward from Sunday afternoon through Monday.

.TIDES/COASTAL FLOODING...
A rapidly deepening area of low pressure will move northward along
the eastern seaboard, then cut through eastern NY Sunday night and
Monday morning. North winds will increase rapidly Sunday night with
the approach of this system, then become more westerly and increase
further Monday morning as the low moves by. This will produce a high
end gale on Lake Ontario, with strong winds and very high wave
action bringing a significant increase in shoreline erosion and
possibly some minor flooding to the bays and inlets along the
southern and eastern shores of the lake. Strong west winds will
persist Monday afternoon through Tuesday as the strong surface low
moves slowly northward across Quebec.

With this in mind, a Lakeshore Flood Watch remains Sunday night
through Tuesday for the entire NY shoreline of Lake Ontario.
