.SYNOPSIS...
Low pressure across the mid-Atlantic will rapidly intensify as
it tracks across central New York tonight. This will result in
strong west winds late tonight and Monday, which will be
especially strong along the Lake Ontario shoreline. There also
will be heavy rain from the Genesee Valley to central New York
late tonight. Behind this system, chilly temperatures and lake
effect rain showers will form Monday afternoon and continue
through Tuesday night.

&&

.NEAR TERM /THROUGH MONDAY/...
A rapidly deepening area of low pressure is nearing the Jersey Shore
this evening. Surface winds are relatively light and from the north
to northwest this evening, but as we carry on past midnight and the
pressure gradient tightens around this deepening surface low, winds
will strengthen. Regional radars display a sharp back edge of
rain along our western border. Still moderate to embedded heavy
rain across the Genesee Valley and eastward through the Finger
Lakes and Eastern Lake Ontario region.

Damaging winds are expected late tonight into Monday morning,
with the greatest risk along the Lake Ontario shoreline from
Rochester to Watertown. The strongest gusts will be within 5
miles of the lakeshore with peak gusts to 65 mph. Most mesoscale
guidance forecasts 925mb winds to 60 knots which is 5-10 kts
stronger than previous runs. In addition, have expanded the high
wind warning to include Orleans and Niagara counties. Elsewhere
will be windy as well, with gusts to 50 mph on Monday into
Monday evening.

Flooding also remains a concern, with the greatest risk in the
Black River basin with minor flooding possible westward to the
Genesee basin. Through early evening, the heaviest rain will
focus along a 850mb thermal gradient which is located just west
of the surface boundary which is located across central New York.
This will bring moderate rainfall amounts which are not likely
to cause flooding. After this, tropical moisture will wrap
around the intensifying low and spread into Central New York and
the Eastern Lake Ontario region. This will bring a soaking rain,
with several inches possible in 6 hours or less. Winds will
shift from the northwest to the southwest early Monday, with
some enhancement from lake influences and upsloping. A flood
watch remains in effect.

Otherwise, synoptic precipitation will taper off late tonight in
far western New York and Monday morning east of Lake Ontario. It
will take a couple hours, but temperatures aloft are cold enough
to support a lake response which will develop off Lake Erie by
early afternoon and Lake Ontario by late afternoon. Lake effect
rain showers will spread well inland due to the strong winds,
generally focusing northeast of the lakes.

.SHORT TERM /MONDAY NIGHT THROUGH WEDNESDAY NIGHT/...
Following the major synoptic system during the near term period,
our attention will quickly shift to the mesoscale as a long lasting,
significant lake effect event will continue east of Lakes Erie and
Ontario Monday night through Tuesday night. While the vast majority
of the precipitation will fall as rain, but some wet snow will likely
mix in across the higher terrain at times, especially overnight Monday
night and Tuesday morning, and again Tuesday night. Lake induced
equilibrium levels will run between 15-20K feet from Monday evening
through Tuesday evening, providing ample instability and deep mixing
for fairly strong lake effect bands at times. Several weak trough
passages will move the bands around over time, which should help to
at least somewhat mitigate the risk for flooding.

Outside of the main lake effect areas, it will be mainly dry through
Tuesday night. The one exception may be across the Saint Lawrence
Valley, where the combination of a little more synoptic scale moisture
and convergence may produce a few scattered showers at times.

Looking at the lake effect in a little more detail...a fairly well
organized band of lake effect rain over the Buffalo Metro area at
the start of Monday evening should steadily sag southward through
the first half of the night following the passage of a mid level
trough...which will force the low level flow to become more westerly
and push the lake effect into the western Southern Tier. Later Monday
night and early Tuesday morning the boundary layer flow will begin
to back more west-southwesterly again...while carrying the lake band
back into southern Erie/Wyoming counties. During the day Tuesday another
shortwave will approach and force the boundary layer flow to back
more to the southwest, carrying lake effect back into the Buffalo
Metro area. Behind this wave...the flow will again veer more westerly
Tuesday evening and drive the lake effect back into the western
Southern Tier.

The band of lake effect will likely be strongest when it is over the
Buffalo Metro area early Monday evening, and then again on Tuesday...
when fetch is longest and synoptic scale moisture/convergence enhance
the band just ahead of each mid level shortwave. Two-day rainfall
amounts may reach 2 inches across portions of the Buffalo Metro area,
but given the movement of the band this should be broken up enough over
time to prevent any significant flooding risk.

Conversely...the band will likely be a little weaker when it resides
over the western Southern Tier Monday night and again Tuesday night
with less synoptic scale moisture and support. Nonetheless, liquid
amounts may reach 1 inch in a few locations.

As far as precip type goes, 850mb temps still look to range from
-4C to -5C through the event...which is not cold enough to support
snow at the lower elevations even with strong dynamic cooling. Some
graupel will likely mix in at times near Buffalo in stronger cells
within the band, but nothing more. Across the higher terrain, such
temperatures will support some wet snow mixing in at times and possibly
changing to all snow briefly across the highest terrain...with this
most likely overnight Monday night and again Tuesday night across
the Boston Hills and higher terrain of Wyoming County, and northern
Chautauqua/northern Cattaraugus counties. While we cannot rule out
some minor slushy accumulations of an inch or two in these latter
areas, the airmass does not appear quite cold enough to support
anything more significant.

Meanwhile off Lake Ontario...developing lake effect rain showers near
or just south of Watertown early Monday evening will consolidate into
a band of lake effect rain and settle into the northern Tug Hill Monday
night as boundary layer flow veers slightly. The next shortwave will
then lead to a subtle backing of the flow Tuesday...resulting in the
lake effect migrating back north into the Watertown area. Finally,
behind the shortwave the lake effect will move back south into the Tug
Hill region Tuesday night.

Lake Ontario is usually a little less prolific at producing lake effect
rain than Lake Erie, and this event appears to be no different.
Nonetheless, two-day rainfall totals may still approach an inch in
some locations from Watertown to the northern Tug Hill region. Given
the heavy synoptic rainfall totals expected over the preceding two
days...such additional rainfall amounts (while not overly noteworthy
in and of themselves) will still be likely to keep water levels up in
low lying and poor drainage areas.

Similar to the Lake Erie lake effect, the majority of the precipitation
will fall as rain at lower elevations, with a chance of some graupel
mixing in at times in the strongest cores. The higher terrain of the
Tug Hill Plateau and western foothills of the Adirondacks may change to
some wet snow overnight Monday night and early Tuesday, and again
Tuesday night. Amounts still appear to be light if this materializes,
with a slushy inch or two possible.

Later Tuesday night and Wednesday morning the low level flow will back
to southerly and become increasingly sheared in response to surface
high pressure sliding off the Atlantic coastline and developing low
pressure over the northern Plains. This will result in the lake effect
activity quickly lifting back northward and steadily weakening...before
ending altogether by mid-late Wednesday morning as the flow becomes
too southerly. After that we can expect a relatively quiet and mainly
dry Wednesday afternoon with modest warm air advection just supporting
the chance for a few spotty light rain showers...with the latter then
gradually becoming more numerous Wednesday night as the aforementioned
surface low pushes into the Upper Great Lakes and pushes its attendant
warm front into our region.

Regarding temperatures...these will remain on the chilly side through
this period...with daytime highs mainly in the 40s...and nighttime
lows mostly in the 30s Monday and Tuesday nights largely warming
back into the 40s for Wednesday night. The coldest overall temps
look to come Tuesday night...when lows will range from around 30
across the coldest interior portions of the Southern Tier and North
Country to the mid 30s across the lake plains.

.LONG TERM /THURSDAY THROUGH SUNDAY/...
The longwave pattern during the period transitions to a more
zonal flow. The likelihood for showers will remain in the
forecast for Thursday and Friday as a warm front continues to
lift across the region Thursday, followed by a cold front late
Thursday night into Friday. The air mass behind the cold front
become briefly cold enough for some minimal lake response,
before weak high pressure builds in providing mainly dry weather
Friday night and Saturday. Latest medium range models
suggesting the possibility for weak impulses to work through the
flow later in the weekend which may interact with an
approaching warm front from the Ohio Valley, possibly bringing
precipitation back into the region by Sunday.

Temperatures through the period should average a bit above
normal with the zonal flow pattern in place. Thursday will
likely be the warmest day within the warm sector behind the
passage of the warm front with temperatures pushing into the
upper 50s to lower 60s, otherwise temperatures will be near
seasonal normals.

.AVIATION /00Z MONDAY THROUGH FRIDAY/...
For the 00Z TAFS IFR/MVFR flight conditions are found, with the
improved MVFR conditions mainly across the Niagara Frontier where
rain is beginning to taper off. Expect IFR elsewhere through a good
portion of the night, with moderate to at times heavy rain from KROC
eastward.

Winds are relatively light to begin the TAF period...but around 06Z
we should see a marked uptick in the wind and wind gusts as the
pressure gradient strengthens around a deepening surface low.
Northwest gusts by 12Z could be around 40 knots for KIAG and
KROC...and upwards to 50 knots across KART on a westerly wind. For
KBUF and KJHW, farther away from Lake Ontario and the surface low,
wind gusts will not be as strong.

Rain will taper off from west to east tonight, with flight
conditions improving back to MVFR/VFR Monday. Much cooler air
wrapping across the eastern Great Lakes behind the surface low will
begin to generate lake effect rain, near KBUF and KIAG for the last
few hours of the TAF cycle.

Outlook...

Monday night...VFR, with MVFR northeast of the lakes in lake
effect rain showers.

Tuesday...VFR, with MVFR/IFR east of the lakes in lake effect rain
showers.

Wednesday...VFR/MVFR. A chance of showers.

Thursday...MVFR. Showers likely.

Friday...VFR.

.MARINE...
Tonight a rapidly deepening low will move northward along the
eastern seaboard, then across eastern NY. This will produce a period
of gales and storm force winds on Lake Ontario late tonight through
the first half of Monday, with more marginal gales then lasting
through early Tuesday morning. Winds will be slightly lower on Lake
Erie, but still will reach gale strength of 35 knots late tonight
and Monday.

&&

.HYDROLOGY...
There continues to be a risk for flooding across the eastern
half of the cwa which includes the Genesee River Basin and areas
east.

The greatest rainfall amounts will be in the Black River basin
where storm totals of 3-5 inches are expected. Amounts will
trend down to 2-3 inches across the Western Finger Lakes and
Genesee River valley with less than 2 inches across far western
New York. The heaviest rain will fall tonight when tropical
moisture interacts with a rapidly intensifying extratropical
low.

The primary flood risk is for small stream and creek flooding
immediately following the heavy rain tonight. This includes
feeder streams in the Eastern Lake Ontario region which are too
numerous to mention. More minor impacts are possible in the
Genesee Basin and Rochester metro area. Rainfall amounts will be
less to the west, but in urban areas storm drains may become
clogged with leaves. A rising Irondequoit Creek, and rain
training over the Genesee Valley this evening necessitated a
warning for Irondequoit Creek, especially the northern half
including Ellison Park.

A secondary concern is flooding on larger mainstem rivers and
forecast points. Flows going into this event are low so it will
take more rain than usual to reach flood stage. At this point,
it appears likely the Black River will reach action stage but it
will take rainfall at or slightly above the current forecast to
cause flooding at forecast points along the Black and Moose
Rivers.

.TIDES/COASTAL FLOODING...
A rapidly deepening area of low pressure will move northward along
the eastern seaboard, then cut through eastern NY tonight and
Monday morning. North winds will increase rapidly late tonight
with the approach of this system, then become more westerly and
increase further Monday morning as the low moves by. This will
produce a high end gale to around storm force on Lake Ontario,
with strong winds and very high wave action bringing a
significant increase in shoreline erosion and some minor
flooding to the bays and inlets along the southern and eastern
shores of the lake. Strong west winds will persist Monday
afternoon through Tuesday as the strong surface low moves slowly
northward across Quebec.

With this in mind, a Lakeshore Flood Warning has been issued
for tonight through Tuesday for the entire NY shoreline of Lake
Ontario.
