warning for the following rivers in North Dakota...
Wintering River near Karlsruhe affecting McHenry County
For the Souris River Basin including Karlsruhe...Minor flooding is
forecast.
.Melt water from the Wintering River is making its way into the
mainstem Souris, where there is still a lot of ice. Karlsrhue was
still observed to be ice covered. The river level is forecast
to rise to minor flood stage by later today. With ice still on
the river, rapid fluctuations are possible and the river may
go even higher than forecast.

For the Souris River Basin including Foxholm...Towner...Karlsruhe...
Minor flooding is occurring. Minor flooding is forecast at Foxholm
and Karlsruhe. Moderate flooding is forecast at Towner.
.Lake Darling outflows are holding at 1200 cubic feet per second.
As melt progresses additional changes are likely. Any changes are
highly dependent on observed and forecast temperatures and timing
of local runoff to maintain target flow of 2000 cubic feet per
second at Minot.
Increased outflows from Lake Darling and snowmelt runoff below
Lake Darling are producing rises along the Souris. This includes
Foxholm and Towner on the mainstem Souris, and Karlsruhe on the
Wintering River. Flood warnings remain in effect for these locations.
Ice remains at both Karlsruhe and Towner and can cause rapid
fluctuations in the river levels.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Safety message...Do not drive into areas where water tops the
roadway. Turn around...Don't drown. Avoid driving on flooded roads.

Patchy fog continues over portions of the James River Valley and the north central. Recent observations indicate fog is lifting around Jamestown. Populated latest sensible weather elements and interpolated to late morning values. Will take a closer look at afternoon highs with the late morning update. UPDATE Issued at 644 AM CDT Mon Mar 27 2017 Surface observations from across the region still show fog and low visibilities across the eastern part of the state. Locally, Jamestown has been fluctuating between 1/2sm and 1/4sm, but they have been the only spot so far to fall that low across the BIS forecast area. Weather cameras across the region tell a similar story to the surface observations. The current forecast is carrying areas of fog in the east, and patchy in the central, which remains a reasonable expectation. Early morning regional radar mosaic shows a few light returns moving across the northern part of the state. Do not expect those in the northwest and north central to be reaching the ground at this point with forecast soundings showing dry air in the low and mid levels of the atmospheric column. && .SHORT TERM...(Today and tonight) Issued at 404 AM CDT Mon Mar 27 2017 Melting snowpack, light winds and subsidence will lead to fog across most of northern North Dakota this morning.
