Souris River near Towner affecting McHenry County
For the Souris River Basin including Towner...Minor flooding is
occurring...With Moderate flooding forecast.
. Increase in flows from Lake Darling releases and additional
snowmelt runoff from the local areas below Lake Darling is
reaching the Towner area. There is still a good amount of ice
in the reach, which adds uncertainty to the timing of the flow
as it moves further downstream. Ice jams may form as ice breaks
up and moves through the system.

For the Souris River River Basin including Towner...Minor
flooding is occurring...With Moderate flooding forecast.
. Lake Darling outflows are holding at 1200 cubic feet per second.
As melt progresses additional changes are likely. Any changes are
highly dependent on observed and forecast temperatures and timing
of local runoff to maintain target flow of 2000 cubic feet per
second at Minot.
. Increased outflows from Lake Darling and snowmelt runoff from
local areas below Lake Darling is reaching the Towner area. There
is still a good amount of ice in the reach, which adds uncertainty

Minor flooding is occurring. Minor flooding is forecast at Foxholm
and Karlsruhe. Moderate flooding is forecast at Towner.
.Lake Darling outflows are holding at 1200 cubic feet per second.
As melt progresses additional changes are likely. Any changes are

Ice remains at both Karlsruhe and Towner and can cause rapid
fluctuations in the river levels.

bulk of the snowmelt runoff is now reaching the Bantry to Westhope area.

flooding forecast.
. Runoff from melting snow has slowed considerably over the past few
days and upstream points along the Souris River are falling while the
bulk of the snowmelt runoff is now reaching the Bantry to Westhope area.
High water is expected to remain along the Souris River for the
foreseeable future, especially in the area from Towner to Westhope.
The good news is that the peak water levels are now starting to
show up in the forecasts for even the downstream areas of Westhope and
Bantry. These peaks are contingent on the area receiving no large rain
events over the next couple of weeks. Any substantial rain events
could cause the river to rise beyond current forecasts.

expected to continue.
. High water continues along the Souris River's run through North
Dakota. However, from Sherwood down through the Towner area, the
forecasts generally show a slow fall in water levels through the
coming days even though water will remain high for the foreseeable
future. From Bantry to Westhope, the Souris continues to rise but
the likely peak is in the forecast window as not enough rain is
expected to significantly alter the forecast. Elsewhere, Willow
Creek remains above flood stage but will steadily fall over the
coming days.

Willow City...Moderate to Major flooding is occurring and is expected
to continue.
. Rapidly falling runoff out of Canada has allowed the discharge from
Lake Darling to be lowered Wednesday evening with expectations for future
decreases in discharge over the coming days. This discharge has already
resulted in the cancellation of the flood warning for the Souris River
near Foxholm. However, it will take many days for this water to reach
the Towner to Westhope area. In fact, the Bantry to Westhope area is
still seeing water levels increase and will crest over the coming few days.
Elsewhere in the Souris River basin, Willow Creek near Willow City remains
above flood stage and is forecast to start falling by this weekend.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Safety message...Do not drive into areas where water tops the

combined with a depleted snowpack in North Dakota and not much for
rain in the near future will allow even lower discharge from Lake Darling
over the coming days. This lower discharge will take some time to be
felt in the downstream areas of the Souris River near Towner, Bantry, and
Westhope. The Souris River near Westhope is cresting today and will begin
to slowly fall over the weekend. However, it will take many days for
this downstream area of the Souris to drain all the excess water off
of the flood plain.
Elsewhere in the Souris River basin, Willow Creek near Willow City remains
above flood stage and will start falling this weekend as backwater effects
from the water levels on the Souris diminish.

Willow City...Major flooding is occurring and is expected to
continue.
. Lower discharges out of Lake Darling from last week continue to
work their way into the downstream areas. Forecast points of Towner,
Bantry, and Westhope all peaked last week and are in a slow, but
steady downward trend. Elsewhere in the Souris River basin,
Willow Creek near Willow City is also in a slow, but steady downward
trend.
While there is not enough moisture in the forecast to change these
expectations, high water at the listed locations is expected for
the foreseeable future.

evening. Additional rises may be possible thereafter.
* Impact...At 1418 feet...Refuge area floods. The city of Westhope is
on high ground and does not flood. Road to gage is impassable.
Access to Dam #357 is OK below 16 feet.

Area Forecast Discussion National Weather Service Bismarck ND 1156 AM CDT Sat Mar 25 2017 .UPDATE... Issued at 1149 AM CDT Sat Mar 25 2017 Fog seems to be lifting as expected. The latest iterations of the HRRR have had a solid handle on the progression of the current environment. At this point, the thinking is still that stratus will begin to lift and move out in the 18z to 20z time frame, with mid to high clouds moving in from the west. Did decrease high temperatures slightly across mainly the central part of the state due to very little, if any, sunshine peeking through this afternoon. Also tweaked precipitation chances based on current radar trends in the near term. Otherwise, just blended the latest observations to the going forecast. UPDATE Issued at 849 AM CDT Sat Mar 25 2017 Latest fog/stratus and surface observations indicate the primary area of low clouds/fog stretch along and east of a line from Rolla to Carrington and Harvey, into Bismarck/Mandan and Linton. Latest high resolution models HRRR/RAP/GLAMP Meld/NAMNEST all indicate that between 16z and 18Z the fog will lift and dissipate, with the stratus deck lagging behind but eroding between 18z and 20z. However, mid/high clouds streaming from southwest to northeast in western ND will also begin to edge into central ND as well this afternoon. Thus the mostly cloudy sky is on track. Minor tweak to pops in the west as the Bowman Radar continues to show a trend toward higher reflectivities. Cloud ceilings remain high at around 10kft to 12kft, so a lot of this is likely virga; but it is also moistening up the drier layers below cloud base. Will keep an isolated mention of rain showers through the morning in portions of the west to account for this. Rest of the forecast elements in good shape. UPDATE Issued at 600 AM CDT Sat Mar 25 2017 Have updated to add a small chance of rain showers early this morning in the northwest based on radar returns approaching that area. && .SHORT TERM...(Today and tonight) Issued at 440 AM CDT Sat Mar 25 2017 Moisture was streaming in to the forecast area from both sides, mid and high level from the west ahead of the approaching trough that will bring precipitation later, and low level from the east between the surface low over Missouri and surface high over Ontario. Low clouds were becoming more extensive and patchy fog had formed in clear areas of the east. For today, mostly cloudy in the east to southeast moist flow. Ahead of the long wave trough crossing the Rockies will be two short waves. The first, in the northern stream, moves into Saskatchewan taking the lift associated with it north of the border. This should deliver clouds at worst. The second, farther south in the H5 flow, is weaker than earlier anticipated. Surface convergence along the frontal boundary, and at least weak lifting, should be enough to trigger showers very late in the day in the west. The issue tonight becomes how low temperatures fall before the showers advance east overnight. Thermal profiles are indicating that the lower levels could be cold enough for ice pellets (sleet) and some freezing rain in the area east of Bismarck. .LONG TERM...(Sunday through Friday) Issued at 440 AM CDT Sat Mar 25 2017 The longer term continues with continuity showing unsettled periods about every other day or so. Precipitation type is rain during the daytime and possibly a mix at night. Synoptic scale models continue to show a progressive pattern with troughing every other day or so in the fast flow. The troughs continue to dig across the south and push east, keeping north Dakota on the northern edge of the action. Precipitation is not expected to be significant, a tenth of an inch or so with each passing system. Lows 25 to 35 and highs in the 40s and 50s. && .AVIATION...(For the 18Z TAFS through 18Z Sunday afternoon) Issued at 1149 AM CDT Sat Mar 25 2017 Ifr/mvfr cigs at KBIS/KJMS will lift and improve to vfr by 21z Saturday. Vfr cigs/vsbys expected elsewhere through most of Saturday night. The exception thereafter will be at KMOT/KJMS. Mvfr cigs are forecast at KMOT 11z-14z Sunday; and ifr cigs at KJMS 13z-17z.
