The National Weather Service in Binghamton has issued a Winter
Weather Advisory for blowing and drifting snow, which is in 
effect until 8 AM EDT Thursday. The Winter Storm Warning has been 
replaced by a Winter Weather Advisory.

* LOCATIONS...Portions of central New York and northeast
  Pennsylvania.

* HAZARD TYPES...Significant blowing and drifting snow, along 
  with periods of light snow through today.

* ACCUMULATIONS...Snow accumulation of 2 to 5 inches.

* TIMING...Winds will gust into the 25 to 40 mph range through
  tonight. Resultant drifting snow will make road clearing efforts
  difficult, especially in more open areas.

* IMPACTS...The heavy snow will make travel very dangerous. Roads
  will become snow covered and slippery. Strong winds will lead to
  considerable blowing snow and drifting snow. Expect white out
  conditions in open areas. Bitter wind chills may produce 
  frostbite with prolonged exposure to the cold. 

* WINDS...Northwest 15 to 25 mph with gusts up to 40 mph.

.SYNOPSIS...
Scattered snow showers and flurries will persist mainly over
central New York through this evening, followed by dry yet cold
conditions Monday. A major winter storm may impact our region
Monday night through Wednesday. Heavy snowfall is possible for
some areas, and even where not as heavy, blowing and drifting
snow may become an issue by Tuesday night into Wednesday.

.NEAR TERM /THROUGH MONDAY/...
2 PM Update...
Winds are less than Saturday but temperatures are little
changed; very cold again with highs near daily record low
maximums. Moisture layer is shallow yet clouds are at dendritic
growth temperatures, thus we continue to see very narrow lake
effect flurry bands especially southeast of the Finger Lakes,
crossing into the northern tier of Pennsylvania. Light dustings
of accumulation will occur; generally under an inch. Slackening
wind will tend to limit flurries to Central New York with time;
mainly central to northern Finger Lakes region by late evening
before ending overnight. Lows tonight will be in the single
digits to lower teens, though if there is a longer-than-expected
window of clearing between loss of diurnally-aided lake clouds
and incoming high thin clouds, radiational cooling could realize
lower values.

Monday will be dry with increasing clouds as initial mid level
wave and surface low move into the Ohio valley by late day. The
airmass will modify by afternoon with highs ranging from the
lower 20s to near 30; still roughly 15 degrees short of normal.
Light snow may try to sneak into the Finger Lakes mid-to-late
afternoon as top-down moistening begins, but of course the main
action for the incoming system will be Monday night onward.

.SHORT TERM /MONDAY NIGHT THROUGH WEDNESDAY/...
345 pm update...

The main focus remains on the Monday night-Wednesday storm. A
winter storm watch continues for the entire area. The big
picture idea is similar, with northern/southern stream phasing
leading to significant east coast cyclogenesis. However, the
devil will be in important smaller scale details, with regards
to exactly how this phasing occurs.

Still much uncertainty. Storm hits in two parts. First as the
coastal low brings moisture in from the south Monday night into
Tuesday, then as wrap around. The first batch will hit the
southeast the hardest late Monday night and Tuesday while the
backside will hit upstate New York Tuesday night and Wednesday.
Storm total snowfall amounts did not change much at around a
foot but the range is still large. The models have only small
changes between their last runs but still show a large range of
outcomes. The NAM would be the heaviest with 1 to 2 inches of
liquid mainly late Monday night to Tuesday. The GFS/Euro are
similar with the first batch the heaviest only in the far
southeast followed by some wrap around.

.LONG TERM /WEDNESDAY NIGHT THROUGH SATURDAY/...
4 am update...

This period changed little. Marked by snow showers and colder
than normal temperatures at the beginning. On the back side of a
deep upper level trough over the northeast. Northwest to north
flow will keep arctic air moving south into the area. This means
more weak lake effect.

A brief break on Friday between upper level troughs. This
coming weekend temperatures closer to normal but a clipper
dropping southeast into the area with light snow. With this will
be another upper level trough and more arctic air.

.AVIATION /18Z SUNDAY THROUGH FRIDAY/...
Very stubborn northwest flow of arctic air will keep scattered
snow showers and flurries across much of central New York.
Intermittent IFR VIS will still occur initially for KBGM-KITH,
and then into late afternoon at times for KSYR-KRME. Otherwise,
however, VFR conditions through the TAF period. Northwest winds
will still occasionally gust to near 20 knots this afternoon but
will slacken this evening before becoming variable early Monday.

OUTLOOK...

Monday afternoon...VFR.

Monday night-Tuesday...Restrictions very likely as large
coastal storm spreads snow across the region, possibly heavy.

Tuesday night-Wednesday...Restrictions likely in snow showers
and gusty winds.

Wednesday night-Thursday...Improving conditions but lake effect
snow showers and brief restrictions still possible NY terminals.

Thursday night-Friday...Mainly VFR.
