...LAKE EFFECT SNOW ADVISORY REMAINS IN EFFECT FROM 10 PM THIS
EVENING TO 1 PM EST FRIDAY...

* LOCATIONS...Onondaga, Madison and Southern Cayuga Counties in
  New York.

* HAZARD TYPES...Heavy snow.

* ACCUMULATIONS...Snow accumulation of 4 to 8 inches.

* TIMING...Expect a band of lake effect snow...heavy at times...
  to set up along and to the south the Interstate 90 corridor late
  this evening and persist through tonight before weakening
  Friday morning.

* IMPACTS...The heavy snow will make travel very dangerous. Roads
  will quickly become snow covered and slippery. Bitter wind
  chills may produce frostbite with prolonged exposure to the
  cold.

* WINDS...Northwest 10 to 20 mph with gusts up to 25 mph.

* TEMPERATURES...11 to 20.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Lake Effect Snow Advisory means lake-effect snow is forecast
that will make travel difficult in some areas. Lake-effect snow
showers typically align themselves in bands and will likely be
intense enough to drop several inches in localized areas. Use
caution when traveling.

.SYNOPSIS...
Milder air and occasional rain, will be over the area tonight as a
low moves through the Great Lakes. A cold front will swing
through early Wednesday, ushering in colder air and scattered rain
and snow showers.

.NEAR TERM /THROUGH TODAY/...
915 PM update...

Tonight has been a sobering reminder of how poor the models...even
the high-resolution models...are at forecasting cold air damming
over our eastern forecast area. Conshort, RAP, and the HRRR have
provided no help this evening with their forecasts for
temperatures along our eastern border.

With the obs along the I-81 corridor jumping 2 to 4 degrees in the
last 90 minutes, it appears the cold air will finally be scoured
out of the east. In the meantime, we are handling pockets of
freezing rain with an SPS.

3 PM update...

Cold air has been stubborn to leave this afternoon over the far
north and east. Latest batch of heavier rain has not yet brought
in the milder air however temps are rising quickly behind it so
hopefully this will be the end of the icing. Overnight, warm air
advection continues and surface temps will continue to rise. Best
lift associated with the upper jet and overrunning will have
lifted north by the end so rain will be more spotty, especially
over the southern zones.

Cold front sweeps through late tonight beginning a return to more
seasonable air. Temps will begin to fall over the west before 12Z
and continue to fall across the forecast area through the day.
Not a whole lot of support for any precipitation with the cold air
advection strong but quite sheared and with a limited lake fetch.
As the showers change to snow they will diminish through the
afternoon.

.SHORT TERM /TONIGHT THROUGH 6 PM THURSDAY/...
Issued a winter storm watch for our far southern counties
including Luzerne, Lackawanna, Pike, southern Wayne in PA and
Sullivan County in NY for Wednesday night through Thursday. All
models show a low-level baroclinic wave dropping east-southeast
from the midwest Wednesday. This low-level feature will intensify
as it rapidly tracks northeast to near the middle Atlantic coast
by Thursday morning. The upper level trough will dig in to the
Carolinas Thursday and go negatively tilted. The low-level cyclone
rapidly works northeast with significant lift and frontogenetical
forcing mainly across eastern PA to southern New England. Our far
southern counties get grazed so we issued a watch for 5-8 inches
of snow to cover. Based on all the guidance we looked at, unless
a shift to the west occurs, most of our forecast area will be
spared the brunt of this storm. But if the storm slows down more,
the heavier snow would fall farther west and north. For now we
will mention this in our HWO for counties north and west of the
winter storm watch for the potential of several inches of snow.
Issued a DSS briefing which covers this potential as well for
this westward trend of more snow. It is something for later shifts
to monitor.

.LONG TERM /THURSDAY NIGHT THROUGH TUESDAY/...
For Thursday night, northwest flow along with 850 mb temperatures
around -20 C will help develop some lake effect snow across
north central NY with otherwise just some scattered flurries and
cold temperatures rest of central NY and northeast PA.

Late Friday into Saturday, warm air advection pattern develops
and will produce from light snow into Saturday morning. Another wave
will approach for Sunday producing another batch of mixed
precipitation changing to light rain.

Then for early next week, colder air will surge back into the
region with more lake effect snow showers.

.AVIATION /06Z WEDNESDAY THROUGH SUNDAY/...
Highly variable conditions will continue through the pre-dawn
hours. For the most part, restrictions should hover near the MVFR
category, but we'll likely see some IFR/below alternate minimum
conditions at KBGM, and also some VFR/unrestricted conditions at
KSYR, KITH, and KAVP.

Once a cold front sweeps through the region from 09-11z, showers
should diminish, with prevalent MVFR ceilings at KSYR, KRME, KITH,
and KBGM, while VFR conditions develop at KELM and KAVP. While
this scenario will largely hold through the day, we are expecting
to see at least occasional improvement to VFR by late
morning/early afternoon at KITH and KBGM.

An area of steadier snow is expected to move into the region later
tonight. We expect conditions to quickly deteriorate to IFR or
below alternate minimums with the snow. Snow should develop at
KELM, KITH, and KBGM after 04-05z, while likely waiting until just
beyond the valid TAF period at KAVP, KSYR, and KRME.

OUTLOOK...

Wednesday night into early Thursday...Restrictions likely in snow
at KELM, KITH, KBGM, and KAVP. KRME and KSYR will be on the edge
of the steadier snow, and should see more short-lived
restrictions.

Later Thursday into Friday morning...Restrictions probable in
lake-effect snow at KSYR and KRME, with more transient
restrictions possible in snow showers at KITH, KELM, and KBGM.

Saturday and Sunday...A wintry mix, with associated restrictions.

Snow will develop late Wednesday night and last into Thursday

exists for a few inches of snowfall especially in the Twin-Tier
Region. The heaviest snow is expected to fall south and east of
these areas across the Poconos and Western Catskills. If the storm
shifts farther west, more snow would fall into the Twin-Tier
region.

Temperatures across the region range mainly from 32 to 34 degrees
early this morning. Although they may rise slowly before daybreak,
areas of light freezing rain are likely to continue, with the
ground and some objects still quite cold.
