.Widespread and heavy rain is expected to generate significant
rises on the upper Sacramento River system during the next few days.
Overflow into Colusa and Tisdale weirs expected to begin Thursday
night.

Forecasts are based on present and forecasted meteorological and 
hydrologic conditions at time of issuance.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

* Impact...Near 214.0 feet, Between two hundred thirteen and two 
  hundred fourteen feet the county park becomes inaccessible. At two 
  hundred forteen feet water begins to enter Driftwood RV fishing 
  resort on east bank of river and just north of the county park.

.Heavy rainfall over Northern California today is causing the Sacramento
River to rise. The river will continue to rise into the weekend due to a
hydrological lag. Overflow at Colusa and Tisdale weirs will begin tonight.

Forecasts are based on present and forecasted meteorological and 
hydrologic conditions at time of issuance.

.SYNOPSIS...
Wet and windy weather with high-elevation snow continues into
Friday. Freezing temperatures possible this weekend.

&&

.Discussion...
Precip has mostly shifted N of our CWA as the upper ridge has
amplified over Norcal, and now our attention will turn to the
incoming frontal boundary and the TPW plume leading edge of the +4
TPW plume crossing 35N/130W with values over 1.5". This plume will
be "tapped" by the incoming front as it drops SEwd over our CWA
ahead of the trof and initial shortwave moving over Norcal Thu nite
and Fri morning. A band of moderate-heavy rainfall will be
associated with the front which most of the higher resolution models
generally weaken possibly due to the slower timing of the initial
vort max moving into interior Norcal. Although higher REFs will be
observed with the front, it appears the chance of an intense rain
band (NCFR) has lessened.

In any event, rain rates will be on the upswing Thursday and
Thursday night and will possibly be comparable to what we saw this
past weekend. This will also increase the chances of urban, small
stream, and burn scar flooding potential, which will also be
augmented by high snow levels.

Snow levels will initially start above 7000 feet today, but fall
rapidly as the front passes through. By early Friday, snow levels
could drop down to 2000-4000 feet, but heavier precipitation will be
winding down. Given the timing of the front affecting the Lassen
Park area (zone 68) Thu morning, we will upgrade the winter storm
watch to a warning to account for the impactful snow falling by
then. Cooler air with the front and heavier precip should lower snow
levels to around 6 kft. There is still some uncertainty with how
much snow accumulation the slopes of the northern Sierra will
receive and the timing of impactful snow on the passes and will let
the watch continue for zone 69. A ball park number for the 80/50
corridor is 6-12 inches.

Sly gradients have increased to over 8 mbs and are expected to
increase to about 11-12 mbs by late afternoon and evening. 925 mbs
winds expected to increase to 50 kts by 06z Thu with that core of
strong winds spreading Swd down the Valley through Thu. Some of this
wind should be mixing down especially with Fropa which could topple
some trees given the wet ground. We jumped the gun on the onset of
the winds with the advsry, but the event itself is still on track
with winds picking up this evening/tonight. Wind gusts of 40-55 mph
will be possible in the Valley with the strongest gusts likely to be
in the northern Sacramento Valley.

Showers are likely to linger over the W slope Sierra on Fri,
otherwise a colder and drier pattern settles into the region by
Saturday as the storm shifts to the east and northwesterly flow
develops over the region. Freezing temperatures will once again be
possible in the Central Valley by Saturday morning, with the coldest
mins the following morning. A Hard Freeze (mins <28 for several hrs)
is possible which would be the first of the season for the Valley
Sunday morning before they moderate Mon/Tue.  JHM

.EXTENDED DISCUSSION (Sunday THROUGH Wednesday)

High pressure begins to influence northern California Sunday,
which will keep the forecast area dry through Tuesday. High and
low temperatures across the region will remain near normal to
as much as 10 degrees below normal for some mountain spots.
Another system approaches from the Pacific northwest that will
bring chances for precipitation across the northern Sacramento
valley and northern mountains Tuesday night through next Wednesday.

IFR/LIFR conditions expected for the northern Sacramento Valley
with MVFR/IFR conditions for the lower Sacramento Valley and upper
San Joaquin Valley for the next 24 hours. Gusty south winds will
