.Ice jams along the lower Rock River have produced significant rises 
over the past several days. The river near Joslin reached the 12 foot
flood stage Friday evening...from ice jams extending from the Interstate 80
bridge...upstream towards Joslin. These ice jams may break up in the 
next few days as warm temperatures spread over the area. Until then,
river levels will remain elevated.

the next 48 hours.

A narrow swath of moderate rain/sleet/wet snow will continue to
swing east northeast through the CWA early this evening. As this
band exits, I plan to cancel remaining advisory counties as the
IDOT reports mainly wet roads at this time.

Issued at 330 PM CST Fri Dec 23 2016

The latest SFC analysis was indicating upstream trof oriented from
north to south acrs the northeastern plains, down toward the OK
panhandle. The main associated warm front was extending
southeastward acrs northern MO. This sfc system a reflection of
phasing trof aloft seen on water vapor imagery from acrs SW KS and
up the MO RVR Valley.

.SHORT TERM...(This Evening through Saturday)
ISSUED AT 330 PM CST Fri Dec 23 2016

Tonight...Watching upstream precip trends with the main snow and
rain areas moving through, as well as tailing west-to-east enhanced
RADAR return bands currently acrs SE Neb and into SW IA(probably
mainly rain with a bit of sleet/graupel mix), will end the western
four advisory counties at 01z as opposed to the original 03z this
evening. The eastern group will leave as is and allow the evening
shift to end/cancel early if need be. Warm air advection and mixed
precip zone trying to push north into the advisory area, but think
much of the advisory area will either remain a wet snow, or trend
back to wet bulbs from a R/S mix back to mainly wet snow as the
southern extent of the DEF zone moves acrs these areas over the next
2-3 Hrs. HiRes/CAMs that have latched on to the band of precip acrs
SW IA, bring it acrs mainly along I80 and keep it in rain or
rain/sleet/wet snow mix through 7-8 PM or so. Updated snow amounts
for the advisory areas are generally 1.5 to 2.5 inches by the time
it diminishes from the west, and some areas west of DBQ along the
HWY 20 corridor still in line for up to 3 inches. Marginal snow
accums for an advisory, but several reports of the roads being slick
due to the wet nature of the snow and it being a holiday travel
afternoon into the evening commute support keeping the headlines
going. Along and south of I80, little to no snow accum with mild sfc
temps and wet bulb temps. These areas to remain mainly rain anyways.

As precip winds down from west-to-east, suppose a brief drizzle
window possible out of any lingering low cloud deck, but the lift to
wring out such a phenomena is progged by most models to really shift
east by 3z-4z or so, with subsidence following in it's wake so will
not mention it. With the moisture and high sfc dpts in place and
possible holes developing in the cloud cover from the west, will
keep patchy to areas of fog forming after midnight. But post-sfc
trof sfc winds expected to veer to the west and if they maintain 5-
10 MPH, not the most optimum scenario/wind direction for dense fog
setting in. Most lows in the upper 20s to lower 30s, except the far
west may cool toward the mid 20s if they get clearing skies late and
before any widespread fog sets in.

Saturday...Mainly a dry day with highs in the mid to upper 30s and
possible around 40 again in snowless areas south of I80. But light
winds and trapping subsidence under passing ridge axis may continue
to foster fog production and maintenance well into the day or even
afternoon especially west of the MS RVR. A Persistent fog deck will
be a high temp buster in some locations if it takes hold.  ..12..

.LONG TERM...(Saturday Night through next Friday)
ISSUED AT 330 PM CST Fri Dec 23 2016

Light to moderate cold rain or mostly cold rain event on Sunday and
then dry to mostly dry and generally near seasonable temperatures.

Long Term Forecast Assessment...fair or average with significant
concerns about risk of any drizzle or freezing drizzle and to a
lesser extent widespread dense fog Saturday night and early Sunday.
Initialization and verification supports a default mix of a 50/50
weighting of GFS and Hi-Res ECMWF.

Saturday night...have lowered areas of fog and drizzle with trends
supporting little or no drizzle for later shifts to consider.  Local
tools suggest patchy to areas of fog that is mostly in the 1 to 3
mile range as east and southeast winds increase ahead of developing
large storm moving into northern plains.

Sunday...low clouds should continue with slightly cooler highs and
increasing southeast winds of 10 to 20+ MPH by mid day with any
patchy fog gone. Light rain and/or drizzle may be possible during
the day. Highs actually will be in the evening with daytime
temperatures mostly in the 30s north and 40s south.

Sunday night...limited forcing have removed mention of thunder with
breezy to windy with south winds 20 to 30+ MPH and an area of fast
moving rain to pass with amounts mostly around a quarter of an inch
with some locally higher amounts suggested.  Temperatures should
fall by late evening after winds shift to the southwest and then
west.  Lows by after sunrise should be near 30 to around 40 degrees
from northwest to southeast.

Monday through Friday...generally seasonable with dry to mostly dry
with possibly a light snow or rain/snow mix late Wednesday and
Thursday as weak wave passes.  Area highs and lows most of the time
will be within 5 degrees of climatology of upper teens to lower 20s
for area lows and upper 20s to lower 30s for area highs.

.AVIATION...(For the 00Z TAFS through 00Z Saturday Evening)
ISSUED AT 523 PM CST Fri Dec 23 2016

The rain/snow/sleet will be found in a narrow swatch early this
evening, roughly along and just north of Interstate 80 in Iowa and
Illinois. Generally MVFR to IFR will continue into the night,
before a wind switch to west around 09Z late tonight. As that
occurs, dry air aloft will sweep in, likely lifting cigs to VFR.
That could lead to ground fog development during the 09z-16Z
period, and we will need to watch that as the next possible TAF
impact.
