Issued at 330 AM CDT Fri Aug 12 2016
At 3 AM CDT...A large swath of convection remains over the forecast
area with locally heavy rains continuing. The system is moving northeast
at 20 to 25 MPH. Trends and distance time features support most of the
heaviest precipitation should move northeast of the region by around
or just after noon. Surface high pressure will move in late today
and tonight bringing cooler and drier air with near seasonable conditions
by Saturday. Dry conditions should persist through most if not all the
weekend.

Short term forecast confidence assessment...Poor or below average
with trends of convection still poorly timed at ending for at
least another 6 hours as NW MO convection is still developing.
This will better define extent and timing of heavy precipitation
today and cloud cover. Some risk with heavier rain and clouds that
highs many locations could e off by 5 plus degrees with possibly
lower highs in the northwest for later shifts. Then clearing late
tonight.
Today...Showers and storms should end from nw to se late AM into late
PM hours. Hence will keep watch going and 18Z expiration seems reasonable
for day shift to confirm based on trends the next 6 hours. If clouds
are thicker and rain more prevalent the highs many locations
could be too warm by 2 to 5 plus degrees. Rainfall amounts most
areas less than an inch suggested with north and northeast
sections possibly picking up an additional 1+ inches that would
aggravate flooding risks.
Tonight...Skies should clear most locations by morning with northwest
and drier air moving in. Mins mostly in the mid to upper 60s with lower
readings in the lower 60s possibly in nw 1/3 for later shifts. Any
lingering light precipitation should end by mid to late evening if
not sooner.

Long Term Forecast Confidence Assessment...fair or average. Main issue
is low pops some days may be overdone in nw flow. Mins based on pattern
and well into August may be too mild by up to 3 plus degrees. Overall...near
normal temperatures.
Saturday through Friday...consistent pattern with highs in the lower
80s most locations through the period. Mins mostly in the lower to middle
60s with risk of being too mild for later shifts to reassess. Little
or no precipitation with little severe risk due to modest or no instability
or forcing.

ISSUED AT 640 AM CDT Fri Aug 12 2016
MCS moving through the area will maintain IFR cigs, and where
rain is heaviest, IFR vsbys as well. The rain system over the
area currently should exit the TAF sites by later this morning,
but another weak system and surface low pressure in southwest Iowa
could move into the area later today maintaining poor flying
conditions. At the very least, convergence around the surface low
moving should be sufficient to maintain the low clouds and even
support development of some fog. As the low shifts east tonight
there may be a brief period of improving conditions, but given the
amount of moisture in the air, fog could develop and limit vsbys
overnight as well.

Flood watches are in effect for parts of the English, Iowa and
Wapsipinicon rivers and are a result of rainfall overnight and
potential rainfall today. As morning reports are ingested into the
river forecast model and the rainfall forecast clarifies later
this morning, these forecast points will either be upgraded to a
warning or the watch will be canceled. At this time, it is too
close to call which outcome is most likely.
