.Recent or anticipated heavy rainfall over the aforementioned
river basins will result in river rises above flood stage
during the next few days.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
All persons with interests along the river should monitor
the latest forecasts, and be prepared to take necessary
precautions to protect life and property. River stage forecasts
are based on observed and predicted rainfall. If actual
rainfall varies from forecast values, forecast river stages
will vary accordingly.

* At 2:31 AM Friday the stage was 19.0 feet.
* Moderate flooding is forecast.
* Flood stage is 21.0 feet.
* Forecast: Rise above flood stage by this morning and continue to
rise to near 28.3 feet by Sunday early afternoon. The river will
fall below flood stage by Tuesday before midnight.
* At 28.5 feet Moderate lowland flooding occurs. Water flows over the
road at Red River and Bluff Intersection. Water may be flowing over
the intersection of Craig and Constitution. The access to homes near
Club Westener may be affected. Areas west of Moody Street between
Water and Constitution Street may be impacted. Water is at the edge
of Spring Creek Drive at the railroad underpass. The old town area
may be threatened. The McCright Drive loop behind the baseball
stadium may have water covering the road.

* Flood stage is 21.0 feet.
* Forecast: Rise above flood stage by this morning and continue
to rise to near 28.0 feet by Sunday afternoon. The river will
remain above flood stage until further notice.
* At 28.0 feet Water flows into Saxet Lake Park starting to cover
Fordyce Road, with portions of park inaccessible. Water crosses
Fordyce Road at the large culvert between the lakes and main portion
of Sexet Lake Park, covering some of the picnic area and roads. Water
may be flowing under the US Business 59 East and West Relief Bridges.
Water is on John F. Lee Drive in Riverside Park. On McCright Drive,
water approaches the first parking lot, the field across the Texas
Zoo, with baseball fields and stadium inaccessible .

* Forecast: The river will crest near 25.5 feet Sunday through
Monday, then begin a very slow fall.
* At 26.0 feet, irrigation and oil well pumps, tank batteries, and
equipment in the lower flood plain below Victoria flood. Livestock
are cut off, may have to be fed by boat, and could drown. Homes
downstream above Highway 35 on the left bank are cut off.

* At 27.0 feet Moderate lowland flooding occurs. The flow is well
into Riverside Park, approaching low areas of the Texas Zoo and golf
course. Livestock are cut off in low areas of the flood plain above
Cuero to Tivoli. Water fills the City of Victoria's off channel
freshwater storage lakes...the Old Frodyce property), and continues
flowing under the US Business 59 East Relief Bridge. .

* Moderate flooding is occurring and Moderate flooding is forecast.
* Flood stage is 20.0 feet.
* Forecast: The river will continue rising to near 26.8 feet
tomorrow morning then begin falling.
* At 27.0 feet Major flooding occurs. Flow downstream near Highway 35
is several hundred yards wide, cutting off many of the lowest homes.
Livestock are cut off and could drown. Pumps, tank batteries, and any
equipment in the flood plain below Victoria are flooded. The
campground near Tivoli below Highway 35 and residences just above
Highway 35 are flooded.

equipment in the lower flood plain below Victoria flood. Livestock
are cut off, may have to be fed by boat, and could drown. Homes
downstream above Highway 35 on the left bank are cut off.

.AVIATION...MVFR ceilings continue over the Victoria Crossroads
while differing sky categories occur over the rest of the region
in the wake of the diminishing convection that has moved offshore.
Satellite shows band of clouds around 5 kft over the Brush
Country. Expect MVFR ceilings will hold through the evening hours
at VCT while VFR conditions exist elsewhere through late this
evening. MVFR ceilings over the inland coastal plains will spread
to the Brush Country around 04z with arrival into the southern
Coastal Bend during the overnight hours. Scattered showers and
storms expected to move into LRD area late tonight and increase in
coverage during the morning Thursday. MVFR ceilings will be
prevalent with IFR vsbys possible with the strong thunderstorms.
Expect activity to continue into the afternoon hours for the
coastal plains while chances may diminish by late afternoon for
LRD area as the upper level disturbance moves to the east.

.PREVIOUS DISCUSSION... /Issued 351 PM CDT WED MAY 18 2016/
SHORT TERM (Tonight through Thursday night)...Cold front has
stalled across the area...based on theta-e plot looks to be from
about Port Lavaca to Alice to Zapata. This stalled front along
with upper level disturbance and an expected coastal trough with
abundant moisture (PWAT around 2 inches) will result in another
chance for heavy rains. Rain chances increase from west to east
overnight with flash flooding threat beginning by 4-6am
west...and mid-morning east. (See hydrology section for additional
details.) The finer details of the event are still a bit
fuzzy...especially the severe weather chance. Have concerns that
overcast and early rain will limit any severe weather
potential...but an isolated strong to severe thunderstorm is
possible with reasonable CAPE and lapse rates. Time will tell.
Current gfs forecast sounding indicates a convective temp only
83-84 degrees at CRP...which is doable...though don't expect to
get much warmer than that. Highs area wide likely to be in the
lower to mid 80s.
Rain event will be wrapping up by Thursday night with just a
slight chance of lingering precip after midnight.
Long term (Friday through Wednesday)...Residual moisture and a
weakened cap will be sufficient for isolated mainly diurnal
convection through Sunday across portions of the CWA. By Monday,
the cap should have strengthened enough to keep most, if not, all
areas dry. This mostly dry and warming trend is expected through
Wednesday as ridging aloft and southerly boundary layer flow
dominates the CWA. The one exception will be the possibility of
Sierra Madre convection possibly affecting the extreme western areas
mainly on Wednesday. Marginal SCA conditions will be possibly
across the southern waters Monday through Wednesday given the
increased gradient flow and thermal contrast.
HYDROLOGY...Heavy rains expected to begin across western portions
of the area after midnight tonight and expand eastward through the
morning. Have gone pretty close to 18z WPC guidance for QPF
numbers...indicating generally 1 to 3 inches across the area.
Would not be at all surprised to see isolated amounts of 2 to 4
inches or higher. Heavy rain threat should be subsiding Thursday
night.
