* AT 255 PM CST...A SEVERE THUNDERSTORM CAPABLE OF PRODUCING A
  TORNADO WAS LOCATED NEAR RICHLAND...AND MOVING EAST AT 55 MPH.

  HAZARD...TORNADO.

  IMPACT...FLYING DEBRIS WILL BE DANGEROUS TO THOSE CAUGHT WITHOUT
