...The National Weather Service in Bismarck has issued a flood  
warning for the following rivers in North Dakota... 

  Souris River near Westhope AFFECTING Bottineau County 
For the Souris River Basin including Westhope...Minor flooding is 
occurring and is expected to continue.

.Lake Darling outflows have increased to match increased outflows from
Canadian reservoirs upstream. These releases have pushed the river 
level near Westhope into minor flood stage Saturday evening. The outflow
from Lake Darling and the upstream reservoirs in Canada are expected
to remain constant through early next next week as only minor amounts
of precipitation are expected over the coming days. 

Impacts remain restricted to inundation of agricultural land 
near the river with no communities at risk of flooding.

* The river rose above flood stage Saturday evening and will continue 
  rising to near 10.1 feet Sunday morning. The river will remain in 
  minor flood as long as the releases continue from the upstream dams. 
* Impact...At 10.0 feet...Water is almost valley-wide, but the area 
  flooded is grass covered and no buildings are affected.

. Outflow from Lake Darling and the upstream reservoirs in Canada 
are expected to remain constant through the week as only minor 
amounts of water equivalent in the form of snow and light rains 
are expected through Thursday. 

The forecast point of the Souris River near Foxholm will remain near 
current water levels while the Souris River near Towner, Bantry and 
Westhope will continue a slow rise as water levels are not 
yet those expected with current releases out of Lake Darling dam.

Impacts remain restricted to inundation of agricultural land 
near the river with no communities at risk of flooding.

.Minor flooding continues along the Souris River at rural locations 
below Lake Darling Dam. Not much change is expected immediately 
downstream of Lake Darling, but the lower portion of the Souris 
River in North Dakota, between Towner and Weshope will continue to 
see a slow, but steady rise over the coming days.

Impacts remain restricted to inundation of agricultural land 
near the river with no communities at risk of flooding.

For the Souris River Basin including Foxholm...Towner...Bantry...
Westhope...Minor flooding is occurring and is expected to continue.

.Minor flooding along the rural areas of the Souris River below Lake 
Darling Dam will continue well into the second half of April despite 
the otherwise dry weather pattern in place. Reservoirs above Alameda 
and Rafferty dams are nearly back to desired water levels. However, 
it will still take several days for eventually lower releases to work 
their way through North Dakota. 

Impacts remain restricted to inundation of agricultural land 
near the river with no communities at risk of flooding.

.Nearly steady to rising water below Lake Darling Dam will keep the 
flood warning currently in place along the Souris River through at 
least the end of April. Near the end of April, releases from the 
upstream dams in Canada are expected to diminish with the lower 
water levels eventually working their way through North Dakota
during May.

Impacts remain limited to low lying agricultural land along the 
Souris River with no communities or structures currently at 
significant risk. However, this higher than normal water does 
reduce the region's tolerance for significant rain events.

.High flow out of Canada will continue through the weekend and well 
into the fourth week of April. The net result of this is that the 
high water currently along the Souris River in North Dakota will 
see little change until near the end of April.  In the short term, 
no change is expected immediately downstream of Lake Darling.  
However, in the Towner to Westhope reach of the Souris River, a 
very slight rise is expected over the coming days. Impacts at 
expected water levels remain restricted to low-lying agricultural 
land with no cities at risk of flooding.

Westhope...Minor to Moderate flooding is occurring and is expected to 
continue.

.The recent dry weather is starting to be felt in the flow along 
the upper Souris River in Canada. Runoff into both Rafferty and 
Alameda reservoirs continues to fall with Rafferty already having 
cut releases. This lower release from Rafferty Dam will result in 
less water flowing into North Dakota by the middle of the week. 
Accordingly, Lake Darling is on track to cut releases by late this 
week. The lower flow out of Lake Darling will gradually make its 
way downstream, but it will still be many days before significant 
relief is felt in the Towner area, and at least a couple of weeks 
before significantly lower water is noticed in the Bantry to 
Westhope reach of the Souris River. 

High water and its impacts remain restricted to largely agricultural
lands nearest the Souris River.

.Lower flows out of Canada are already being seen in the Souris 
River above Lake Darling. This lower water coming out of Canada 
will allow Lake Darling Dam to begin lowering its releases on 
Friday. Alameda Dam in Saskatchewan will also be lowering its 
releases later this week. This suggests Lake Darling will be 
lowering its releases to near normal summer time levels by 
late next week.

Farther downstream of Lake Darling, high water should be expected 
in the Towner area for another couple of weeks with Bantry and 
Westhope to fall below flood stage sometime around the middle of 
May.

...The flood warning continues for the following rivers in North 
Dakota...
  Souris River near Foxholm affecting Ward County 
  Souris River near Towner affecting McHenry County 
  Souris River near Bantry affecting McHenry County 
  Souris River near Westhope affecting Bottineau County 
For the Souris River Basin including Foxholm...Towner...Bantry...
Westhope...Minor to moderate flooding is occurring and is 
expected to continue.

.Lower flows out of Canada are already being seen in the Souris 
River above Lake Darling. This lower water coming out of Canada 
has allowed Lake Darling Dam to begin lowering its releases  
Wednesday evening. Alameda Dam in Saskatchewan will also be
lowering its releases later this week. This suggests Lake Darling
will be lowering its releases to near normal summer time levels by 
late next week.

Farther downstream of Lake Darling, high water should be expected 
in the Towner area for another couple of weeks with Bantry and 
Westhope to fall below flood stage sometime around the middle of 
May.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Safety message...Do not drive into areas where water tops the 
roadway. Turn around...Don't drown. Avoid driving on flooded roads.
