...The National Weather Service in Midland has issued a flood warning
for the following rivers in Texas...
Rio Grande at Castolon affecting Brewster County
Rio Grande at Johnson Ranch affecting Brewster County
Rio Grande at Boquillas-Rio Grande Village affecting Brewster
County
Heavy rainfall from the remnants of Tropical Storm Dolly, combined
with a cold front that moved into West Texas on Saturday, has
resulted in heavy rainfall over the past 48 hours along the Rio
Grande. In addition, heavy rainfall has also occurred in the Rio
Conchos watershed in Mexico. As a result, minor to moderate
flooding on the Rio Grande is anticipated through Monday morning
in Big Bend National Park.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Motorists are urged to heed flood warnings, and exercise caution if
traveling through this area. Vehicle-related fatalities are the
number one source of flood fatalities in West Texas and New Mexico.
If you encounter a flooded stretch of roadway, do not attempt to
cross it. You and your vehicle could be swept downstream in rushing
floodwaters. Turn around, don't drown!
River levels are high. Ranchers and farmers should move livestock
and machinery out of flood-prone areas if time permits.
Keep in mind that any additional rainfall across the area could
significantly change the present forecast stage.

* Flood stage is 15.0 feet (4.6 meters).
* Forecast...The river will continue rising to near 16.6 feet (5.1
meters) by this evening. The river will fall below flood stage
after midnight tomorrow.
* Impact...At 15.0 feet (4.6 meters), the river reaches minor flood
stage, and lowland flooding begins. The river begins to flood the
road between Santa Elena Canyon and Cottonwood Campground in Big
Bend National Park. The river begins to flood the parking lot at
Santa Elena Canyon, and cut off the nature trail into the canyon.
Campers in Cottonwood Campground need to prepare for possible
evacuations.

* flooding is forecast.
* Flood stage is 15.0 feet (4.6 meters).
* Forecast...Rise above flood stage by late this afternoon and
continue to rise to near 17.2 feet (5.2 meters) by this evening.
The river will fall below flood stage by early tomorrow.
* Impact...At 19.0 feet (5.8 meters), the river reaches major flood
stage. Flooding begins to occur upstream in Cottonwood Campground
at Castolon, as stages at each location are practically synonymous.
Moderate lowland flooding begins at the gage site, but no damage
occurs. The gage is inaccessible, as River Road is impassable at
several locations.

* Forecast...Rise above flood stage by early tomorrow and continue to
rise to near 13.5 feet (4.1 meters) by tomorrow morning. The river
will fall below flood stage by tomorrow early afternoon.
* Impact...At 13.0 feet (4.0 meters), the river reaches minor flood
stage. Water reaches the water pumps maintained by the park
service that are used to water the campgrounds and to provide water
to the employee living quarters. It may be necessary for park
personnel to remove the pumps.

the past 48 hours, causing rapid rises along the Rio Grande.
Flooding continues along the Rio Grande at Presidio 6WNW and
Johnson Ranch, with both sites forecast to remain above flood stage
through Monday afternoon before falling below flood stage by Monday
night. The river at Lajitas 1WNW, Castolon, and Boquillas has fallen
below flood stage, but Boquillas and Castolon may crest close to flood
stage following another wave from Presidio late tonight.

* At 7PM Sunday the stage was 12.0 feet (3.7 meters).
* Fell below flood stage at 2:10 AM Sunday.
* Flood stage is 15.0 feet (4.6 meters).
* Forecast...The river will continue to fall to 8.1 feet (2.5 meters)
by Tuesday morning.
* Impact...At 15.0 feet (4.6 meters), the river reaches minor flood
stage, and lowland flooding begins. The river begins to flood the
road between Santa Elena Canyon and Cottonwood Campground in Big
Bend National Park. The river begins to flood the parking lot at
Santa Elena Canyon, and cut off the nature trail into the canyon.
Campers in Cottonwood Campground need to prepare for possible
evacuations.

* flooding is forecast.
* Flood stage is 15.0 feet (4.6 meters).
* Forecast...Rise above flood stage by tonight and continue to rise
to near 16.4 feet (5.0 meters) by tomorrow morning. The river will
fall below flood stage by tomorrow early afternoon.
* Impact...At 15.0 feet (4.6 meters), flood stage is reached.
Moderate lowland flooding begins. Roads that lead to Cottonwood
Campground and River Road may flood. Stages are practically
synonymous with the gage at Cottonwood Campground at Castolon
(CSTT2), and therefore represent the reach from Santa Elena Canyon
through Cottonwood Campground, where damage may occur. Cattle also
graze in the lowlands, and may be threatened.

* At 8PM Sunday the stage was 11.1 feet (3.4 meters).
* Flood stage is 13.0 feet (4.0 meters).
* Forecast...The river will crest below flood stage at 12.7 feet (3.9
meters) tomorrow morning.
* Impact...At 13.0 feet (4.0 meters), the river reaches minor flood
stage. Water reaches the water pumps maintained by the park
service that are used to water the campgrounds and to provide water
to the employee living quarters. It may be necessary for park
personnel to remove the pumps.

Scattered showers will continue across the area through Sunday
afternoon with periodic reductions in visibility. Low ceilings down
to LIFR in some areas will continue through the overnight period and
into tomorrow morning. Ceilings may frequently shift between
categories but are expected to remain below VFR. Ceilings should
begin to lift sometime around 18z. Winds will remain light and out
of the east.

DISCUSSION...
Recently we have seen quite a bit of rain in southeast New Mexico,
the Big Bend, and the Pecos River near I-10. So far we have been
fortunate that the rain has mostly fallen on areas where runoff
has been limited. The one exception is the Big Bend and northern
Mexico where creeks and streams feeding into the Rio Grande have
seen significant rises, and thus the Rio Grande itself is above or
forecast to go above flood stage. While the more widespread
rainfall has been further north, scattered storms with heavy rain
continue to develop in the Big Bend and the terrain will continue
to funnel runoff into the Rio Grande so flooding along the river
could be a problem for the next 24-48 hours or even longer.
As stated previously, the more widespread rain has fallen in
southeast New Mexico and the upper Trans Pecos and while the
ground absorbed much of the rain water thus far, it likely can't
handle much more and flash flooding will continue to be a threat
tonight. Thus the Flash Flood Watch will continue and has been
extended slightly in area to the east. Flash flooding could still
be a problem for areas outside the watch, especially in cities
where drainage is poor, but the scattered nature of the convection
makes the likelihood lower so did not include much of the Permian
Basin and lower Trans Pecos in the watch. The focus of the rain
shifts south of I-10 tomorrow where the surface front will be
located as well as the Davis and Guadalupe Mountains where the
topography will enhance lift.
Drier conditions arrive Monday as the mid and upper level flow
becomes westerly. This will also cause highs to increase well
above normal and remind us that summer isn't quite over with yet.
Fortunately another upper low moving across southern Canada will
push another cold front through the area by the end of the week
bringing more cool weather. Models are not in very good agreement
with the timing of the front with the Canadian fastest, followed
by the GFS and finally the ECMWF is slowest. The Canadian appears
to be fastest because it is strongest with a shortwave moving out
of the four corners and into the southern plains. However the
general zonal flow pattern makes a weaker southern trough more
likely and the real push behind the cold air the upper low over
Canada. So while the slower European model is favored, it may be
too strong with the cold air push because again the zonal flow
should have difficulty tapping into the colder air to the north.
So this forecast is based on the timing of the slower ECMWF but
the strength of the GFS.
