.SYNOPSIS...
Issued at 209 AM CDT THU OCT 31 2013

Latest water vapor imagery shows a large upper level trough
beginning to push east into the western high Plains early this
morning. Large area of moisture continues to stream across the the
southern Plains into much of the eastern half of the CONUS ahead
of this upper level trough.

Surface front was beginning to push into eastern Kansas and west
central Missouri early this morning. Most of the lightning strikes
early this morning were located just ahead of the upper level
trough and in the vicinity of the front.

Main forecast focus will be with the heavy rain risk and potential
flooding for the remainder of the overnight through midday Thursday.

&&

.SHORT TERM...(Today and Tonight)
Issued at 209 AM CDT THU OCT 31 2013

Upper level wave will be on the move eastward during the remainder
of the overnight and throughout the day today. This will cause the
surface front to push eastward across the forecast area.
Precipitation will begin to increase in coverage over the western
CWA between 3 am and 6 am and then begin to spread across the
remainder of the CWA this morning. With PW values of 1.5 to 1.8
in. which is well above the norm for this time of year, very
efficient rainfall rates are expected. Areas which receive
training storms, can receive between one and two inches in a short
period of time with this system today which may lead to some
flooding and flash flooding due to saturated ground conditions
already in place. The risk for severe storms appears to be low at
this time given the more tropical nature of the air mass in place,
but if enough instability can seep into the area, a small risk of
hail/wind could develop during the remainder of the overnight into
Thursday morning across the western CWA. Stronger storms
redeveloping this afternoon will also be reliant on any
instability that may develop ahead of the front as it pushes into
the eastern Ozarks this afternoon. Will continue the flash flood
watch until 18z for the entire CWA.

By 00z, all precipitation should end and a rapid clearing is
expected from west to east during the mid to late afternoon behind
the front...just in time for area trick-or-treaters. A cooler air
mass will move into place behind the front with lows dipping back
down into the low to mid 40s tonight.

.LONG TERM...(Friday through Wednesday)
Issued at 209 AM CDT THU OCT 31 2013

A large area of high pressure will move into the area Friday and
into the weekend with cooler and drier air. Highs will be cooler
with highs in the low to mid 60s Friday and the mid to upper 50s
Saturday. Lows will be in the 40s Friday night and dipping back
into the 30s Saturday night.

Another storm system will be moving into the west coast this
weekend with a deepening trough over the Rockies by early next
week, setting up another broad area of southwest flow aloft into
the region. With low levels again bringing up the Gulf moisture
from the south and the Pacific mositure moving in aloft, another
wet period is expected Tuesday into possibly Thursday depending on
the speed of the upper level wave. The GFS continues to have a
more progressive wave with this feature but has been more
consistent than the ECMWF.

.AVIATION...(For the 06Z TAFS through 06Z Thursday Night)
Issued at 1208 AM CDT THU OCT 31 2013

MVFR conditions are expected to prevail for much of the overnight
period with showers increasing across the region. Weather models
continue to indicate ceilings lowering into the IFR category
overnight. While we believe this will eventually occur, models
have been too quick to bring it in for much of this evening.
Thus, we have delayed the onset until closer to sunrise. The main
other aviation impact into early Thursday morning will be low
level wind shear. A cold front will then move through southern

  LIMITED HAIL RISK.
  ELEVATED THUNDERSTORM WIND DAMAGE RISK.
  ELEVATED FLOODING RISK.
  SIGNIFICANT LIGHTNING RISK.
  LIMITED NON THUNDERSTORM WIND RISK.

DISCUSSION...

  SHOWERS AND THUNDERSTORMS WILL CONTINUE TO TRACK ACROSS THE AREA
  TODAY IN ADVANCE OF A STRONG UPPER LEVEL SYSTEM AND SURFACE COLD
  FRONT. GENERAL RAINFALL AMOUNTS OF ONE TO TWO INCHES ARE
  EXPECTED WITH SOME LOCATIONS POSSIBLE RECEIVING UP TO 3 INCHES
  WHERE TRAINING STORMS TAKE PLACE. THIS WILL LIKELY LEAD TO SOME
  FLOODING AND FLASH FLOODING. A FLASH FLOOD WATCH IS IN EFFECT
  THROUGH 1 PM.

  IN ADDITION...IF ENOUGH INSTABILILTY CAN DEVELOP LATER
  TODAY...THERE REMAINS A SLIGHT RISK OF SEVERE STORMS OVER THE
  EASTERN OZARKS FOR LARGE HAIL AND DAMAGING WIND. AT THIS
  TIME...MOST STORMS ARE EXPECTED TO REMAIN BELOW SEVERE LIMITS.
