  OVER THE WARNED AREA. RADAR ESTIMATES 2 TO 3 INCHES OF RAIN HAS
  FALLEN NEAR RED BUD THE LAST 3 HOURS.  A NATIONAL WEATHER SERVICE
  COOPERATIVE SPOTTER REPORTS SEVERAL ROADS ARE FLOODED UP TO 8
  INCHES DEEP NEAR PRAIRIE AND RED BUD.
