* AT 542 PM MDT...THE PUBLIC REPORTED A FLASH FLOOD FROM 9 MILES
  NORTHWEST OF MINIDOKA TO 6 MILES SOUTHWEST OF ALBION...OR FROM 16
  MILES NORTH OF RUPERT TO 9 MILES NORTHEAST OF BASIN...MOVING
  EAST AT 20 MPH.
